EXECUTIVE SUMMARY
Recommendation to adopt Resolutions: 1) amending Schedules One, Two, Three, Four, and Five of
Appendix A to Section Four of Collier County Ordinance No. 2001-73, as amended, titled the
Collier County Water-Sewer District Uniform Billing, Operating, and Regulatory Standards
Ordinance, with effective dates of October 1, 2018, October 1, 2019, and October 1, 2020; and, 2)
adjusting the Collier County Water-Sewer District Bulk Potable Services Water rates within the
Hammock Bay Service Area, as authorized by the Potable Water Bulk Services Agreement, with
effectives dates of October 1, 2018, October 1, 2019, and October 1, 2020.
OBJECTIVE: To adopt Resolutions that will update existing potable water, wastewater, irrigation
quality water (IQ), fire protection device user fees and miscellaneous service charges for customers of the
Collier County Water-Sewer District (District), as well as the wholesale potable water service charges to
the City of Marco Island (City) for wholesale potable water service in the Hammock Bay service area.
CONSIDERATIONS: The Board approved the User Fee Rate Study and Bulk Potable Water Rate
Study prepared by Public Resources Management Group, Inc., (PRMG) at the June 26, 2018 Board of
County Commissioners (Board) meeting, agenda item 11I. The two resolutions were advertised in the
Naples Daily News on Friday, June 29, 2018, establishing Tuesday, July 10, 2018 as the public hearing
date as required by the Special Act, Section 6 (3).
FISCAL IMPACT: The fiscal 2019 revenue budget was prepared using these recommended user fee
and miscellaneous service charges. Adopting the user fees and bulk potable water rates will provide
incremental water revenue of $1.7 million, wastewater revenue of $2.0 million and IQ wa ter revenue of
$0.1 million and will be recorded in the Collier County Water-Sewer District Operating Fund (408) as a
result of these proposed user rates. Revenue from miscellaneous services represents approximately $2.8
million annually, or less than two percent of the total annual District.
GROWTH MANAGEMENT IMPACT: There is no growth impact for this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, adopt the Resolutions: 1) amending Schedules One, Two,
Three, Four, and Five of Appendix A to Section Four of Collier County Ordinance No. 2001-73, as
amended, titled the Collier County Water-Sewer District Uniform Billing, Operating, and Regulatory
Standards Ordinance, with effective dates of October 1, 2018, October 1, 2019, and October 1, 2020; and,
2) adjusting the Collier County Water-Sewer District Bulk Services Water rates within the Hammock Bay
Service Area, as authorized by the Potable Water Bulk Services Agreement, with effective dates of
