Fire Service Steering Committee Minutes 05/09/1990 FIRE SERVICE STEERING COMMITTEE MINUTES May 9, 1990 Minutes of the Fire Services Steering Committee Meeting, held in Immokalee at 7: 30 PM on 4/17/90, hosted by the Immokalee Fire Dept. Attendees were : J. C. Nutley, Chief, IFCD Bill Burr, IFCD Ray De Luna, Jr. , Comm. , IFCD Jack Johnson, Jr. , Comm. , IFCD Vince Doerr, Chief, OFCD Nancy Hughes, Comm. , BDIFD Bob Siebold, Chief, BCIFD Norman Hatcher, GGFD Marvin Steffen, GGFD Herb Luntz, ENFD Wayne Martin, Chief, ENFD Jim Jones, Chief, NNFD Charles W. MacDonald, Chief, MIFD Greg Speers, Comm. , ENFD Walter Kissel, Comm. , NNFD Meeting called to order at 1948 Hours. Minutes of meeting held March 20, 1990 were read & approved. A discussion of the Attorney General' s opinion was opened. There were no comments at this time. Jack Johnson of Immokalee asked Ray De Luna to read Immokalee ' s Resolution. Comments were made in favor of the resolution. A motion was made to accept Immokalee' s Resolution by Comm. Herb Luntz, ENFD, and was seconded. All voted for the resolution except Bob Siebold, BCIFD, who was against. Ochopee' s Resolution must be passed by Jay Reardon. Vince Doerr, Chief, OFCD, will get back to the committee at a later date. Isle of Capri has not been involved with the resolution process. A question was raised if the meeting was advertised. A discussion of Enabling Act was next. HB - required uniformity in Enabling Acts. Charter and bylaws were discussed. Chief Martin, ENFD, distributed draft of charter. Active department members dues are based on ad valorim tax ( .01%) . Each department would have one vote. Parlimentarian discussed. Time limit of 99 years discussed. Chief Martin asked those present to read over and mail their comments to him. Impact Fee Discussion: Martin: ENFD did not vote on impact fees in Sept. , want them on different ballot from sales tax. NNFD, Corkscrew, ENFD going for fees. GG going for impact fees in Nov. BCIFD going for fees in Sept. All districts need to do it at same time. Sept. vs. Nov. deals with fiscal year of fire districts. Referendum after final budget hearing • Page 2 can't collect fees until after Oct. 1 the next year. Greg: Impact fees are reasonable and needed, should be easy to sell. Herb: leaning toward Sept. vote. Martin: Knows we can sell it. Jones: Thinks we can get support of builders. Committee must ensure that the public is educated on impact fees. Bob: Ask some one from SSBCA to come to next meeting. Martin agrees. Jones: Decision needs to be made tonight. Hatcher: Public Relations Firm, Jones, Co. •did same with parks. Martin: Enough talent in committee to put presentation together. Hatcher: ISO Ratings. Martin: Motion to invite SSBCA to next meeting. Herb seconded. Vote: Martin: Time table for education of public. Herb: 10 days, 2 weeks. Ray: Start sooner and build up with saturation at end. Motion made to recommend impact fees on ballot in Sept. Seconded by: Motion passed. Jones: Recommends we get professional help with campaign. Herb: Donna Blevins, realtor, recommended. Ray: Agrees that professional help needed. GG: Need media and fire department personnel talking about impact fees. Nutley: Each district must handle in a way that will work for them. Jones: Information must be the same. Johnson: Elected officials should do the campaigning and not leave it to fire department personnel. Herb: We need to contact Kessler. Chair: Johnson: Special meeting on presentation of Impact Fees. Chair: Special meeting next Wednesday, the 25th at 1900 hours, ENFD. . Page 3 Motion was made by Jack Johnson that the Fire Services Steering Committee support 4th District with Impact Fee. Seconded: Motion passed. Discussion of concept paper tabled. Other topics: Bob: Consolidation Committee in relation to Steering Committee. John Hill - Consolidation Committee terminated.
