EXECUTIVE SUMMARY
Recommendation to adopt & Resolution renaming the Gulf Coast Park, 5611 Warren
Street, "Cindy Mysels Parr" The renaming is sponsored by Mr. Anthony P. Feola, Vice
President of the Gulf Coast Little League and supported by 1,288 residents of Collier
County.
OBJECTIVE: That the Board of County Commissioners (Board) adopts the attached
Resolution renaming the Gulf Coast Park, "Cindy Mysels Park."
CONSIDERATIONS: Mr. Anthony P. Feola, Vice President of the Gulf Coast Little
League, Inc., submitted an application to the County Manager's Office containing the
signatures of 1,288 Collier County residents who agree with his recommendation to rename
Gulf Coast Park, "Cindy Mysels Park. " The signature pages are available for public review
at the County Manager's Office and will be filed with Minutes and Records.
The County Manager's Office finds that the request: is complete, with merit, and complies
with County's policy, for naming County -owned facilities. The Board's approved policy is
attached.
In support of the renaming, Mr. Feola described Ms. Mysels as follows:
Cindy Mysels, a Collier County resident for over 30 years recently passed away. She
was a member of the Gulf Coast Little League for over 18 years. Over these years she
has volunteered countless hours at the park and was president for 10 years. She was
instrumental in providing baseball and softball to thousands of young people. Her
dedication to E. Naples needs recognition:
Gulf Coast Park is owned by Collier County and located at 5611 Warren Street in East
Naples. The park consists of two lighted little league fields, a concession stand, and a small
picnic area. (Map attached)
FISCAL IMPACT: There is no direct fiscal - impact associated with this Executive
Summary. As required in the County's policy for naming County -owned facilities, any
plaque or other notation to be placed at the facility'imust be paid for in full at no cost to the
County by the sponsor organization (unless the Board decides in a specific case that it is
appropriate and in the public's interest for the County to contribute). Any sign, plaque, or
other notation provided by the sponsor organization must first meet the approval of the
County. These requirements are set forth in the Resolution.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: The proposed Resolution was drafted by the County
Attorney's Office and is legally sufficient for Board action. This item requires a majority

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, RENAMING GULF COAST PARK TO
CINDY MYSELS PARK.
WHEREAS, Mr. Anthony P. Feola, Vice President of the Gulf Coast Little League, Inc.,
and persons who reside in Collier County approve and endorse renaming the Gulf Coast Park,
located at 5611 Warren Street, Naples, Florida, to "Cindy Mysels Park;" and
WHEREAS, the renaming of this facility to "Cindy Mysels Park" is in recognition of
Cindy Mysels, a Collier County resident for over 30 years who passed away in January 2011.
Cindy Mysels was a member and volunteer of the Gulf Coast Little League for over 18 years and
instrumental in providing baseball and softball to thousands of young Collier County residents;
and
WHEREAS, in accordance with the County's policy for naming County -owned facilities,
as approved by the Board of County Commissioners on May 13, 2003 (Agenda Item 16E1), this
matter has been referred to the Board of County Commissioners with the approval and
recommendation of the County Manager,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Gulf Coast Park shall hereafter be named "Cindy Mysels Park."
2. The County Manager is hereby directed to take all appropriate action required to
facilitate the renaming of this facility.
3. As agreed by Mr. Anthonly P. Feola, Vice President, the Gulf Coast Little League,
Inc., shall pay the full cost, with no cost to the County, for any plaque or other notation

placed at the facility necessitated by the name change. Any sign, plaque, or other
notation provided by the sponsor organization must first meet the approval of the County.

Naming of County—Owned BuNding, Stmctur_e-or Facility.
The following is the policy of the County Manager of Collier County, FlOT ida, regarding
naming Collier County-owned buildings, structures• or other County -owned f ilities. Each
County-owned building, structure, or facility, or .integral part therein, e.g., shape in a hospital,
hereinafter "facility." shall be named based upon the function(s) the facility PITfOrms . or the
services provided to the public from the facility. The specific location of the acility can, of
course, be included in the name. for example, an adjacent right -of -way. body o water, or any
other prominent landmark. Examples: Collier County Courthouse. Central Avenue Library,
Sheriff's Annex, Tarpon Lake Park, South Pass, or Pine Ridge Road Library.

,Natural person" means actual human being(s). The Board of County Commissioners
(`Board ") may name a County -owned facility to honor a natural person or pawns, living or

Jim Gallagher Pass” or "The Dan Marino Athletic Field" (provided the Athletic Facility is based
upon a Substantial Financial Contribution).
A.
1. The natural person(s) must have, by his or her local actions (other than Substantial
Financial Contribution), specifically and directly benefited Collier County, an preferably, the
specific facility, or at least the geographic area where the facility exists (or is planned to exist).
(a). Fields of Endeavor. If the public achievements of the sponsored, local natural
person(s) are primarily in a specific field of endeavor, that field of endeavor should have a direct
and significant logical relationship to the facility. As examples: A medical ilit should be

named to honor a local physician, a local nurse, or other local practitioner in the field of
medicine. A sports facility should be named in honor a local natural person associated with
athletics. A nautical facility should be named to honor a local natural person associated with
nautical matters. A courthouse should be named to honor a local judge, local lawyer, or natural .
person directly associated with local administration of justice or local law enforcement.
(b). "Specific, Direct, Local Benefit." The natural person whose nal me the facility is
proposed to honor must have performed significant, direct local benefit to the f ci lity or at least
with regard to the site of the facility (land or water). "Significant, direct, local nefit" does not
include acts by a person who has benefited Florida generally (or has general y benefited the
United States) and has not rendered direct, significant local, beneficial acts tc benefit Collier
County, the specific facility, or at least the general geographic area of the facility
(c). Sponsorship. Each recommendation to have a County -owned s ' cture named to
honor a natural person based upon that person's local, beneficial acts (other thin a Substantial
Financial Contribution) may be proposed to the County Manager by any individdal, any
corporation, any organization or group, but only by using the attached form.
(d). Application Procedure. Each application to recommend n

Re: Renaming of Gulf Coast Park
Dear Sir,
I represent hundreds of volunteers affiliated with the Gulf Coast Little League, located in
East Naples Florida. On January 10, 2011 our president Cindy Mysels passed away after
a long battle with cancer. Following her death, there was a tremendous outpouring of
interest to name the park after her as a tribute to the sacrifice she made to the children of
East Naples and Marco Island.
The current park which is located on Warren St in East Naples, has been in existence for
many years and has always been referred to as Gulf Coast Park. The park, while it is
available for use by all county residents as a county park, is primarily utilized as the home
field for Gulf Coast Little League, a chartered member of Little League International for
over 50 years.
Cindy Mysels, a Collier County resident for over 30 years was a member of Gulf Coast
Little League for over 18 years. During those 18 years, Cindy volunteered in almost
every capacity of the organization from coach, concession manager, to president.
Over the 18 plus years, she was president of the league for 10 years, and when she passed
away, was the acting president. Cindy literally devoted her life to the organization as
many felt that she "lived at the field ". When the league faced difficult times, Cindy was
the driving force behind the running of the league. Cindy was responsible for continuing a
county wide baseball tournament, the Cope Tournament, during her tenure. Cindy was
respected by everyone associated with Little League Baseball in Collier County.
Everyone associated with parks and recreation in the county is familiar with her
contributions to the children of this county.
Our efforts to secure a petition in support of this change has produced signatures from
people all over Collier County. Cindy Mysels embodied the spirit and vibrancy that is
Gulf Coast Little League and the naming of the park should bear her name as a lasting
dedication to her years of service to the community she loved.
In light of this, we respectfully request that you rename the park "Cindy Mysels Park ".

Cindy Mysels, a force for the Gulf Coast Little League for many years, died on Monday
after a long battle with cancer. She was 52.
"Cindy had a deep concern for the kids of East Naples and Marco Island and made
sure that they had Little League baseball and softball," Tony Feola, former president of
Gulf Coast Little League said. "She was instrumental in keeping the league running
over the years as she basically lived at the field. She was the person behind the Little
League Baseball Tournament, sponsored by Gulf Coast, for as long as I can
remember."
A huge supporter of Lely High School, Feola only became president for three years
when Mysels took time off to watch her youngest daughter Becca Mysels play
volleyball and softball.
"With two daughters, (JJ, 25 and Becca, 21) and a son (Nolan, 13), she was involved
in both baseball and softball, but she had a special place in her heart for softball,
making sure it was available to the kids," Feola said.
He also said Mysels was highly respected by coaches and administrators throughout
the county.
"Her dedication to the youth of this county will not be replaced, she will be missed,"
Feola said.
Holly Suarez, past president and board member of the Golden Gate American Little
League, lauded Mysels efforts.
She was a true friend to all of us through the years, Suarez said. "She did a lot for the
East Naples area with baseball and softball."
Becca Mysels said her mom loved her experience at GCLL.
"My mom was very much involved with Gulf Coast Little League and loved doing
anything she could do for the kids," she said. "We used to joke that we lived at the
ballpark. She loved GCLL and worked hard to get it where it is today."

Becca Mysels also credited the efforts of Phil Russo, Lorraine Stoll, and Carrie
^, Reynolds who "just had a love for being there and a love for us kids that made
participating in sports at GCLL some of my best memories."

She recalled growing up, playing travel softball and one of the many favorite memories
coming from those tournaments.
"We were in no way rich, and I knew that a lot of sacrifices were made to get us to
those tournaments, both financially and time wise," she said.
When she was in high school she couldn't remember her mom ever missing a
volleyball or softball games.
"Even after I left high school she went to volleyball, softball and football games
because she loved just being there so much," Becca Mysels said.
Visitation is 6 to 8 p.m. Friday at Fuller Funeral Home, 4735 Tamiami Trail East. A
memorial service will conclude the visitation.
