Recommendation to approve the purchase of liability, Automoblle,WOI'kers'
COIlIpensatlon, Flood, Aircraft, Airport and other Insurance and related services for FY
2012 in the annual amount of $1,44.3,951, a reductionof$147 ,390.
OBJE9TlVE: To gain approval from the Board to purchase -Liability, Automobile, Workers'
Compensation, . Flood, Aircraft, Airport and other insurance and related servieesfor FY 2012 in the
amount of $1 ,443,951. ~
CQf'l~e&\TIQ,"S: Pursuant to Florida Statutes Section 768.28 and Ctijapter 44O,the Risk
Management Department administers two risk management funds (Fund 516 and Fund. 518) to
finance its Property, Casualty and Workers' Compensation risk financing programs.
Generally. the County's deductible (self insured.retention) is the first $100,000 per claimaAtl$200,OOO
per occurrence with the exception of Workers' Compensation, which has a $500,000 per claim
deductible. Claims are administered by Johns Eastern Company.
To assure sufficient coverage limits, the County purchases excess coverage where nece$S8.ry, to
protect against large losses; to cover a cause of action not limited by a state statutory cap ($.Ich as
employment practices liability); to provide higher limits required by contract; or to cover' a claims bill
pursuant to 768.28, . Fla. Stat.
r'\ A complete renewal summary ..sheet is attached which describes the purpose .and . cost of each
coverage. The various lines of insurance included in this recommendation include sixteen. specific
lines of insurance coverage. To administer the program the County purchases claims administration
serviees and brokerage services.
The significant highlights. of the FY 2012 renewal are .as follows.
Q Total premiums and fixed costs decreased 9.26% or $147,390 oFtan annual baSis. Costs are
down across almost all lines. Savings is. due primarily' to a reduction in the cost of Excess
Liabiflty, Excess Workers' Compensation, PoHution, Airport and Aircraft coverage.
Q The Pollution carrier has offered a three year rate .guarantee at a reduction of 32% if paid up
front By accepting the three year offer, annuaJ premiums are reduced from $75,245 to
$50,560. Staff recommends this option.
Q Self insured retentions and coverage limits remain unchanged.
An extensive programmatic review is performed every three years to assure that the County's risk
financing program is both comprehensive and competit~ve. The next full review. wilt be completed. in
2012. The property insurance program renews on April 1, 2012 and is not included in this
recommendation.
All carriers hold a Best's rating of "A, Superior" or higher.
Finally, the cost of brokerage services is not included in this recommendation. It is currently in the RFP
process and will be SUQmitted to the Board as a separate recommendation.

FISCAL IMPACT: Total premiums and fixed costs are $1,443,951, a reduction of $147,390 or 9.26%.
By exercising the three year rate guarantee option to pre-pay the Pollution Insurance in FY 12, the
total cost for FY 12 is $1,545,071. No pollution premiums would be due in FY 13 or FY 14. Funds
have been budgeted within Funds 516, Property and Casualty Insurance and Fund 518, Workers'
Compensation Insurance for the purchase of coverage as outlined in the Executive Summary and
renewal summary sheet.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, requires
majority vote, and is legally sufficient for Board action. - CMG
RECOMMENDATION: It is recommended that the Board approves the following:
1) The purchase of coverage as outlined in the Executive Summary and the Casualty Renewal
Summary Sheet effective October 1, 2011.
2) The rejection of Uninsured Motorist Insurance with the exception of scheduled take home vehicles,
authorizing the County Manager or designee to execute the necessary rejection forms.
3) Authorize the County Manager or designee to complete the applications or other documents
necessary to bind coverage and services effective October 1, 2011.
4) Authorize the County Manager or designee to bind coverage on County owned buildings that may
fall within special flood hazard areas once the new Flood Insurance Rate Map is adopted.
5) Approve the option to purchase Pollution coverage at the reduced rate by purchasing the three
year policy up front.
