EXECUTIVE SUMMARY
Recommendation to waive formal competition and approve the purchase of software support from
PenBay Solutions, LLC. to continue migration of Facilities Management's assets and related data
attributes to the Enterprise Asset Management Platform (Cityworks) in the amount of $15,000.
OBJECTIVE: To procure software support services to continue migration of Facilities Management's
assets and related data attributes to the Enterprise Asset Management Platform (Cityworks) installed by
the Public Utilities Department (PUD).
CONSIDERATION: The full implementation of the GIS-based InVision software product from PenBay
Solutions will provide an interface for the Division of Facilities Management to create, collect, display,
search and maintain data and share information related to Collier County Facilities within the Cityworks
asset management program. The InVision product will provide the front-end for implementation of
interoperable technologies, standards, and methods so that spatial and non -spatial data can be used more
effectively and efficiently by multiple users across the organization.
Furthermore, InVision will help maintain a consistent, easily accessible, intuitive web/mobile based
application that allows the visualization of County sites, facilities floor plans, maps, documents, and
tabular information to the Collier County end users. This geospatial platform leverages the data provided
and maintained by the Division of Facilities Management.
FISCAL IMPACT: The implementation of the software was $49,868.07, which was purchased out of
the FY18 budget and included 1 year of licensing. The funds for the support services in the amount of
$15,000 are available in the FY18 Capital Budget. These two combined expenditures exceed the $50,000
staff approval threshold per the Procurement Ordinance and requires Board approval. The source of
funding is County-Wide Capital Fund (301). There is an ongoing annual fee for services and support of
approximately $15,000 based on the number of users utilizing the application.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.

1. Executive Summary
This proposed scope of services provides Collier County with a mechanism to continue working with
PenBay at a higher level of support than that provided with the basic InVision licensing agreement.
Through its annual InVision subscription, Collier County is entitled to product support. That support
consists of access to software upgrades, hotfixes, patches, and product defect reporting. PenBay is
proposing to provide additional support through this services contract which enables additional services
including assistance with InVision administration, configuration, data support, business process
consulting, and advice on integration with other systems. The scope and terms of the proposed additional
support is provided below as part of this proposal.
2. Services Approach
PenBay will work with Collier County to perform the following categories of activities. This is not an
exhaustive list of support that PenBay can provide Collier County but is illustrative of the support services
that we typically provide to InVision customers.
Data Management & Database Modeling
PenBay will support Collier County in its efforts to populate the InVision database from external sources
such as CAD, infrastructure.net, and Cityworks, data entry through InVision applications, or field data
collection. Further, PenBay will review the current data management (including data collection) workflows
in place at Collier County and recommend modifications if required. This task may result in data updates,
data loading, or quality control activities on the part of Collier County.
InVision Upgrades, Configuration, System Administration, & Training Support
PenBay will deliver the latest version of its InVision software to Collier County and work with the County
to install, post-install, and configure the latest version of InVision. Further, PenBay will continue to train
Collier County personnel on the use of InVision. This training will include hands-on exercises that include
the use of InVision applications as well as consulting advice on best practices and appropriate business
process to enable Collier County to derive maximum value from their InVision investment. PenBay will
also provide additional end-user training as required to Collier County facilities staff.
3. Delivery Mechanism
PenBay will assign a Project Manager to this support services contract who will be the primary point of
contact throughout the term of this engagement. PenBay will assign technical resources who will
collaborate with Collier County technical staff via telephone, email, and web conferencing technologies.
PenBay will document the services provided to Collier County via email or meeting notes.

4. Pricing & Billing
PenBay is proposing a not-to-exceed contract value of $15,000.00 and will invoice Collier County on a time
and materials basis each month using its discounted State & Local labor category and rates of:
InVision Delivery Specialist $161.73
Project Manager 1 $161.70
Pricing Notes
• The InVision Consulting Services pricing include a State & Local Government Discount of 20% off
our commercial price list.
• This proposal is presented on a Time & Materials basis with a Not To Exceed (NTE) amount of
$15,000.00
• For Time & Materials contracts, invoicing will be done monthly based on the actual hours and
labor categories/rates used up to the total contract NTE amount. The estimated level of effort in
this proposal are for budgeting purposes only and may not represent the actual expenditure of
time at a given labor category/rate for each task.
• Travel Expenses are not included in this proposal. All unbudgeted travel required by Collier
County, or due to the lack of VPN/remote access to the server infrastructure for implementation
purposes, will require additional funds to be added to the contract. Travel will occur only with
prior written authorization and will be expensed as incurred in the performance of the work.
• Payment terms are net 30 days.
• All pricing is in U.S. Dollars.
• Applicable taxes are not included.
• Pricing is valid through 07/31/2018.
Assumptions
PenBay will have reasonable access to Collier County staff, systems, relevant third-party vendors,
and software required to implement the package system.
PenBay assumes that there are no requirements associated with Collier County system policies,
protocol, and governance that will necessitate participation in any types of compliance activities.
Collier County will provide remote access to the InVision infrastructure via Virtual Private Network
(VPN) connection for the implementation, configuration, and testing of the system.
Collier County will provide necessary credentials and privileges to the hardware supporting ArcGIS
Server, Microsoft IIS and other pilot system components.
Support services are available between the hours of 9:00 a.m. to 5:00 p.m. Eastern Time, Monday
through Friday (except holidays).

5. Schedule
As discussed above, both Collier County and PenBay have responsibility in the continued success of the
Collier County InVision system. In order for this effort to provide the desired results, it is intended Collier
County and PenBay will accomplish their efforts in a planned and focused timeframe so that the overall
team can work as effectively and efficiently as possible to enhance or sustain the system. The proposed
schedule for the identified tasking is described in the outline below:
Business Process Consulting – PenBay will provide advice and consulting on best practices and business
processes related to space management, move management, and the implementation of space standards
at Collier County throughout the year as necessary. It is anticipated that this effort will be primarily
focused in the first quarter of 2018.
Data Lifecycle Management Support – PenBay will work with Collier County personnel to address and
resolve any new data quality or data completeness issues that may arise as the County completes the
migration of their building-related data into InVision from CAD and IDN. This support will include data
modeling advice, and alterations to interoperability tools and practices as appropriate. As with the
Business Process Consulting tasks, this effort is anticipated to be concentrated in the first quarter of 2018.
InVision Software Upgrade Support – PenBay anticipates at least two significant software releases in
2018. While the effort to upgrade the Collier County InVision instance will be minor, some changes to
schema and services were made during the implementation of InVision 2.5.1 in December 2017. PenBay
will support Collier County personnel with documentation and advice about the most efficient upgrade
path. These activities are likely to take place in Q2 and Q4 of 2018.

assets ofthe county. The DFM ensures that the County can provide the necessary environments for its
departments, staff, students, and visitors.
The implem.ntation of a GIS based Invision solution will provkle a frrmework for lhe DFM to create,
collect, visualize, s€arch, maintaln data, and shar€ information related to Collier County facilties. The
toal of this solution is to provide a foundation for the future lmplementation of Interopcrable
technologies, standards, and methods so that spatial and non-spatial data can be used more efficienth
and mo.e effectivev by multiple urcrs ecross the orgtnilation.

EXECUTIVE SUMMARY
Recommendation to approve the exemption for “InVision” software support services with PenBay
Solutions, LLC. for DFM GIS-based facility management and public safety software in the amount
of $15,000.00.
OBJECTIVE: To procure InVision support services to continue migration of Facilities Management’s
assets to the Enterprise Asset Management Platform installed by Public Utilities Department (PUD). The
incorporation will provide an extension of GIS technology inside the building; which will provide Collier
County a set of visualization, reporting, and editing tools to use whether out in the filed or inside a multi-
floor facility. InVision is powered by the Esri ArcGIS platform to cohesively address a full range of facility
management needs by sharing and integration, from strategic portfolio planning and management, to day-
to-day operations maintenance, and safety and security.
CONSIDERATION: In the Fall of 2017, the asset management team worked with PenBay Solutions to
implement its GIS based InVision Facility Management software. We now need the ongoing PenBay
support to maintain the database.
Furthermore, InVision will help maintain a consistent, easily accessible, intuitive web/mobile-based
application that allows the visualization of County sites, facilities floor plans, maps, documents, and tabular
information to the Collier County end users. This geospatial platform leverages the data provided and
maintained by the DFM. The DFM space managers will be delivered a web-based system to continually
update the data and report on various space utilization metrics, which will improve the ability to assign
employees to spaces. The data can be readily accessible at any time via internet on different security levels.
FISCAL IMPACT: The implementation of the software was $49,868.07, which was already purchased
out of the FY2018 budget and included 1 year of licensing. The current support services scope of $15,000.
Funds are available for the scope in the FY2018 Capital Budget, which was approved by the Board
September 28, 2017. The source of funds is Government Center, Fund 301.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards
to ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS:
RECOMMENDATION: To waive approve the exemption for a period of three years for the purchase of
InVision software support with PenBay Solutions, LLC. for DFM GIS-based facility management and
public safety software in the amount of $15,000.00

1. Executive Summary
This proposed scope of services provides Collier County with a mechanism to continue working with
PenBay at a higher level of support than that provided with the basic InVision licensing agreement.
Through its annual InVision subscription, Collier County is entitled to product support. That support
consists of access to software upgrades, hotfixes, patches, and product defect reporting. PenBay is
proposing to provide additional support through this services contract which enables additional services
including assistance with InVision administration, configuration, data support, business process
consulting, and advice on integration with other systems. The scope and terms of the proposed additional
support is provided below as part of this proposal.
2. Services Approach
PenBay will work with Collier County to perform the following categories of activities. This is not an
exhaustive list of support that PenBay can provide Collier County but is illustrative of the support services
that we typically provide to InVision customers.
Data Management & Database Modeling
PenBay will support Collier County in its efforts to populate the InVision database from external sources
such as CAD, infrastructure.net, and Cityworks, data entry through InVision applications, or field data
collection. Further, PenBay will review the current data management (including data collection) workflows
in place at Collier County and recommend modifications if required. This task may result in data updates,
data loading, or quality control activities on the part of Collier County.
InVision Upgrades, Configuration, System Administration, & Training Support
PenBay will deliver the latest version of its InVision software to Collier County and work with the County
to install, post-install, and configure the latest version of InVision. Further, PenBay will continue to train
Collier County personnel on the use of InVision. This training will include hands-on exercises that include
the use of InVision applications as well as consulting advice on best practices and appropriate business
process to enable Collier County to derive maximum value from their InVision investment. PenBay will
also provide additional end-user training as required to Collier County facilities staff.
3. Delivery Mechanism
PenBay will assign a Project Manager to this support services contract who will be the primary point of
contact throughout the term of this engagement. PenBay will assign technical resources who will
collaborate with Collier County technical staff via telephone, email, and web conferencing technologies.
PenBay will document the services provided to Collier County via email or meeting notes.

PenBay is proposing a not-to-exceed contract value of $15,000.00 and will invoice Collier County on a time
and materials basis each month using its discounted State & Local labor category and rates of:

• The InVision Consulting Services pricing include a State & Local Government Discount of 20% off
our commercial price list.
• This proposal is presented on a Time & Materials basis with a Not To Exceed (NTE) amount of
$15,000.00
• For Time & Materials contracts, invoicing will be done monthly based on the actual hours and
labor categories/rates used up to the total contract NTE amount. The estimated level of effort in
this proposal are for budgeting purposes only and may not represent the actual expenditure of
time at a given labor category/rate for each task.
• Travel Expenses are not included in this proposal. All unbudgeted travel required by Collier
County, or due to the lack of VPN/remote access to the server infrastructure for implementation
purposes, will require additional funds to be added to the contract. Travel will occur only with
prior written authorization and will be expensed as incurred in the performance of the work.
• Payment terms are net 30 days.
• All pricing is in U.S. Dollars.

Assumptions
PenBay will have reasonable access to Collier County staff, systems, relevant third-party vendors,
and software required to implement the package system.
PenBay assumes that there are no requirements associated with Collier County system policies,
protocol, and governance that will necessitate participation in any types of compliance activities.
Collier County will provide remote access to the InVision infrastructure via Virtual Private Network
(VPN) connection for the implementation, configuration, and testing of the system.
Collier County will provide necessary credentials and privileges to the hardware supporting ArcGIS
Server, Microsoft IIS and other pilot system components.
Support services are available between the hours of 9:00 a.m. to 5:00 p.m. Eastern Time, Monday
through Friday (except holidays).

5. Schedule
As discussed above, both Collier County and PenBay have responsibility in the continued success of the
Collier County InVision system. In order for this effort to provide the desired results, it is intended Collier
County and PenBay will accomplish their efforts in a planned and focused timeframe so that the overall
team can work as effectively and efficiently as possible to enhance or sustain the system. The proposed
schedule for the identified tasking is described in the outline below:
Business Process Consulting – PenBay will provide advice and consulting on best practices and business
processes related to space management, move management, and the implementation of space standards
at Collier County throughout the year as necessary. It is anticipated that this effort will be primarily
focused in the first quarter of 2018.
Data Lifecycle Management Support – PenBay will work with Collier County personnel to address and
resolve any new data quality or data completeness issues that may arise as the County completes the
migration of their building-related data into InVision from CAD and IDN. This support will include data
modeling advice, and alterations to interoperability tools and practices as appropriate. As with the
Business Process Consulting tasks, this effort is anticipated to be concentrated in the first quarter of 2018.
InVision Software Upgrade Support – PenBay anticipates at least two significant software releases in
2018. While the effort to upgrade the Collier County InVision instance will be minor, some changes to
schema and services were made during the implementation of InVision 2.5.1 in December 2017. PenBay
will support Collier County personnel with documentation and advice about the most efficient upgrade
path. These activities are likely to take place in Q2 and Q4 of 2018.
