EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners provide after-the-fact approval of the Sheriff's Office submittal to the U.S. Department of Justice for the FY 2011 COPS Hiring Program grant. OBJECTIVE: To request after-the-fact approval from the Board of County Commissioners on the submittal of a three-year grant application requesting $798,600 under the COPS Hiring Program. CONSIDERATION: The COPS Hiring Program provides federal funding to hire entry-1evel1a.w enforcement officers or rehire deputies who have been laid off or scheduled for lay-off as a result of budget cuts. The COPS Hiring application was released on May 2,2011 and due on May 25, 2011. The Sheriff's Office submitted a grant application requesting $798,600 over 36-months to cover 100% of the salaries and benefits of four entry-level law enforcement officers. The grant requires that CCSO add four entry-level law enforcement positions to the current number of budgeted positions and retain the four positions for a minimum. of 12 months after the completion of 36-months of federal funding. At the conclusion of federal funding, the grantee must retain these positions for a minimum of one fiscal year. If awarded, the CCSO will have to retain the four positions at an estimated cost of $270,000 beginning in FY 15. There is no local match requirement and the CCSO will not be pUrchasing any equipment or supplies with this grant, the award will only fund entry-level salaries and benefits for three years. Absorbing CHP funded officers through attrition does not meet the retention requirement. The COPS statutory non-supplanting requirement mandates that CHP funds must be used to increase the grantee's law enforcement budget for sworn officer positions. The grant funds may not be used to replace state or local funds that would, in the absence of federal aid be made available for the purpose of the grant. Instead, grant funds must be used to increase the total amount of funds that would otherwise be made available for the grant purposes, This non-supplanting requirement means that CCSO must hire the additional position on or after the official grant award start date, above its current budgeted level of sworn officer positions. This also means the CCSO must maintain its locally funded sworn force baseline and any planned increases of officer positions during the grant award period through the retention period. The application is due on May 25, 2011, and since the CCSO was informed of the grant opportunity on May 2, 2011, they are requesting your approval to be followed by after-the-fact approval by the Board of County Commissioners. Larceny ~as been on the rise in Collier County for the past 4 years. This problem ranges from retail theft to stealing i~ems from parked cars at the beaches and residential neighborhoods. Larceny accounts for the largest percentage of reported crime (63%) in the unincorporated county. Between 2009 and 2010, larceny increase~ by 3.1 %. The increase in larceny over the past few years may be related to a number of factors includingi high unemployment and home foreclosures in Collier County, an increase in prescription drug abuse, and easy access to beaches, shopping and residential areas from the 1-75 corridor connecting the Miami ar~a to Naples and Tampa Bay. Collier County may be seen as an easy target by those in the organizep retail theft arena. Although the county's population in 2010 is only 321,520, the community hosts over 1 mUlion visitors annually. According to the Convention and Visitors Bureau, in 2010 over 1.3 million visitors clime to Collier County. As a result of an increase in retail theft, the Sheriffs Office created the Collier County qrganized Retail Theft Association in 2010. Members of the Sheriffs Office meet monthly with the loss prevention teams from area retail establishment to share information and intelligence on the retail thefts occurring in the community. In addition, members of CCORTA access a shared website that provides information in the identification and arrests of organized theft rings. The bigg~st challenge facing Collier County is the large number of foreclosed and abandoned properties scattered:throughout this geographically large community, Collier County has a total land area of 2,025 square mjles. With high unemployment rates, the number of abandoned and foreclosed properties climbed steadily in 2008 and 2009. At the peak in 2009, there were 8,203 foreclosed homes in Collier County, Foreclos~res have declined by 47% to 4,395 in 2010. However, the ripple effect continues as many abandoned homes are subject to vandalism or those in the rural area of the county, converted to grow houses. iJ"his blight and criminal activity has a negative impact on the neighboring families and properties. Blight may range from overgrown weeds to graffiti and damage to vacant properties. In addition, some abandoned homes have had appliances stolen along with copper wire, air conditioning units and other items of value. In conjunction with its many community partners, the Collier County Sheriffs Office developed a Community Care Initiative, also known as the Distressed Properties Program, in partnership with county code enforcement, neighborhood civic and homeowner associations, the chamber of commerce and others to address this major problem. Currently, existing COPS and other CCSO staff regularly attend neighborhood and hom~owners' meetings to discuss this growing issue. CCSO also trains its volunteer Community Observers on patrolling, safety, and how to integrate their efforts with those of other Sheriff's deputies to monitor tpese vacant residential and commercial properties, and increase community safety. The addition of 4 COPS positions will allow the agency to enhance these on-going efforts. As is the case with many govemmental agencies, CCSO has continued to tighten its belt and cut Its budget to adapt to the restricted financial resources. As law enforcement officers have retired or left tHe agency, they have not been replaced. The same holds true for correctional officers and civilian emploYEfes. With the addition of 4 new COPS funded positions, CCSO will be able to enhance the flexibility in shift assignments to allow experienced and seasoned COPS to respond to specific community issues whether they involve a weekend community clean-up event, additional patrols of beach parking area, re~ail theft operation, participation in a community child safety event or other quality of life, community safety, or larceny related activity. The agency's current COPS operate out of each of the six districts;across this large county of 2,025 square miles of land, and respond to the specific needs of their unique aistrict. Districts range from beachfront, high rise hotels to rural migrant fannworker communities so the quality of life issues may also vary within these districts. The officers need the flexibility to address specific:resident and visitor problems that are uniques to their area. Community Policing has been an integral part of the organization for a number of years as evidenced by the agency's strategic and community safety plans. The construction industry was the area's largest emplbyer at the height of the building boom. With the collapse of the area housing market, the county lost trousands of jobs in construction, real estate, banking, engineering and other development related industries. As the housing dependent sectors declined, there was a ripple effect in retail, hospitality and other industries. Prior to the economic downturn, area unemployment ranged from 3 to 5%. Between 2009 and 2010, the unemployment rate skyrocketed to 11 and 12% with unemployment peaking at 13% in August 2010, Along with the loss of construction related jobs, the tourism ind~stry was impacted by the 2010 Gulf of Mexico/BP oil spill. Although no oil came ashore in the county, ~e number of visitors declined due to concerns about the oil spill impacts along with the declining national and international economy. According the local convention and tourism bureau, Collier Cou~ typically hosts over 1 million visitors annually. Both domestic and international visitors have declin~d in recent years; however, in 2010 tourism increased by 3,3% over 2009 figures with over 1,3 million vlsitors. Additional negative economic impacts occurred in the agricultural sector with crop freezesi in 2009 and 2010 resulting in additional job losses. Given the staggering job losses and unemployment rate, the number of foreclosures ballooned to 8,203 in 2009. Foreclosures in the county beg~n to escalate in late 2007 to 3,267. By 2008 there were 7,872 foreclosures which peaked at 8,203 in 200'. Fortunately, the foreclosure rate slowed in 2010 to 4,394 but the fiscal impact on local governmentiis continuing into the fifth straight fiscal year, High foreclosure rates have resulted in huge losses: of local government revenue. With the reduction of ad valorum revenue and other locally generated funds, along with a reduction in state funding, local governments began to impose hiring freezes and in some cases furloughs and lay-offs. As the Collier County Sheriffs Office prepares its FY '12 budget, there will be no salary increases for the fifth consecutive year. Within the agency, an exception b~sis hiring freeze has been in effect for the past two fiscal years and will remain in place for FY'12. Collier County government has requested that the Sheriff reduce his budget annually for the past fou~ years which will continue in .12.
