EXECUTIVE SUMMARY
Recommendation to accept the State Housing Initiatives Partnership (SHIP) Program allocation in
the amount of $576,606 and authorize the Budget Amendment for FY 2018-2019.
OBJECTIVE: To support the housing affordability in Collier County.
CONSIDERATIONS: SHIP, created by the passage of the 1992 William E. Sadowski Affordable
Housing Act, receives funds from a population-based formula. Funding is designated by a specific
percentage of statewide documentary stamp tax revenues each year. The SHIP Program provides funds to
local governments as an incentive to create partnerships that produce and preserve affordable
homeownership and multi-family housing. SHIP funds may be used to fund emergency repairs, new
construction, rehabilitation, down payment and closing cost assistance, impact fees, construction, and gap
financing, mortgage buy-downs, acquisition of property for affordable housing, matching dollars for
federal housing grants and programs, and homeownership counseling.
Through an interlocal agreement with the City of Naples, the County implements the SHIP Program
within the City limits, and the City is considered a partner in receipt of SHIP funds.
Collier County has been allocated a total of $576,606 of state FY 2018-2019 SHIP funding which
includes the City of Naples allocation of $32,578. Acceptance of these funds will allow staff to implement
SHIP Program strategies outlined in the 2016/2019 Local Housing Assistance Plan (LHAP) that was
approved by the Board of County Commissioners (Board) on April 26, 2016, (Agenda Item 16D4) and
have an expenditure deadline of June 30, 2021. Staff will identify program funding areas at a future date
in accordance with Board approved strategies.
Florida Housing Finance Corporation no longer requires certification to be signed prior to the release of
funds.
FISCAL IMPACT: The Budget Amendment recognizes $576,606 available from the Florida Housing
Finance Corporation (of which 10% will be used as Administrative funds). All funds are available in
SHIP Grant Fund (791), Project 33569. The proposed action does not have an impact on the General
Fund.
LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a
majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
RECOMMENDATION: To accept the SHIP allocation and authorize the Budget Amendment for FY
2018-2019.
