FIRE SERVICE STEERING COMMITTEE

I MEETING OPENED
The meeting began at 8 : 20PM the following were in attendance :

a . APPROVAL OF MINUTES
The approval of the minutes was tabled until the next
Steering Group Meeting.
b. FINANCIAL REPORT
Walter Kissel gave the Financial Report of which is the
following:

3 . Check for Add to Naples Daily News $ 19 . 50
4 . Check for Flowers/Sue Jones $ 47 . 70
Check Book Balance $ 187 . 55

The Financial Report was accepted . He also handed out
the Dues for 1993 .

c . CONSOLIDATION
Walter Kissel made reference to the Greater Naples
Civic Association ' s proposal of Consolidation.
Chief McDonald understood the County Consolidation
Study was coming to a conclusion and the answer would
be revealed in March.
Walter Kissel feels a lot of the issues proposed by the
Greater Naples Civic Association are being addressed at
this time. He wants to meet with this Association
along with Tom Cannon the 1st or 2nd week of February.
He stated a letter was written to Chuck Mohlke
regarding Consolidation and they received no reply.
Chief Nutley feels the Consolidation Committee needs to
make a report .
Chief McDonald understands Ken Pineau is suppose to
submit a reply to the County Commissioners regarding
Consolidation for the year 1993 .
Chief Nutley feels they should educate the new County
Commissioners to bring them up to speed regarding a
Consolidation Report .
Chief McDonald stated the Professional Firefighters of
Collier County are endorsing Consolidation.
Walter Kissel feels they need a law added to the
Statutes stating that there has to be a vote in each
prospective District before they can be desolved so
that they cannot be taken over without a vote .
Randall Lyon stated Chief Kovarik proposed
a similar issue before the Legislature and via a
telephone call they were turned down and were told that
next year the Legislature will be looking into
Consolidation in Collier County.
d. FIRE CODE INTERPRETER
Walter Kissel made reference to the Interlocal
Agreement between the Fire Departments and the Steering
Group and that a copy was mailed to each Department
along with a letter from Tom Cannon.
Paul Piamondon stated that as far as he knows the
document sent to Corkscrew has been signed.

Chief Peterson made reference to page 7 paragraph 21 in
the document that refers to the term of the agreement .
He also questioned the next paragraph on the same page
which referred to withdrawing from the agreement . He
feels a time limit should be indicated.
Walter Kissel said he would get with Carl Roth on both
questions posed by Chief Peterson and retrieve an answer
for him. He attended a meeting along with Neil Dorrill ,
Tom Cannon, Ken Rodgers , Chief Jones , Dave Davenport ,
Frank Butts , the County Attorney and James Ward in
reference to the Code Interpreter . All the legalities
were worked out , a copy of the budget was given to the
County Officials and they were asking for a one cent
per square foot raise for inspections so that the Code
Interpreter would be self-supporting. The inspection
fees have not been increased since 1987 . Neil Dorrill
wanted information regarding how much it cost the Fire
Departments for each new inspection per year.
Ken Rodgers did not feel Neil Dorrill ' s request was
justifiable or relevent to the issue at hand. With the
one cent increase it would pay the expenses of the Code
Interpreter plus 1 . 5 cents would go back to the
Districts for their inspections .
Walter Kissel stated the County would give the rental
space for free, furniture plus the computers and that
this already has been agreed to. He recommends going
to the County Commssioners , bring them up to date in
reference to the Code Interpreter and not disclose any
figures at this time only the one cent increase for
inspection fees .
II OLD BUSINESS
None was discussed.
III NEW BUSINESS
Walter Kissel stated the members of the Association of
Special Districts maybe asked to participate in the pas-
sing of a law that states when a part of a District is
annexed into a City the advalorem taxes cannot be taken ,
the Fire Department will have a 5 year phase out .

Chief Peterson stated at the mid year Chief ' s Conference
• it was brought to his attention that the State Chief ' s
Association approved a State of Florida Fire/Rescue
Disaster Response Plan . It calls for dividing the state
into 5 basic areas and within each of these regions there
would be a response team developed to work within that
District or would be an organized response to a large dis-
aster . It could also be used locally, it does not have to
be a statewide disaster type of incident and it would in-
clude EMS plus an attempt is being made to get the Police
and Sheriff ' s Association on board. The entire state would
be blanketed by one type of response plan. The mutual aid
would be organized outside of the disaster area . He went
on to say they want to implement this plan before the next
Hurricane Season.
Walter Kissel brought up the subject of the Fire Depart-
ments getting into the ambulance service, that he could
contact Mary Ellen Hawkins and she would start working on
that issue .
Chief Nutley did not feel it was a good idea, that it
was too costly.
No definite conslusions were drawn on this issue at this
meeting.
IV ADJOURNMENT
The meeting adjourned at 10PM, the next Fire Service Steering
Committee Meeting will be at Marco Island Fire Station on
March 23 , 1993 at 7 : 30PM.
