Other Topics Initiated by Members 0 ' - , FIRE SERVICE STEERING COMMITTEE MINUTES JULY 24, 1990 The Fire Service Steering Committee Meeting was held at the Marriott ' s Marco Island Resort , Marco Island at 7: 30 P. M. on July 24, 1990, hosted by the Marco Island Fire Department . Attendees were: Charles McDonald, Chief MIFD Mark Coleman, Comm. MIFD Ray DeLuna, Jr . , Comm. IFD J. C. Nutley, Chief IFD Jim Jones, Chief NNFD Marvin Steffen, Comm. GGFD Mark Strain, Comm. GGFD Don Peterson, Asst . Chief GGFD Tom Cannon, Comm. ENFD Herb Luntz , Comm. ENFD Wayne Martin, Chief ENFD Vince Doerr , Chief OFD Evelyn Shealy, Comm. OFD Allen Poyner , Comm. OFD Curtis Smith, Comm. OFD Walter Kissel , Comm. NNFD Norman Hatcher , Chief GGFD Greg Speers, Comm. ENFD APPROVAL OF MINUTES Commissioner Luntz made the motion to approve the minutes of the last meeting and was seconded by Commissioner Kissel . The minutes were approved unanimously. ATTORNEY GENffRAL OPINION Commissioner Luntz asked if there was anything concerning the Attorney General Opinion and Commissioner Kissel said that he had talked to Max Hasse, however , in essence there isn't anything to report at this time. A few minutes were taken to introduce the new faces that were at the meeting. Commissioner Luntz said that congratulations were in order to the North Naples Fire Department on the fine job that they did on the Impact Fees Brochure. Chief Jones stated that the Attorney General Opinion in the state similar to the one that we are looking for . There was some discussion on the tak.ing over of inspection services. • -1- ~ CONSOLIDATION Chief Jones talked to Jay Reardon and Jay said that he had heard from Ronnie Coleman, and he is trying to get together a meetinq and as far as he knows they are coming but doesn' t know when. ENABLING ACT Chief Nutley stated that the were two people ' missing from the committee at the meeting Asst . Chief McGrath (who was working with the volunteers tonight ) and Jahn Shay from -Old Hickory, (who had been out of town) . Also, that Marco Island Fire Department was the only report missing. Discussion was put off until the next meeting. HURRICANE There was a meeting on July 9th, discussing different Department plans and all agreed that they still have a long way to go. Chief • Martin stated that utilities will maintain power at 45 M. P. H. until mother nature takes over . Chief Doerr said each road or mainline checked for no problems. Chief McDonald said that there were two very important things that came out in the hurricane seminar . Number one was that emergency companies won' t respond when winds hit 45 M. P. H. Why 45 M. P. H. Sustainedmean<s that you can have gusts of winds up to 50 to 6-0 miles per hour . He also mentioned that Golden Gate where the emergency personnel was suppose to meet has a lack of facilities and a lack of space to put the emergency -personnel . No generator at the facility either . Commissioner Coleman questioned when they would have to evacuate the Island and Chief McDonald said Class 3 and above leave island. Class 1 °< 2 hang in. He also stated that there is no emergency shelter on the Island. It was also suggested that they have a meeting with the Sheriffs Department to discuss further emergency hurricane procedures. Chief Nutley asked Chief McDonald about Departments doing own dispatching and in an emergency .just tone out using base stations. Chief McDonald suggested that we turn this over to the Communications Committee and look further into this problem. Commissioner Kissel stated that things happening in the right direction. It was also suggested that Commissioners come to o meetings and work with Chiefs to get everything together . Commissioner Luntz contacted civil organizations, condos, etc . and no one was interested back in July, now that we have had HUGO some of them want to have some information. Chief Martin is making plans to have a Family Meeting. Have a meeting in the fire station, have a list of things to take, where to go, car pools, etc . People working together in groups, (organized groups) families taking care of each other . ^Chigf McDonald answered - No response after sustained winds of 45 M. P. H. , no matter what the situation is and it has to be that way to because you can' t endanger your personnel during the height of the storm. Chief Doerr suggests that they set up so that everyone in the different Departments can talk around on bases to see what is going on. Chief Doerr and Chief Nutley had a short discussion on the County going with tires and tire repair for the fire trucks in case of an emergency. The County is still working on the project. Chief Doerr brought up the Miller Extension road and different evacuation routes from Marco in case of a major storm. He also discussed 92 (dump road) over Everglades bridge to alley and onto Immokalee. All Chiefs working on similar plans for each Department . There was a short discussion about all Units using Channel 1 , but will be discussed more at the next meeting. There will more discussion on the Hurricane situation at the next meeting. BY LAWS/CHARTER Commissioner Kissel stated that according to minutes of last meeting everybody was to take this back to their station and review. He asked if there were any comments on the Charter . Commissioner Luntz said he would like to comment , He said that there were a lot of comments made at the last meeting and was very pleased to see everything talked about was already incorporated in the new copy and I think we have a superb charter and superb by/laws here. Commissioner Luntz moved that commission accept them as presented, they were accepted and seconded. Commissioner Luntz stated that it should be amended only binding after each board approves. After much discussion the issue of By Laws/Charter was put aside for further study and will be discussed at the next meeting. Per Commissioner Luntz , East Naples Fire Department will make corrections on the By Laws/Charter and send copies out to each Fire Department . Chief Jones mentioned that he attended a Special District meeting and brought everyone up to date on what happened at the meeting. AUGUST MEETING/LOCATION The next Fire Service Steering Committee will be held on August 2, 1990 and hosted by the Ochopee Fire Department at 7: 30. It will be held at the Port of the Isles, Egret Room. OTHER TOPICS INITIATED BY MEMBERS Captain Hatcher attended a Fire Marshall ' s meeting in Lee County concerning the problems in Collier County. After much discussion it was decided to set up a meeting with Neil DeRill and Kenny Rogers. A motion was made my Commissioner Kissel and seconded by Chief McDonald to adjourn the meeting.
