EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment appropriating additional funds for the
purchase and installation of the backup generator at the Marco Island Historical Museum to
facilitate the Key Marco artifacts loan project.
OBJECTIVE: To uphold commitments that will facilitate the return to Marco Island, temporarily, of
significant artifacts found during the 1896 Pepper-Hearst Archaeological Expedition.
CONSIDERATIONS: On June 27, 2017, the Board of County Commissioners (Board) approved loan
agreements from the Smithsonian Institution and the University of Pennsylvania allowing the Museum
Division and the Marco Island Historical Society to borrow significant artifacts (including the famous
“Key Marco Cat”) found on Marco Island during the 1896 Pepper-Hearst Archaeological Expedition for a
temporary exhibit at the Marco Island Historical Museum. In the same action, the Board also approved a
Memorandum of Understanding (MOU) outlining each organization’s roles and responsibilities in hosting
the exhibition (Agenda Item 16D16).
It is a requirement of the loan agreements and a County responsibility under the MOU that a backup
generator is installed to maintain temperature and relative humidity in the case of a power outage in the
museum building where the artifacts will be housed.
The generator project has been designed and permitted. Design features include a 130 -kW generator with
a Level 1 acoustical enclosure (meaning the generator operates at 70 to 89 decibels) installed on a
concrete pad and within a masonry screen wall enclosure to match the building’s exterior. The total
project cost is estimated as follows:
Design and Permitting $33,000
Direct Purchase of Generator $48,000
Construction and Electrical* $278,000
TOTAL $359,000
*based on engineer’s estimate of $326,000, less the cost of the
generator at $48,000
The generator has a twelve (12) week lead time for delivery and so is being procured directly from the
manufacturer. Bids for the construction and electrical work will ope n July 5, 2018. Award of the bid will
be placed on the July 24, 2018, In Absentia Meeting Agenda. It is estimated that the project will take
ninety (90) days to complete. The work must be completed prior to the arrival of the artifacts scheduled
for November 30, 2018.
FISCAL IMPACT: The total cost of the generator project is estimated at $359,000. A budget
amendment is needed to reallocate budget from the Facilities Management's Museum Maintenance
Project 50146 in the amount of $161,942.75 and $50,000 from the Main Museum Lighting Project 80196
to the Marco Museum Maintenance Project 50517 within the Museum Capital Fund 314. The source of
funding for all the projects in the Museum Capital Fund 314 is Tourist Development Tax and a transfer
from the General Fund.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality, and requires majority vote
