FEBRUARY 20, 1990

The meeting opened at 7:35 p.m. Present were East Naples Fire
Commissioners Tom Cannon and Greg Speers, Big Corkscrew Island Fire
Commissioner Nancy Hughes, Golden Gate Fire Commissioners Will Griffith
and Marvin Steffen, Little Hickory Bonita Shores Fire Commissioner John
Hill, North Naples Fire Commissioners Walter Kissel and A. P. Johnson,
Chief Wayne Martin, Chief Bob Siebold, Chief Norman Hatcher, Chief Jim
Jones, Chief Vince Doerr, Chief J.C. Nutley, Asst. Chief Don Peterson,
Ochopee Advisory Board members Jay Craven and Allen Poyner, Captain Rob
Potteiger, Driver Engineer Leo Malinoswki, Marilyn Malinowksi,
Representative Mary Ellen Hawkins, and Administrative Assistant Yolanda
Inabnitt.
No changes or deletions were made to the minutes of the February 12th
meeting.
Chief Martin reported on last weeks meeting with the County. The purpose
of the meeting was to get the County to participate with the attorney
general's opinion on a single fire code interpreter. The attorney general
would not render an opinion to a single district. Chief Martin commented
that basically the attorney general's opinion has been challenged by the fire
services.
A brief mention was made of the newspaper article by John Lundsford
regarding the single fire code interpreter. Chairman Cannon stated that the
news media has been contacted on this issue, and expressed that this issue
should have more exposure and one way is by having the fire commissioners
from each district contact the media.
A long discussion ensued with regard to the fire commissioners in each
district contacting their county commissioner representative to further
discuss this issue. It was the consensus of the group that a meeting be
scheduled with the county commissioners.
Chief Doerr gave a presentation on Sable Palm and Miller Boulevard. Chief
Doerr reported that there is no official purchase in the south blocks as of
this date. A long discussion ensued with regard to the Collier County Fire
Chiefs Association supporting the acquisition and improvements of Sabal
Palm Road and Miller Boulevard into the south blocks of Golden Gate
Estates. Also discussed was that response time to fires and other
emergencies would be greatly hampered with the closing of the north end of
Miller Boulevard, leaving Everglades Boulevard as the only access. A letter
will be sent to George Archibold, Director of Transportation Services
regarding this matter.
Special guest, Representative Mary Ellen Hawkins was present to speak on
growth management. Other issues discussed with Representative Hawkins
were as follows:
- K•12 System
- Governor's Budget
- Unfunded Mandates:
1. Control Burn Bill
2. Confederate Veterans Fund
- Florida Tax Law Study Special Session
Chief Jones directed a question to Rep. Hawkins concerning the bill
instituted by Fire Commissioners in Palm Harbor regarding municipal
retirement for firefighters, giving special districts some of the monies
which would be collected. Rep. Hawkins answered that this bill will most
likely not be passed.
Chief Martin made reference to a seminar he attended in Ocala, and stated
that the fire services do not participate with growth management. Rep.
Hawkins expressed that the fire services should participate with growth
management planning.
Representative Hawkins inquired on impact fees. Commissioner Cannon
responded by stating that the county has been requesting county wide
impact fees. Hawkins views on the publics' acceptance of impact fees are
that they will approve. Additional information on this issue will be made
available to the steering committee.
A long discussion also ensued with regard to the districts building more
stations.
The following issues were discussed, and will have the support of Rep.
Hawkins.

- Alternative Funding Methods
At the request of the Fire Services Steering Committee the fire departments
in Collier County have created a slide presentation to present to the Fire
Consolidation Study Group. Chief Jones will act as the moderator and
introduce the presentation. Chairman Cannon will represent the committee
and fire commissioners. The presentation was viewed in it's entirety for the
first time by the committee. A long discussion followed with regard to other
items that should be included in the presentation, such as: mutual aid,
volunteers and how they are trained, and others.
A long discussion took place with regard to consolidation, after a question
brought forth by Rep. Hawkins. Chairman Cannon stated that in place of
consolidating county wide, the fire services decided they would get positive
results by uniformity, in place of consolidation. Cannon commented that the
fire services can accomplish this a lot better, and cheaper then
consolidating.
It was suggested that a sub-committee be established for the purpose of
instituting the same enabling act for the districts.
County Commissioners will be invited to attend the next committee
meeting.
A brief discussion ensued with regard to chartering the committee.
Chief Jones will invite media to consolidation meeting.
The committee listened to a tape recording of an interview between Neil
Dorrill and WNOG's, Carl Loveday concerning consolidation. Discussion
followed.
The meeting adjourned at 10:15 p.m.

NUTLEY, M ,GGIO, HATCHER AND MARTIN. ASSISTANT CHIEFS
PRESENT WERE SHANKS AND PETERSON.
MINUTES FROM THE FEBRUARY 20 MEETING OF THE COMMITTEE WERE
APPROVED WITH NO CHANGES .
ALL FIRE DISTRICTS WERE ADVISED TO CONTACT THEIR
RESPECTIVE COUNTY COMMISSIONER CONCERNING GETTING AN
ATTORNEY GENERALS OPINION DEALING WITH WHO HAS THE
AUTHORITY TO DO INSPECTIONS OF NEW AND EXISTING
STRUCTURES . (FEBRUARY MEETING)
COMMISSIONER HILL HAS BEEN UNSUCCESSFUL DESPITE NUMEROUS
ATTEMPTS TO CONTACT COUNTY COMMISSIONER VOLPE.
COMMISSIONER LUNTZ OFFERED ASSISTANCE IN CONTACTING ANY OF
THE COUNTY COMMISSIONERS . COMMISSIONER LUNTZ IS AVAILABLE
AT 774-8483 .
MARCO FIRE WAS SUCCESSFUL IN CONTACTING COUNTY
COMMISSIONER SHANAHAN.
IMMOKALEE FIRE MET WITH COMMISSIONER GOODNIGHT AND
EXPRESSED THAT NO MATTER WHO DID THE BUILDING INSPECTIONS ,
IT MUST BE CONSISTENT i . e. IF YOU INSPECT NEW CONSTRUCTION
YOU ALSO SHOULD INSPECT EXISTING BUILDINGS .
OCHOPEE HAD NO LUCK CONTACTING THEIR COUNTY COMMISSIONER.
COMMISSIONER CANNON AND CHIEF MARTIN MET WITH COUNTY
MANAGER DORILL AND COUNTY COMMISSIONER HASSE TO DISCUSS A
SINGLE FIRE CODE -INTERPRETER THE COUNTY FELT THAT IF IT
WAS NOT CHEAPER THEY WOULD NOT WANT TO DO IT. FURTHER THE
ISSUE OF CONSOLIDATION WAS RAISED, THE COUNTY POSITION AT
THIS MEETING WAS THAT THEY HAD NO INTEREST IN
CONSOLIDATION AND THE ISSUE SHOULD HAVE DIED. MANAGER
DORILL STATED THAT IF THE FIRE DISTRICTS WANTED TO BE
INDEPENDENT THEN THEY SHOULD BE COMPLETELY INDEPENDENT
I .E. DON'T BUY FROM THE COUNTY SMALL STORE, DON'T COME TO
THE COUNTY TO BUY A TRUCK OR TO BUILD A STATION, BITTER
ABOUT HAVING TO CUT CHECKS FOR PAYMENT OF CONTRACT MONEY

US IN COURT. COMMISSIONER CANNON ASKED THAT WE STICK
TOGETHER IN THE FIRE DISTRICTS ATTEMPT TO INSTITUTE IMPACT
FEES . THE QUESTION WAS RAISED ABOUT WHERE THE INTEREST
WAS GOING FROM THE AVATAR TRUST FUND #605, COMMISSIONER
CANNON WILL CHECK INTO THIS MATTER.
IMMOKALEE FIRE STATED THAT THE CONTRACT MONIES FROM THE
COUNTY FIRE DISTRICT 1 ARE NOT RECEIVED BY THE FIRE
DISTRICTS FOR SEVEN MONTHS AFTER THE CONTRACT IS RATIFIED
ERGO THE DISTRICTS AD VALORUM TAXES MUST SUBSIDIZE THE
COUNTIES FIRE DISTRICT.
COMMISSIONER CANNON ASKED WHAT THE COUNTY HELPED THE FIRE
DISTRICT WITH, SUCH AS THE FUEL TANKER AT SCENES OF LARGE
INCIDENTS . CAN WE SET UP OUR OWN FUEL SUPPLY? NORTH
NAPLES FIRE IS WORKING ON THIS PROBLEM.
CHIEF MARTIN ASKED THAT WE LIST WHO HAS AUTHORITY FOR WHAT
I .E. HURRICANE, BRUSH FIRE, HAZ-MAT INCIDENTS .
COMMISSIONER KISSEL STATED THAT THE COUNTY, DEPENDING ON
THE SEVERITY OF THE INCIDENT, MAY TAKE OVER.
COMMISSIONER LUNTZ STATED THAT THE COUNTY WOULD ASSIST THE
INCIDENT COMMANDER IN ANY WAY.
A DISCUSSION ENSUED CONCERNING THE USE OF COUNTY EQUIPMENT
SUCH AS THE MOBILE COMMAND CENTER AND THE NEED TO CLARIFY
WITH MANAGER DORILL WHAT AREAS THE COUNTY WAS TO HELP
WITH.
CT-:IEF MARTIN STATED THAT EAST NAPLES FIRE WILL COLLECT
THEIR OWN IMPACT FEES AS THE LAW ALLOWS . GOLDEN GATE FIRE
NOW ALLOWS THE COUNTY TO COLLECT THEIR FEES FOR A PRICE.
COMMISSIONER CANNON WILL APPOINT A COMMITTEE TO MEET WITH
THE MANAGER TO RESOLVE THIS ISSUE AND REPORT BACK TO THE
STEERING COMMITTEE.
THE ISSUE OF OUR COOPERATIVE ENDEAVORS LIST WAS DISCUSSED
AND THE NEED TO GET BACK TO WORKING ON IT.
THE NEED FOR A CHARTER WAS RAISED AND THIS WILL BE LOOKED
INTO BY CHIEF MARTIN AND COMMISSIONER HILL. ALSO TO DRAFT
BY-LAWS AND OPEN A BANK ACCOUNT.
AN EXAMPLE OF THE PROPOSED LETTERHEAD WAS PASSED AROUND.
CHIEF MARTIN STATED THAT NOT ALL THE FIRE DISTRICTS HAVE
RETURNED THEIR RESOLUTIONS CONCERNING THE SUPPORT OF THE
STEERING COMMITTEE. IMMOKALEE FIRE HAD SOME PROBLEMS WITH
SOME TERMINOLOGY, BUT THE ISSUE WILL BE BROUGHT UP AT THE
NEXT MEETING.

CHIEF HATCHER STATED THE POSSIBLE NEED TO CONSOLIDATE OUR
UNION CONTRACTS AS WELL AS OTHER LIKE ISSUES TO FIRE
DISTRICTS , FOR THE COMMON GOOD.
NEXT MEETING WILL BE IN IMMOKALEE ON APRIL 17 , 1990 .
