EXECUTIVE SUMMARY
Recommendation to approve a work order in the amount of $343,620 to Douglas N. Higgins, Inc.,
for the Sub Master Pump Station 312.41 Rehabilitation, Project Number 70046, under contract 08-
5011, Fixed -Term Underground Utilities Contract.
OBJECTIVE: The public purpose of rehabilitating Sub Master Pump Station 312.41 is to remain
in regulatory compliance, and meet the demand for reliable wastewater treatment services.
CONSIDERATIONS: On June 24, 2008, as Agenda Item IOG, the Board of County
Commissioners (Board) adopted the 2008 Wastewater Master Plan Update that identified the
requirement for rehabilitating wastewater pump stations. The proposed scope of work for
Project 70046, "Lift Station /Sub - Master Pump Station Technical Support," is consistent with the
2010 Wastewater CIP Update, page 2 of 4, line 66, as identified in the 2011 User Fee Rate
Study.
A sub master pump station handles wastewater flows from a large regional area and pumps
directly to a master pump station. This critical sub master pump station (312.41) is located to the
southeast of the intersection of White Lake Boulevard and City Gate Boulevard within the South
County Regional Water Treatment Plant site east of CR951 at City Gate Boulevard. The pumps
at the station are corroded and performing below specification. The piping is corroded to the
point of reducing flow. The concrete wetwell shoves signs of corrosion and is being coated to
maintain its structural integrity. Electrical systems require new control panels to accommodate
the permanent emergency generator, automatic power transfer switch, and variable frequency
drives. Combining the correction of all these deficiencies into one project minimizes
mobilization costs and impacts to the public.
The project's scope of work includes the installation of pumps, piping, electrical gear, and a
permanent emergency generator. Rehabilitating this high- priority sub master pump station is part
of a multi -year program that addresses approximately 10 stations per year within the installed
base of 750 -plus pump stations.
Request for Quotation Number 08 -501 1 -53 "Sub Master Pump Station 312.41 Rehabilitation"
was posted on August 8, 2011, and distributed to all vendors of the Fixed -Term Underground
Utilities Contract 08-5011 via the county's electronic bid process. Of the five vendors notified,
four submitted quotations by the August 22, 2011, deadline. The quotations received are
summarized in the table below.

Staff reviewed the proposals and determined Douglas N. Higgins, Inc., to be the lowest
responsive and qualified vendor, with a quote that is $38,511 (10 percent) less than the
engineer's estimate of probable construction cost of $382,131. The design professional's
recommendation letter dated August 22, 2011, recommending award to Douglas N. Higgins,
Inc., is attached. The Purchasing Department has reviewed the information in this Executive
Summary.
FISCAL IMPACT: Funding is available in, and is consistent with, the FYI I Capital Budget
approved by the Board on September 23, 2010. The source of funding is the Wastewater User
Fee Fund (414).
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action and requires a
majority vote. - JBW
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to insure the viability of public facilities.
RECOMMENDATION: That the Board of County Commissioners, as Ex- officio the Governing
Board of the Collier County Water -Sewer District
I . Approve the award of a work order in the amount of $343,620.00 for Sub Master Pump
Station 312.41 Rehabilitation to Douglas N. Higgins, Inc.; and,
2. Authorize the Chairman to sign and execute the work order.
3. Approve the extension of the Master Agreement until March 10, 2015 to coincide with
the work order.
