EXECUTIVE SUMMAnV
Recommendation to approve a Resolution of the Board of County Commissioners of
Collier County, Florida, eucouraging the Department of Defense, Congress and the
President to intervene to ensure fair reimbursement rates to medical providers through
the TRICARE system and quality bealth care to our deserving active and retired military
personnel.
OBJECTIVE: For the Collier County Board of County Commissioners to review and approve
the attached Resolution, which encourages fair reimbursement rates to medical providers through
the TRICARE system and quality health care to our deserving active and retired military
personnel.
CONSIDERA nONS: TRICARE is the health care program serving uniformed service
members, retirees and their families. TRICARE partners with regional contractors in the U.S.,
including Humana Military Healthcare Services for Florida and the south region, to provide
healthcare services and support to beneficiaries. It serves approximately 9.6 million beneficiaries
worldwide including thousands of active and military personnel and their families who live in
Collier County and Southwest Florida.

Many healthcare providers have withdrawn from the TRICARE system due to the low
reimbursement rates. These low reimbursement rates place an undue burden on military families
and retirees in our community.
The men and women who have served in the U.S. Arnled Forces and are currently serving our
country do so with the understanding that their government and fellow citizens will provide to
them low cost, high quality and accessible healthcare. The Department of Defense, Congress and
the President need to intervene to ensure fair reimbursement rates to medical providers through
the TRICARE system and quality health care to our deserving active and retired military
personnel.

FISCAL IMPACT: NONE
LEGAL CONSIDERATIONS: This item raises no legal issues and requires only a majority
vote for approval.
RECOMMENDA nON: That the Board of County Commissioners approves the Resolution
encouraging the Department of Defense, Congress and the President to intervene to ensure fair
reimbursement rates to medical providers through the TRICARE system and quality health care
to our deserving active and retired military personnel.

RESOLUTION NO. 11-
A RESOLUTION OF THE COLLIER COUNTY BOARD OF COUNTY
COMMISSIONERS ENCOURAGING THE DEPARTMENT OF DEFENSE, CONGRESS
AND THE PRESIDENT TO INTERVENE TO ENSURE FAIR REIMBURSEMENT
RATES TO MEDICAL PROVIDERS THROUGH THE TRICARE SYSTEM AND
QUALITY HEALTH CARE FOR OUR DESERVING ACTIVE AND RETIRED
MILITARY PERSONNEL.
WHEREAS, TRICARE is the health care program serving uniformed service members,
retirees and their families worldwide; and
WHEREAS, TRICARE has partnered with regional contractors in the U.S., including
Humana Military Healthcare Services for Florida and the south region, to provide health care
services and support to beneficiaries; and
WHEREAS, TRICARE serves approximately 9.6 million beneficiaries worldwide
including thousands of active and retired military personnel and their families who live in Collier
County and Southwest Florida; and
WHEREAS, low reimbursement rates provided by TRICARE have led to the decision by
many health care providers to withdraw from the TRICARE system; and
WHEREAS, the Board of County Commissioners believes a promise made should be a
promise kept in that the men and women who have served in the U.S. Armed Forces and are
currently serving our country in hostile places like Afghanistan and Iraq do so with an
understanding that their government and fellow citizens will provide to them low cost, high-
quality and accessible health care; and
WHEREAS, the low reimbursement rates allowed under TRICARE will place an undue
burden on military families, including retirees in our community.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
the Board strongly urges the Department of Defense, Congress and the President to intervene to
ensure fair reimbursement rates to medical providers through the TRICARE system and quality
health care to our deserving active and retired military personnel.
This Resolution adopted this 28th day of June, 20 11, after motion, second and majority
vote.
