FXECUTIVE SUMMARY
Recommendation to reject proposals for REP No. 11 -5609 "Real Estate Appraisal Services ".
OBJECTIVE: To reject proposals for REP No. 11 -5609 Real Estate Appraisal Services and to authorize
Staff to obtain quotes for Real Estate Appraisal Service on ajob by:iob basis.
CONSIDERATIONS: The Right of Way Office in the Growth Management Division and the Real
Property Management Section in the Administrative Services Division are responsible for the acquisition.

condemnation -type appraisals where the appraiser must be familiar with eminent domain law and expert in
condemnation related report requirements and damage issues.
REP # 11 -5609 was posted on December 12. 2010. Two hundred - eighteen (218) notices of the REP were
emailed and sixteen (16) proposals were received by the due date of Februan S. 2011. Two (2) of the
proposals were incomplete and deemed nonresponsive. On March 1. 2011. the selection committee selected
eight (8) firms based upon expertise, credentials, experience, work quality /capacity and geographic location.
The firms selected were as follows:

2. Cardo Appraisal Group
3. Westberry & Associates
4. Callaway & Price
5. Kenneth Devos Appraisal
6. American Acquisition Group
7. R & W Enterprises
S. RKL Appraisal
Subsequent to the selection process, questions were raised concerning the past expenditures and the method
in which a firm would be awarded a contract given that the selection committee was recommending eight (8)
firms to receive a contract. Staff considered several options for addressing this. Staff also reviewed the
projected expenditures for the coming year for these purchases and determined that there was not sufficient
activity in the past. nor projected activity, to support awarding contracts. Instead. staff is recommending that
the proposals be rejected and that staff be authorized to obtain price quotes for all jobs exceeding $3,000 in
accordance with Section IV of the purchasing policy.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action
LEGAL CONSIDERATIONS: This item has been reviewed and approved b\ the Counts
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval. Another approach would be to accept this group as the approved appraisers. and have
staff solicit a minimum of three bids from this group. —SRT.

RECOMMENDATION: That the Board of Count Commissioners of Collier Count- Florida rejects all
proposals received under RFP No. 11 -5609 `Real Estate Appraisal Services" and allows Staff to obtain
quotes on ajob by job basis.
