FIRE SERVICE STEERING COMMITTEE
AREAS OF COOPERATIVE ENDEAVORS
(IN RANDOM ORDER)
ADMINISTRATIVE AREAS
- Establishment of a Chiefs Policy Development Committee to
provide direction for County's support endeavors.
Establish a mission statement for the cooperative integrative
endeavor.
Established a Coalition of Fire Chief/District Commission Fire
Service Steering Committee.
Institute an orientation session for newly elected District Fire
Commissioners.
Start preliminary work to research a county wide Impact Fee
ordinance in lieu of referendum taking into consideration low
cost housing and areas promoting growth i.e. Immokalee.
Pursue available funding opportunities from available grant
programs.
Pursue a comprehensive umbrella insurance coverage program
of Fire District risks.
Pursue an independent Fire Official under Fire Dept. committee
of CCFC/CCBCA/CCFM/CCDS and steering member to research
and report back.
Establish a system-wide integrative organizational chart
which shows relationships of all cooperative agencies.
Future needs to include standardized record keeping and.
sharing of information.
The Collier County Fire Chiefs Association implemented a
comprehensive communication plan on Nov. 01 , 1989. The
committee will continue to monitor and recommend future
growth requirements.
The jointly shared emergency service center would be
developed on a case by case basis.
- The sharing of ideas for Cash Management and investment
Programs can take place at Steering Committee meetings.
Develop and solicit localized competitive lease-purchase
financing proposals for access by fire districts.
The Multi-County Coop purchasing, use of the County Small
Store, State Bid List and any cooperative purchasing is
encouraged and should be coordinated and shared.
Develop a six-year Comprehensive Plan which phases in the
various programs.
APPARATUS/EQUIPMENT
The Collier County Fire Chiefs Association are encouraged to
share ideas on standardized apparatus to provide the
competitive cost saving advantages.
Pursue the evaluation and need for brush firefighting
equipment responsibilities.
The possibility of a joint in-house fire apparatus repair
program should be considered. A requirement would be to
have a mobile mechanic possibly under contract or hourly
rate.
Entertain a joint sharing responsibility of reserve fire
apparatus. •
The towing service needs to be developed on an area by
area basis.
Improve the current mass casualty incident preparedness
capability in a shared manner.
Develop a hazardous materials response and mitigation
capability that can serve the County in a centralized
fashion.
Establish a functional mobile communications and command
center for fire and EMS scene use.
A contract with a gas company or the County for emergency
fuel. Seems to be the most cost effective approach to
emergency fuel.
Establish a comprehensive mobile lighting and breathing
air support vehicle for Countywide use.
In the broadest sense and if possible, inventoried apparatus
should be in a similar on board location.
SCBA maintenance consideration would require a mobile
repair system joint venture as well as a contract program
should be considered.
Develop and establish a heavy rescue response capability for
Countywide application.
FACILITIES
Pursue mobile training accessories for decentralized
application (Training Tower)
Establish competitive facility maintenance and repair
agreements (A/C, Pest Control)
Encourage a joint fire facility location plan in conjunction
with growth management plan
Pursue where financially advantageous to all parties
the implementation of emergency service complexes.
PERSONNEL
Support should be provided for the critical incident stress
debriefing team
Consider a voluntee firefighter umbrella organization
Have CCFA establish a standardized personnel marking
and identification program
Support the standardized entrace, testing and selection
process
Support the current nationally accepted minimum standards
(minimum Firefighter standards)
Pursue the establishment of joint/or self insurances
Pursue a joint medical service for employee involved issue
Pursue the establishment of joint counsel for legal issue.
Adopt a standard Firefighter injury and death related

Re: Collier County Hazardous Material Response Plan
Dear Mr. Cannon, ..
The Emergency Management Department has been working on a hazardous material
response plan as required by the Superfund Reauthorization and Amendment Act
(SARA TITLE III) . At the present time, the plan and 16 annexes have been com-
pleted along with several vulnerability analyses at sites storing extremely
hazardous substances as defined by the EPA.
Since this plan is part of the Collier County Comprehensive Emergency Plan,
along with the Peacetime Plan and. the Nuclear Civil Protection Plan, the Board
of County Commisioners must approve the plan by resolution. I expect to have
board approval for the hazmat plan by mid-January. Upon approval, all first
responder agencies within the county will receive a copy of the plan along with
all site analyses within it's district. Site visits are an on-going project and
will take several more months before all are completed and entered into our com-
puter data base.
You are certainly welcome to review all that has been done thus far. I will
gladly-meet with you at your convenience. I thank you for your continued interest
in the hazardous material response program for Collier County.

Dear Mr. Cannon:
I have received a copy of the information you had forwarded to
Commissioner Max Hasse. The October 19, 1989 letter requested the
County's consideration to adopt an ordinance which would allow for
the implementation of fire service impact fees.
The request has been reviewed, and I offer our current position.
As you are aware, a Citizens Study Group is studying the issue of
Fire Consolidation in Collier County. The Study Group's efforts
may address the impact fee issue in its final report. Therefore,
it is our position to take no action until the Study Group has
completed their task.
Secondly, the County is currently in litigation over the
collection of impact fees for the Golden Gate Fire and Rescue
District. Any actions by the County regarding fire service impact
fees prior to the court's findings might be inappropriate.
Therefore, the position of the County Manager's Office is to take
no action on the subject at hand until the remaining issues are
resolved.
