EXECUTIVE SUMMARY
Recommendation to approve a Utility Easement from the School District of Collier
County to the Collier County Water -Sewer District for Irrigation Quality (IQ) Water
pipeline and associated infrastructure including telemetry antennae, electrical
panel, meter assembly, electrical conduit, and for access on, over and across a
portion of the Vineyards Elementary School property located within Vineyards
Elementary School off Vanderbilt Beach Road in Naples, Florida at an estimated
cost not to exceed $30, Project Number 70062.
OBJECTIVE: That the Board of County Commissioners of Collier County, Florida
(Board) approve and accept the attached Utility Easement from the School District of
Collier County to the Collier County Water -Sewer District. The public purpose is to
provide necessary infrastructure for the construction and maintenance of a telemetry
control for an Irrigation Quality (IQ) Water valve site servicing Vineyards Elementary
School located off Vanderbilt Beach Road in Naples, Florida.
CONSIDERATIONS: Approval of this Easement will further the process of providing
improved response to breakdowns, and anticipating and improving preventative or
proactive maintenance through enhanced communications and control capabilities. The
project involves the construction and maintenance of IQ infrastructure including
telemetry antenna, electrical panel, meter assembly, and electrical conduit that will
provide best value technology and improved performance and service.
This project is consistent with the 2008 Wastewater Master Plan update adopted by the
Board on June 24th, 2008, under Agenda Item 16G. This project is referenced in the
Wastewater Master Plan, Table 8 -1, Page 7of 7, Line 151.
The attached Utility Easement has been reviewed and approved by the Public Utilities
Division, the School District of Collier County, and the County Attorney's Office.
A location map of the proposed Utility Easement area is attached for ease of reference.
FISCAL IMPACT: The total cost will not exceed $30 for the recording of the document.
Funds in the amount of $30 are available in the FY 11 budget for this action in Project
70062. The FY 11 Capital budget was approved by the Board on September 23, 2010.
Source of funds is Wastewater User Fees, Fund 414.
GROWTH MANAGEMENT IMPACT: This project is consistent with, and furthers the
goals, objectives and policies of the Collier County Growth Management Plan.

LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This item
requires a majority vote. - JBW
RECOMMENDATION:
1. That the Board of County Commissioners of Collier County, Florida, as the
Governing Body of Collier County and as Ex- Officio the Governing Board of the Collier
County Water -Sewer District accept the Easement and direct the County Manager or
his designee to proceed to acquire the Easement and to follow all appropriate closing
procedures, and to record the Easement in the Public Records of Collier County,
Florida.

referred to as "Grantor "), to the BOARD OF COUNTY COMMISSIONERS OF

water utility facilities and access purposes, over, under, upon, and across the following

incorporated herein by reference.
Subject to easements, restrictions, and reservations of record.
THIS IS NOT HOMESTEAD PROPERTY.
TO HAVE AND TO HOLD the same unto the Grantee together with the right to
enter upon said land, excavate, and place or remove materials, including, but not
limited to irrigation quality water lines and pipes, electrical panels, telemetry tower, and
other equipment or improvements appurtenant thereto or thereunder for the purpose of
constructing, operating, and maintaining irrigation quality water utility facilities thereon.
Grantee shall perform such activities in the easement area at times and in a manner
that shall not disrupt, adversely impact or unreasonably obstruct Grantor's operations
as a public school facility. Grantee shall not construct any improvements in the
easement area that exceed thirty (30) feet in height. The easement granted herein
shall constitute easements running with the land and shall burden the lands described
above.
