EXECUTIVE SUMMARY
Recommendation to the Collier County Board of County Commissioners (BCC), acting as the
Community Redevelopment Agency (CRA), to approve the submission of the attached letter
to the Collier County Housing, Human and Veteran Services Department (HHVS) in
application for the Florida Department of Community Affairs (DCA) Disaster Recovery
Initiative (DRI)/ Disaster Recovery Enhancement Funds (DREF) grant opportunity seeking
grant funding in the amount of $2,100,000 to support further implementation of the
Immokalee Stormwater Master Plan.
OBJECTIVE:
To receive after - the -fact approval from the BCC, acting as the CRA Board, to submit the attached
letter to the Collier County .Housing, Human and Veteran Services Department (HHVS) in
application for the Florida Department of Community Affairs (DCA) Disaster Recovery Initiative
(DRI)/ Disaster Recovery Enhancement Funds (DREF) grant opportunity seeking grant funding in
the amount of $2,100,000 to support further implementation of the Immokalee Stormwater Master
Plan.
This grant opportunity was announced by HHVS on June 17, 2011, which was after the SIRE
deadline of June 160'. The attached grant proposal letter was completed on June 22, 2011 and it was
due to be submitted to HHVS by June 24, 2011. This timeline did not provide adequate time for the
execution of the BCC pre - approval process.
CONSIDERATIONS:
On June 9, 2009, BCC agenda item #I 6(B)(7), the BCC voted to accept the Immokalee Storm
Water Master Plan (the Plan) as commissioned by the Big Cypress Basin of the South Florida
Water Management District. This Plan consists of six distinct geographic regions, or projects,
throughout the Immokalee Urban Designates Area. These areas are identified as:
1. Downtown Immokalee
2. Madison Creek Ditch
3. Immokalee Drive
4. Fish Creek Re- Shaping
5. Slough Cross Drain Additions
6. Lake Trafford Ditch Culvert upgrades
On December 16, 2009 the Immokalee CRA .Advisory Board approved the submittal of a
Community Development Block Grant/Disaster Recovery Initiative (CDBG/DRI) grant
application for the design and construction of the Downtown Immokalee project within the Plan.
The application was accepted by the Collier County Housing, Human and Veteran Services
Department and the project was subsequently awarded $3,533,124 for the construction of the
Downtown Immokalee project.
At the June 15, 2011 meeting of the Immokalee CRA Local Advisory Board Committee, the
Committee made a motion to recommend approval to the BCC to make application for this grant
opportunity.
CRA staff is hereby requesting after- the -fact Board approval of the submission of the attached letter
to the Collier County Housing, Human and Veteran Services Department (HHVS) in application for
the Florida Department of Community Affairs (DCA) Disaster Recovery Initiative (DRI)/ Disaster

Recovery Enhancement Funds (DREF) grant opportunity seeking grant funding in the amount of
$2,100,000 to support further implementation of the Immokalee Stormwater Master Plan.
This grant, if awarded, will be used to fund further stormwater modeling of proposed stormwater
infrastructure improvements, generate construction documents (design & specifications), compile
probable cost of construction for additional phases, and ultimately to construct additional projects
within the Plan.
FISCAL IMPACT:
If awarded, up to $2,100,000 in DRI /DREF grant funds will be held in Immokalee CRA Grant Fund
715 for further implementation of the Plan.
LEGAL CONSIDERATIONS:
This item has been reviewed by the County Attorney's Office and is legally sufficient for Board
action. This item requires a majority vote. STW
GROWTH MANAGEMENT IMPACT:
This grant opportunity furthers the programs and projects within budgetary and policy guidance for
the CRA and BCC of Policy 4.2 of the Future Land Use Element of the Growth Management Plan
which reads as follows: "The Immokalee Area Master Plan addresses conservation, future land use,
population, recreation, transportation, housing, and the local economy. Major purposes of the
Master Plan are coordination of land uses and transportation planning, redevelopment or renewal of
blighted areas and the promotion of economic development."

to undertake the Immokalee Stormwater Master Plan ( ISWMP) Design Project. The Lochner contract consisted

the existing hydraulic conditions within each area that were collectively affecting the water quality issues

identified in the Lake Trafford Slough and receiving Lake Trafford body of water. Deliverables identified in the
contract included a comprehensive detailed water quality report along with a conceptual design for each of the
six project areas with the ultimate goal of measuring the existing levels of contaminants and creating a
conceptual design that would alleviate all water flow and contaminant issues. The six geographical areas were
subsequently identified in the Lochner study as follows:

As previously stated, the initial grant from your department is currently being used to fund the construction of

design and construction of subsequent phases of this massive implementation effort.
