FIRE SERVICE STEERING COMMITTEE
MARCH 15, 1994
The Fire Service Steering Committee was called to order at
7 : 45 PM at the Immokalee Fire Department.
In attendance were:

APPROVAL OF MINUTES:
A motion was made by Walter Kissel and seconded by Chief
McDonald to approve the minutes of the February 15, 1994
minutes as presented. Motion passed unanimously.
TREASURER'S REPORT:
Walter Kissel reported that the 1994 dues that was billed out
has all been collected. We received at total of $1338 . 83 .
We started the month with $3201. 03 . We received interest of
$7. 49 and North Naples paid their dues of $471. 31. We paid
$20. 50 for the Ad and $61. 25 Inc. Fee. Our balance at the end
of the month is $3598 . 08 . $1876. 00 in the Green Channel . The
Steering Committee balance is $1721. 58. Motion by Chief
Nutley to accept the Treasurer' s Report, seconded, motion
passed unanimously.
COMMUNICATIONS:
Chief McDonald brought the meeting up to date on the 800 mhz
system. Chief McDonald commented that there will be an
article in the Bonita Banner on the meeting and E. F. Johnson
that everyone should read. Chief McDonald stated the EF
Johnson cannot meet our needs for growth. But the interesting
thing about the 800 is digital radios can talk analog but
analog's cannot talk digital . You can buy a digital radio
and be on the VHF system and have a radio for the next 20
years. Chief McDonald feels the digital radios are the way to
go. The high end of the amount of radios we are talking about
is 2700. This includes fire, ems and sheriff. Motion by Chief
McDonald to transfer the money from the Green Channel to the
Fire Chiefs to pay for the 800 MHZ consultant.
EMS:
Chief McDonald stated that Diane Flagg is down on Marco
Island now. She wants fire to run no more medical calls and
put a fireman on her ambulance. But that does not help her 15
to 25 minute response times. Chief Nutley stated that Diane
can charge the patients $135. 00 for the 3rd. person on an
ambulance. This can only be single billing. Chief McDonald
stated that Diane Flagg states that fire is redundant but EMS
is redundant because we have to maintain for the one fire or
rescue if we only have one in 5 years. Medical is just
another branch for our organization. Where with her it is
everything. She thinks because she puts a Hurst Tool on her
ambulance is will satisfy FLSA. But it will not because it
does not meet the 80/20 rule. Chief Kovarik stated that in
the last 2 weeks the county has been out of ambulances at
least 5 times. Chief Kovarik stated we could have our own
medical director. Chief Nutley commented that EMS has
forgotten what they are here for. If we (fire) can make a
difference we want to be there. Chief McDonald stated all we
want from EMS is cooperation and let us enhance there
program to the extent of our ability. Chief Nutley commented
that he would like to see a 2 tier system.
MEETING IN TALLAHASSEE:
Walter Kissel stated on 2/22/94 met in Tallahassee with the
Community Affairs in the House of Representatives and they
feel they want the Fire Service Special Dist. Act. bill to go
through. Walter Kissel and Chief Jones stated they would
make some phone calls and find out where the bill stands.
There will be a meeting in Sebring with the Association of
Special Districts, Friday, March 25 about 9 : 30 AM.
