Fire Service Steering Committee Minutes 03/17/1992 FIRE SERVICE STEERING COMMITTEE MEETING MARCH 17, 1992 The Fire Service Steering Committee was called to order at 7: 30 P .M. at the Golden Gate Fire Department. The following were in attendance: Marvin Steffen, Commissioner GGFD Don Peterson, Chief GGFD George Eckhardt, Commissioner BCIFD Frank Kovarik, Chief BCIFD Ray DeLuna, Jr. , Commissioner IFD Walter Kissel, Commissioner NNFD Jim Jones, Chief NNFD Greg Speers, Commissioner ENFD Herb Luntz, Commissioner ENFD Wayne Martin, Chief ENFD Barbara Minch, Commissioner MIFD John Burback, Asst. Chief MIFD Approval of Minutes : Discussion and presentation by Chief Gourley on membership in the Florida Association of Special Districts should be added to the minutes of 1/21/92. The minutes were approved and seconded as amended. Motion passed unanimously. Financial Report : All of the Steering Committee dues for 1992 have been paid. 1 . $1311 .95 - Steering Committee Balance (no expenditures) 2. $1876.00 - Green Channel Balance (no expenditures ) 3. $3187 . 95 - Checkbook Balance The financial report was approved and seconded as presented. Motion passed unanimously. Consolidation: No report. Fire Code Interpreter: Still working towards the financial analysis of the fire code interpreter. Dick Shanahan will be setting up a meeting with the manager. The meeting scheduled in April to adopt the ordinances and the codes by the County Commissioners has been canceled. Fire Service Steering Committee Meeting Page 2 March 17, 1992 Concept Paper: Have been working on the mapping system, improving automatic aid, improving run cards, joint purchasing, and joint hiring . Correspondence: No correspondence. Topics Initiated by Members : There was discussion regarding City of Naples taking over the ambulance service. Discussion also included independent fire districts taking over ambulance service from the county. East Naples and North Naples fire districts are doing a study on this. Discussion on a concept paper regarding EMS putting on three full time helicopter pilots. Discussion included the helicopter being used for transport service. A copy of the concept paper will be forwarded to each of the fire districts. A letter dated March 14th, written by the East Naples Fire District 's attorney, James C. Stewart, Jr. , to the State Attorney regarding Royal Palm Hammock Volunteer Fire Department was read into the record as follows, "This firm represents the East Naples Fire Control District. The district is a political subdivision in the State of Florida having been created in a special act, etc. , etc. , etc. The district is charged with the responsibility of providing fire protection within the district ' s geographic jurisdiction. It has come to the district 's attention that a Florida not for profit corporation calling itself, "Royal Palm Hammock Volunteer Fire Department" is advertising in the Naples area yellow pages. A copy of the 1991/92 yellow pages ad entry is attached. The district does not believe that any certified fireman is associated with this so called fire department. The district is not aware of any legitimate authority commissioning Royal Palm Hammock Volunteer Fire Department to provide fire protection. The district is extremely concerned that someone may be killed or seriously injured if the yellow pages telephone number were to be called in an emergency. Because the Royal Palm Hammock area is within the district ' s geographic jurisdiction the victim could well be someone the district is charged with protecting. The district respectively requests your office ' s assistance in shutting down Royal Palm Hammock Volunteer Fire Department before someone gets Fire Service Steering Committee Meeting Page 3 March 17, 1992 hurt. In particular, the district wishes to prevent the continued advertising in the Naples area yellow pages. Prompt attention to this matter is necessary because the yellow pages will close shortly. Your assistance in this matter will be greatly appreciated. " The District One contract was discussed. The amount of money for North Naples was stated lower in the contract than previously agreed upon. Jay Reardon advised the assessed value for the area North Naples agreed to protect was 17 million. Golden Gate advised the amount was lower for them also. East Naples advised they were expecting $128, 000. East Naples turned it over to their attorney to look at. There was some discussion on station 29. It was mentioned that District One money was funding it. It was also mentioned that it was being built by Cellular One. A suggestion was made for next month ' s agenda to discuss holding these meetings every other month, which might help with attendance.
