EXECUTIVE SUMMARY
Recommendation to amend Exhibit "A" to Resolution No. 2013-239, the list of Speed Limits on
County Maintained Roads, to change the speed limit within the designated sections of Golden Gate
Boulevard, Piper Boulevard, Pine Ridge Road, Immokalee Road and Vanderbilt Drive.
OBJECTIVE: To establish speed limits for road segments that have undergone recent changes such as
widening, replacement of bridges and installation of curbs or require a decrease of the speed limit based
on the results of a speed study.
CONSIDERATIONS: Pursuant to Florida Statue Chapter 316, Collier County Ordinance No. 91-25, as
amended, and Resolution Number 2013-239, the Board has the authority to establish and alter speed
limits by means of a resolution filed with the Clerk that creates a single comprehensive codification of all
speed limits on county-maintained roads. The Board may set speed zones where a change is reasonable
and in conformity to criteria promulgated by the Florida Department of Transportation (FDOT).
Staff recommends increasing the speed limit on Golden Gate Boulevard (CR 876) from 3rd Street
(NW/SW) east to 2nd Street (NE/SE) from thirty-five (35) miles per hour to forty-five (45) miles per hour.
The roadway segment in this vicinity has been reconstructed to emulate the roadway due west by
extending the four-lane section from Wilson Boulevard to east of 18th Street SE.
Staff recommends decreasing the speed limit on Piper Boulevard from Palm River Boulevard to Airport
Road from thirty (30) miles per hour to twenty-five (25) miles per hour. Historically, the speed limit was
twenty-five (25) along this stretch of roadway and was changed as part of Resolution No 2012 -236 to
thirty (30) miles per hour. Based on the speed study performed at tha t time, the limits should have only
been east of Airport Road and not the entire length of Piper Boulevard as indicated in the resolution.
Staff recommends decreasing the speed limit on Pine Ridge Road from west of Neffs Way to Collier
Boulevard from fifty (50) miles per hour to forty-five (45) miles per hour. The recent Collier Boulevard
project included reconstruction of this segment of Pine Ridge Road to include curbing and a reduction of
the design speed to be forty-five (45) miles per hour.
Staff recommends decreasing the speed limit on Immokalee Road from north of Shady Hallow Blvd East
to approximately 500’ north of 47th Ave NE northern leg, from fifty-five (55) miles per hour to forty-five
(45) miles per hour.
Staff recommends re-establishing the preconstruction speed limit on Vanderbilt Drive (CR 901) from
400’ south of the Begin Project limits (approximately 820’ south of bridge number 030178 mid -span) to
400’ north of the End Project limits (approximately 566’ north of the Marina Bay Club drive way
centerline) to thirty-five (35) miles per hour as the Vanderbilt Drive Bridge Replacements (Project
66066.11) is complete.
Staff recommends further amendments to Exhibit A to Resolution No. 2013-239 to include necessary
corrections and clarifications.
The Sheriff’s Office was contacted regarding the recommendation to change the referenced speed limits
and concurs with the recommendation of Traffic Engineering staff.
FISCAL IMPACT: There is limited fiscal impact to the County. The changing of the sign s at the
locations specified is estimated to be approximately one hundred fifty dollars per location or a total of
$2,000.
GROWTH MANAGEMENT IMPACT: This action will result in no Growth Management Impact.

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board accepts the recommendations and adopts the Resolution to
increase the speed limit on Golden Gate Boulevard (CR 876) from 3rd Street (NW/SW) east to 2nd Street
(NE/SE) from thirty-five (35) miles per hour to forty-five (45) miles per hour; to decrease the speed limit
on Piper Boulevard from Palm River Boulevard to Airport Road from thirty (30) miles per hour to
twenty-five (25) miles per hour; to decrease the speed limit on Pine Ridge Road from west of Neffs Way
to Collier Boulevard from fifty (50) miles per hour to forty-five (45) miles per hour; decrease the speed
limit on Immokalee Road from north of Shady Hallow Blvd East to approximately 500’ north of 47th Ave
NE northern leg, from fifty-five (55) miles per hour to forty-five (45) miles per hour and to re-establish
the speed limit on Vanderbilt Drive (CR 901) from 400' south of the Begin Project limits of the
Vanderbilt Drive Bridge Replacements project to 400' north of the End Project limits to thirty-five (35)
miles per hour.
