EXECUTIVE SUMMARY
Recommendation to authorize single and sole-source waivers for the purchase of equipment and
services needed to repair and maintain potable water production facilities, wastewater treatment
facilities, and distribution/collection systems infrastructure in order to meet demand and maintain
compliance of Public Utility Department operations.
OBJECTIVE: To ensure that the Collier County Water and Wastewater Divisions remain in regulatory
and operational compliance with Florida Administrative Code Chapter 62-600 (Domestic Wastewater
Facilities), Chapter 62-610 (Reuse of Reclaimed Water and Land Application) and Chapter 62-555
(Permitting, Construction, Operation and Maintenance of Public Water Systems), as well as other local,
State and federal rules and regulations.
CONSIDERATIONS: Periodically, staff submits individual executive summaries to waive competition
and procure materials for regular operational maintenance and for repair and replacement capital
improvement projects. In the past year, the Collier County Board of Commissioners (“Board”) approved
procurement of five such products in the following three items: GE iFix and Gray Matter Systems -
16.C.1 on December 12, 2017; Sulzer turbo blowers - 16.C.1 on April 10, 2018; Endress+Hauser and
ProMinent Fluid Controls, Inc. - 16.C.2 on April 10, 2018.
Similarly, this agenda item recommends authorization of two single-source waivers and 26 sole-source
waivers. In this collective manner, all products will be managed in one effort, to make the approval and
procurement processes more efficient.
Single-Source Waivers (Standardization):
The single-source waivers apply to the standardization of two highly specialized proprietary product
categories needed to repair and maintain potable water production facilities, wastewater treatment
facilities, and distribution/collection systems infrastructure in order to maintain compliance and meet
customer demand: 1) Allen-Bradly/Rockwell Automation electrical control and power equipment; and 2)
Endress+Hauser magnetic flowmeters.
Benefits of standardization include: fewer spare parts, less spare part storage, thus reducing the need for
additional warehouse space, less spare part obsolescence, reduced training and more efficient integration
with the department’s Supervisory Control and Data Acquisition Systems (SCADA) controls. To ensure
that the subject products and suppliers best-value, engineering consultant AECOM, Inc. performed a third
party assessment. AECOM’s findings and recommendations are included in Attachment 1 “Assessment
of Public Utility Department Standard Single-Source Products." The combined single-source waiver
form and business cases are included as Attachment 2.
Sole-Source Waivers:
The sole-source waivers apply to 26 equipment vendors that exist throughout the Public Utilities
Department’s (PUD’s): four regional treatment plants, two sub -regional treatment plants, seven booster
pump stations, 108 wells, and 22 master pump stations. This equipment requires regular maintenance to
sustain 24/7 operations, meet customer demand and stay in compliance with all regulatory agency
requirements. Each item listed is required because they are proprietary in nature and cannot be replaced
with an alternate product. Using replacement parts from unauthorized sources would void the product
warranty. Further, individual applications are often tailored to a product’s physical configuration,
preventing alternate products from being installed without significant rework. Sole-source waivers are

required because each item/service has only one supplier in the market place and/or is a proprietary
technology. The combined sole-source waiver form and business cases are included as Attachment 3.
Engineering consultant AECOM also performed a third party assessment of the sole-source products and
their applications. AECOM’s findings and recommendations are included in Attachment 4, “Assessment
of Public Utility Department Sole-Source Products.”
Pursuant to Section Eleven, sub-paragraph 11 and Section 18 of the Collier County Procurement
Ordinance 2017-08, as amended, staff requests that the Board of County Commissioners find that it is in
the best interest of the county to waive competition and allow procurement of the products listed in
Attachments 1 and 2 as required to meet the PUD’s operational needs.
Staff intends to repeat this product assessment process approximately every five years to ensure that best -
value continues to be provided through changes in the market and technology.
FISCAL IMPACT: As and when needed, funds are available in the Collier County Water-Sewer
District Operating Fund (408), the Water User Fee Fund (412) and the Wastewater User Fee Fund (414).
As the u t i l i t y system ages, the quantity o f materials purchased will vary depending on the actual
repair/replacement needs. Annual expenditures will be controlled by the Board-approved annual budget.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex Officio the Governing Board of
the Collier County Water-Sewer District, authorizes the single-source waivers listed in Attachment 2 and
the sole-source waivers listed in Attachment 4 for the purchase of equipment, including service parts, kits,
interface components, software, service and support for existing and replacement applications for a period
of five years.

Allen Bradley/Rockwell Automation
The facilities operated and maintained by the Public Utilities Department (PUD) are
very dependent upon automated control.
As stated in the related Business Case, the PUD has been using Allen-
Bradley/Rockwell Automation (AB/RA) products to control its utility processes for the
past 25 years. The Business Case goes on further to present the importance of
these devices, the highly technical nature of these devices, the benefits of
standardizing on the particular devices/components, and the overall cost
effectiveness of establishing AB/RA as a Standard Single-Source Product. AECOM
agrees with the County’s assessment and conclusions as presented.
AECOM has vast experience with AB/RA products. AB/RA is a global leader in the
development, advancement, manufacture, supply and operational support of
automated control systems. AB/RA is named in AECOM’s standard specifications for
water, wastewater and reuse water infrastructure projects. The County’s consistent
use of AB/RA has greatly contributed to the reliability, performance, longevity and
level of service of the County’s utility systems. Identifying AB/RA as a standard
single source product, to be supplied exclusively by Rexel, is prudent, responsible,
and recommended by AECOM to be in the County's best interest.

Endress + Hauser Electromagnetic Flow Meters
The facilities operated and maintained by the Public Utilities Department (PUD) are
dependent upon accurate and dependable flow measurement to quantify rates and volumes,
demonstrate compliance, and provide process control.
As stated in the related Business Case, the PUD has been using Endress + Hauser (EH)
products for many years and has over 100 EH flow meters installed throughout the County.
The Business Case goes on further to present the importance of these devices, the highly
technical nature of these devices, the benefits of standardizing on the particular
devices/components, and the overall cost effectiveness of establishing EH flow meters as a
Standard Single-Source Product. In addition, a significant beneficial feature unique to EH,
when compared to other readily available flow meter manufacturers, includes the inherent
direct Ethernet/IP connection capability and the resulting simple seamless compatibility with
other County systems/devices; without additional conversion modules or special
programming. AECOM agrees with the County’s assessment and conclusions as presented.
AECOM has vast experience with EH products. EH is a global leader in the development,
advancement, manufacture, supply and operational support of flowmeters and other process
sensors and monitoring devices. EH is named in AECOM’s standard specifications for
water, wastewater and reuse water infrastructure projects; for flow meters and other process
instrumentation. The County’s consistent use of EH flow meters has greatly contributed to
the reliability, performance, longevity and level of service of the County’s utility systems.
Identifying EH as a standard single source product, to be supplied exclusively by TriNova, is
prudent, responsible, and recommended by AECOM to be in the County's best interest.

1. Background and Objective
On May 28, 2013 as Agenda Item 16.C.2., the Board of County Commissioners waived
competition and authorized sole-source purchases of Allen-Bradley/Rockwell Automation
products from Rexel for a period of five years.
For over 25 years, the Public Utilities Department has been using Allen-Bradley/Rockwell
Automation products. It currently uses more than 2 MCCs, 120+ VFDs, and 200+ PLCs
supplied by Allen-Bradley/Rockwell Automation to control its water, wastewater, reuse water,
and solid waste processes through the County’s Supervisory Control and Data Acquisition
(SCADA) System. These electrical devices are critical for maintaining compliance and
meeting customer demand. The devices are highly technical, requiring investment in
infrastructure, systems, spare parts, and training. The performance and reliability of this
equipment has been at or above industry standards. By standardizing on the referenced Allen-
Bradley/Rockwell Automation equipment, costs for training and spare parts is minimized.
The manufacturer has identified its local distribution network. The distribution supplier of
record, Rexel, Inc., is recognized as the exclusive distributor for Allen-Bradley/Rockwell
Automation products, per the attached letter of June 1, 2018.
2. Benefits of the project action
By standardizing on Allen-Bradley/Rockwell Automation for the referenced equipment that
operate, control, monitor and maintain all critical operating systems for all water and
wastewater processes, the PUD is ensuring a continued, compliant and sustainable operation.

As the infrastructure of the SCADA system is built upon, hardware has to be replaced to
maintain compliance with existing and proposed Collier County policy. This infrastructure
has to also be compliant with ever changing regulations and guidelines provided by United
States Homeland Security standards, as well as other security (FERC) and operating permit
governances (FDEP, AWWA).
As the hardware is replaced, and the regulations and guidance change, having a standard for
each critical piece of equipment provides an avenue for the PUD to ensure the sustainment of
compliant services to our customers now and in the future.
PLCs use a specific programming language that is proprietary to the manufacturer. The county
has been using Allen-Bradley/Rockwell PLC’s for over 25 years. This equates to countless
hours of training time and familiarity of the programming language used in their PLCs.
Keeping the PLCs consistent and standard across the county helps continue the reliability and
up time for our utilities that our customers have grown accustom to. If other types of PLCs
were introduced into the county, another programming language would have to be learned and
supported by operations.
Similarly, VFDs have to be configured to become operational via the SCADA system. Each
VFD manufacture has its own way to configure their particular VFD. Collier has extensive
experience with Allen-Bradley/Rockwell Automation VFDs and how to configure them as well
as integrate them into the PLC. Similarly, MCCs are now coming with smart interfaces and
IPs to allow for integration via Ethernet/IP to the PLC.
Allen-Bradley/Rockwell Automation also provides product support through Rexel called
TechConnect. This allows the county to call any time of day to receive help on our installed
products. It also allows us to upgrade the firmware in the PLCs to the latest version. As testing
and evaluation of existing county processes are performed, specific vulnerabilities could
become apparent that provide exposure to more risk than previously perceived. TechConnect
will provide access to specific remediation available from Allen-Bradley/Rockwell
Automation ensuring the perceived risks are appropriately mitigated, allowing PUD to
continue to provide at the specified level of service standards already in place.
The support agreement also provides PUD with access to industry standard design and
implementation studies for utilities. Allen-Bradley/Rockwell Automation is a global leader in
SCADA hardware and systems, technically in process control, and specifically in water and
wastewater plants. This provides the PUD with direct access to experts in this industry,
ensuring existing processes and protocols regarding SCADA implementations, design,
networking and logic functions are implemented in a consistent and appropriate method. This
ensures that not only are our systems reliable, functional and manageable, but also are proven
in the industry and supportable from a technology perspective.

4. Why is this action the best value solution
Standardizing with the referenced Allen-Bradley/Rockwell Automation equipment and service
will better utilize time and optimize resources. Changing to a different equipment manufacturer
would not be cost effective. To change to a different product would increase man hours to
rewire and reconfigure many of the programs currently integrated with our SCADA operations.
Including purchasing additional technology, training staff to reprogram and install the new
technology, and update regulated Standard Operating Procedures manual.
5. Staff assessment and recommendation of fair and reasonable
The requested approach standardizing on the Allen-Bradley/Rockwell Automation equipment
referenced is the most efficient and cost effectively solution available to provide a compliant
SCADA system to support the existing level of service requirement.

non-authorized sources, including distributors who may hold an Allen-Bradley
appointment in another area.
If you purchase Allen-Bradley / Rockwell Automation products from an unauthorized
source, you may not receive the latest version. The latest version of Allen-Bradley
products, along with related factory product services, only is available through your
local authorized Allen-Bradley / Rockwell Automation distributor.
Also, products that are not purchased directly from Rockwell Automation or its local
authorized distributor may not be covered by a manufacturer’s warranty. Rockwell

manufacturer’s warranty. Customers purchasing products from unauthorized
sources should not assume that they will receive any rights under any Rockwell
Automation factory warranty. Only an authorized Allen-Bradley distributor may offer
access to factory warranty coverage on Allen-Bradley products.
We recognize that price can be an important consideration in any purchasing
decision; however, it also is important that customers understand what they are
getting for that price (or in the case of purchases from an unauthorized source, what

1. Background and Objective
The Public Utilities Department has more than 100 EH flowmeters installed across water,
wastewater, and reuse water systems and are connected to the Collier County’s (the County)
Supervisory Control and Data Acquisition (SCADA) System. These electrical devices are
critical for maintaining compliance and meeting customer demand. The devices are highly
technical, requiring investment in infrastructure, systems, spare parts, and training. The
performance and reliability of this equipment has been at or above industry standards. By
standardizing on the referenced EH equipment, costs for training and spare parts is minimized.
The manufacturer has identified its local distribution network. The distribution supplier of
record, TriNova, Inc. is recognized as the sole distributer for EH products, per the attached
letter of June 6, 2018.
2. Benefits of the project action
By standardizing on EH for the referenced equipment that monitor and measure water and
wastewater process flows, the PUD is ensuring a continued, compliant and sustainable
operation.
EH electromagnetic flow meters are a unique product and County has had excellent experience
with them. EH flow meters are Ethernet ready and can plug into the County SCADA wide area
network without a conversion device to convert from analog to digital. A few other meters
claim to be Ethernet ready, but they use internal conversion modules to accomplish this. In
addition, the County standard programmable logic controllers (PLCs) are manufactured by
Rockwell. EH has a partnership with Rockwell that makes integration of these meters with the
Rockwell PLCs seamless. This seamless integration avoids the need for County staff to do
additional programming to accommodate the meters. There are several other electromagnetic
meters traditionally used in wastewater applications (e.g. Badger and Rosemount) that
accomplish the measurement function as well as the EH meters. However, the Badger and
Rosemount meters lack the full Ethernet compatibility and the ability to seamlessly integrate
with County Rockwell PLCs.

Given the unique advantages of the EH electromagnetic meters, the County would expend
significantly more resources for programming and training if it were to use another meter for
this application.
Finally, the predominant use of these meters in the County system is in master meters for the
IQ water system and compliance flow measurement at the water reclamation facilities. Meters
utilized in these instances require the highest in accuracy and reliability. Any compromise in
the quality of meters for these applications will result in potential revenue losses from sales of
IQ water, potential notices of violations at the water reclamation facilities and could impact
the health and safety of ratepayers.
3. Market Research and Alternatives

resources. The Wastewater Division has purchased and tested many different makes and
models of flow meters and determined that Endress+Hauser products are dependable, reliable
and rugged and can withstand deterioration from highly corrosive chemicals and sewage. The
large benefit with how this meter integrates into the County’s PLCs allows for advanced
metering and saves time and money is another reason why this is the best value for the
advanced capabilities that come with it.
5. Staff assessment and recommendation of fair and reasonable
The requested approach standardizing on the EH equipment referenced is the most efficient
and cost effectively solution along with the benefits discussed above.

PRODUCT: FLOW METER - MAGNETIC
Manufacturers
The County Utilities Standards Manual (USM) identifies Endress+Hauser as the only
standard product for magnetic flow meters. The technical standards manuals from six
other public utilities in SW Florida were checked, and none of these utilities specifically
identify manufacturers for magnetic flow meters for reclaimed water or for any other
application. Collier County’s need to specify magnetic flow meters may be due to the
large size of its reclaimed water system and its very progressive use of reclaimed water.
These flow meters are also used by Collier County in wastewater applications.
Self-Calibration, Accuracy and Materials of Construction
There are several manufacturers of magnetic flow meters with the very important feature
of self-calibration, which is self-verification of accurate flow measurement during the life
of the meter. These manufacturers include Endress+Hauser, Rosemount, ABB,
Yokogawa, Siemens and Krone. This feature allows the flow meter to self produce a
report acceptable for Florida DEP and eliminates the County having to pay vendors to
routinely visit each meter and produce a DEP required calibration report.
All of these manufacturers produce a flow meter with published accuracy of 0.5% over
the design flow range. Some of these manufacturers provide flow meters with the desired
materials of construction, which are stainless steel body with polyurethane liner and
Hastelloy-C electrodes and the entire unit certified for total immersion protection per
International Standard IP68.
General Comments – Remote Monitoring
The magnetic flow meters are installed in the reclaimed water piping system at various
locations for each major user (customer) of County reclaimed water. These locations are
remote from the County water reclamation facilities that produce reclaimed water. The
flow through each meter is remotely monitored to allow the County staff to remotely
control the flow of reclaimed water to each customer and across all County customers.
This remote monitoring of flow is essential to ensure accurate revenue for the County and
to properly provide each customer with their allowed allotment of reclaimed water.
Special Features
The Endress+Hauser (E-H) flow meter Model W400 has a very important feature not
offered by any other manufacturer, namely the use of a direct Ethernet connection using
special integration add-on profiles. This feature significantly reduces the programming

and start-up effort by the County staff for each flow meter from several hours to minutes.
The direct Ethernet connection eliminates the need to program software addresses for
the flow meter outputs, thus allowing the County faster and more cost-effective integration
and, most importantly, easy access to process variables, device and diagnostic data, and
process optimization. The reduction in network components offered by the E-H flow
meters creates a more reliable and faster communications system reducing maintenance
and improving the ability to remotely monitor and trouble-shoot the flow meters.
The E+H Ethernet connection allows direct remote reading of flow totals (without re-
phrasing or re-calculating). Therefore the totalized flow signal from each meter as
received through the County SCADA system can be directly fed into the County billing
system. This accuracy ensures the County’s customer will receive a bill based on the
exact same reading as their IQ Water flow meter.
The E-H flow meters also allow the County to use standard off-the-shelf tools and cables
to install and to maintain the E-H flow meters rather than proprietary cables and software
required for the other manufacturers which use a different communications protocol. E-
H also provides free software for County use in commissioning and maintaining the flow
meters.
Another important feature offered by E-H is a standard three year warranty, which is
longer than other manufacturers’ standard one year warranty. Extended warranties from
other manufacturers are available at an additional cost.
Field Experience
County staff verified the significant savings in materials cost, start-up time and
maintenance costs associated with the E-H flow meters compared to other meters that
require the use a different communications protocol. County staff rated the E-H field
services as very high and confirmed a successful history of more than seven years using
the E-H flow meters.
Parts Replacement & Service Support
Because the magnetic flow meter has no moving parts or intrusion in to the flow stream,
there is only infrequent replacement of parts, specifically the power and the control circuit
boards. The County currently maintains a stock of approximately $15,000 in these spare
parts. The County has expressed satisfaction with parts availability and service support.
Availability
E-H normally ships flow meters and spare parts within 10 days from Indiana. Expedited
shipping of 48 hours is available for most flow meters and spare parts.

Cost
Prior to standardizing on E-H flow meter, the County previously bid two projects where
the bidders could select either E-H flow meters or alternate suppliers. In both projects,
the low bidder used E-H flow meters in his bid and installed the meters in the projects. A
recent proposal from Rosemount for a 6-inch flow meter was 27% higher than an equally
equipped E-H flow meter. Thus E-H has demonstrated their competitive pricing.
Summary
The Endress+Hauser magnetic flow meter provides the County with significant
advantages in labor, time, communications reliability and speed as well as an extended
warranty. All of these advantages are obtained at no identified additional cost. These
flow meters will be used on IQ Water and wastewater applications.

This memo is to clarify both the distributor territory for Collier County, FL with regards to the Mission
Communications SCADA monitoring system hardware, and the ongoing relationship with regards to the Mission
Communications SCADA monitoring system service.
Mission Communications, LLC is the manufacturer of the Mission remote SCADA devices. The distribution of these
devices is carried out by multiple different distributors across the United States and parts of Canada. Each
distributor has a territory in which they are the sole source provider for the sales of Mission remote SCADA
devices. The distributor for Collier County, FL is AWC, Inc. However, Mission Communications, LLC reserves the
right to handle the sales of replacement parts or accessories.
Mission Communications, LLC is the sole source for the annual service for the Mission remote SCADA devices. The
Mission SCADA system utilizes cellular data services to transmit pumping station, well, tank or remote instrument
data and alarms to the Mission Communications central servers located in Atlanta Georgia. Various cellular carriers
provide these cellular data services to Mission under contract. They include AT&T Wireless, Verizon, Sprint and
Rogers Communications. Once this data and alarm information are sent to Mission central computer servers, the
data is archived and made available to the customer via a secure web site. The secure website (web portal) is set
up exclusively for the individual customer. This allows customers to administer their Mission system and produce
various operational reports. The Mission system provides alarm notification services for customers for automated
phone calls, faxes, emails and pages. Mission personnel administer the system and act on performance data
gathered centrally on the customer’s behalf to ensure the entire system provides reliable SCADA services. No
maintenance of this system is required of utility customers. All of that is handled by Mission.
It is the totality of all aspects of providing this service that embodies the Mission service.
It is for this embodiment of service that Mission is paid an annual service fee per remote SCADA device. While the
individual field devices may use various cellular carriers to transmit data, the cellular carriers alone cannot provide
the totality of service desired by the utility department. Mission chooses the most appropriate carrier in your area
and works directly with the carrier to resolve any local issues. For all other issues Mission field devices are
designed to work with the Mission central computer system and facilities.
Mission provides far more than simple cellular service. Mission offers outsourced SCADA services and
management, allowing utilities to focus on what they do best – water and wastewater. We spare utilities the
tremendous cost, headaches and maintenance of a full scale SCADA system. It is for this reason that Mission is
sole-sourced for the annual service.

The Collier County Public Utilities Department (PUD) operates and maintains the following major
facilities: two regional water reclamation facilities, two sub-regional wastewater treatment plants, two
regional water treatment plants and one sub-regional water treatment plant, seven booster pump
stations, 108 supply wells, and 22 master pump stations.
Continuous and pro-active operation and maintenance of these facilities is required to meet the needs
of the public and to ensure that the Department remains in regulatory compliance with Florida Administrative
Code Chapter 62-600 (Domestic Wastewater Facilities), Chapter 62-610 (Reuse of Reclaimed Water and Land
Application) and Chapter 62-555 (Permitting, Construction, Operation and Maintenance of Public Water
Systems); as well as other local, state and federal rules and regulations.
To meet these important objectives, the PUD requires that certain items/services be obtained in an
efficient and cost effective manner. Accordingly, Attachment B includes 26 equipment/service vendors that
have been identified as appropriate to require sole source waivers.
Key points of justification for the specific items/services included in Attachment B are as follows:
x Each is currently used in existing PUD facilities and is required to support existing installations
and/or applications.
x Each represents an item/service that utilizes high quality materials/capabilities that are
consistent with the PUD’s use/application; and with the municipal water, wastewater, and
reclaimed water industry.
x Each periodically requires replacement, service parts, kits, interface components, software,
service and support to be procured in a timely manner in order to maintain/restore 24/7
operations, meet service/demand, and remain in compliance.
x Each is proprietary in nature and should not be replaced with an alternate product. To use
replacement parts from unauthorized sources would void the product warranty and could
jeopardize the integrity of the primary piece of equipment.
x Each individual application is often tailored to a product’s physical configuration, preventing
alternate products from being installed without significant rework.
x Each item/service has only one local/regional supplier, is a proprietary technology, and/or provides a
supplier’s unique capability.
AECOM agrees that it is critical for the PUD to provide continuous and dependable service to its customers
and to remain in regulatory compliance. A key element to providing this level of service is the ability to
procure certain items/services efficiently and cost effectively. A specific sole source procurement policy as
allowed by Attachment B is prudent, responsible, and recommended by AECOM to be in the County's best
interest.
