EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment to increase the County -Wide
Capital Budget, Fund 301, Project 52525 — General Building Repairs by $250,000
by moving funds from the Fund 301 Reserves for Contingencies; for the purpose
of correcting a problem in the County's high voltage switchgear located in
Building K and serving various buildings at the Main Government Center.
OBJECTIVE: To obtain the funding necessary to make needed repairs and adjustments to the
high voltage switchgear located in Chiller Plant (Building K) and serving the Administration
Building, the Tax Collector's and the Supervisor of Elections' Building, the Courthouse, the
Human Resources Building, the Risk Management Building, the Chiller Plant equipment, the
Facilities Management Building, and the Health and Public Services Building. The correction of
the present defects will greatly reduce the number of nuisance trips (power outages) caused by
voltage spikes and dips in the electric power received from Florida Power & Light (FPL). These
voltage spikes and dips occur frequently during periods of high electricity demand or during
electrical storms.
CONSIDERATIONS: The existing switchgear in the Government Complex's main electrical
plant (Building K), including the Modified Differential Ground Fault System (MDGFS) and
Automatic Transfer Switches (ATS) were installed in 1988. During a recent study on energy
efficiency as part of the Stimulus Program Grant for improvements to the Chiller Plant
equipment in Building K, several defects were discovered. Pelican Engineering Consultants,
LLC (the electrical engineer on the Stimulus Program upgrade to the chiller equipment) and
Square D Field Services (the manufacturer of the switchgear) conducted a detailed examination
of the equipment and discovered numerous deficiencies in the original installation. The defects
cause nuisance tripping of associated circuit breakers on ground fault whenever disturbances in
the FPL distribution system occur, as they frequently do during periods of high electrical
demand and in summer weather wind and lightning storms.
The referenced nuisance tripping incidents cause power outages in the following buildings
located on the Collier County Main Government Center (CCGC): Building F (Administration),
Building C (Tax Collector and Supervisor of Elections), Building K Chiller Plant Equipment,
Building L (Courthouse), Building W (Facilities), Building B (Human Resources), Building D
(Risk), and Building H (Health and Public Services). While the circuit breakers that trip due to
this situation can be reset, there is a time lag factor due to the travel for the responding
Facilities' electricians to reach the site, and in most instances there is back -up generation so
that power is restored quickly. However, the reoccurring tripping creates excessive stress on
the twenty five year old circuit breakers and will eventually lead to circuit breaker or
underground feeder cable failures. The incidents also cause excessive wear and tear on the
backup generators and consume diesel fuel.
The recommended solution to correct this problem is to retain electrical engineering services
and the switchgear manufacturer to perform modifications to the existing switchgear, to
adjust/reset the Ground Fault System, along with removing the load side neutral connections to
ground on the existing switchgear breakers, and to change the six, associated automatic
transfer switches from three pole models to four pole models. This recommended solution is the
most expedient way to correct the existing problems and to increase the reliability of the
electrical distribution system.

The Study also revealed other problems with the original installation including two improperly
installed step -up transformers that do not present any current problems or contribute to the
nuisance tripping, but whose replacement will be coordinated with the future (long range)
replacement of the outdated, main switchgear with new, state -of- the -art, main circuit breakers.
In order to formulate a long range plan for these future replacements, an engineering analysis to
define the project scope and preparation of an "Engineer's Opinion of Probable Construction
Cost" will be included with the engineering service to correct the immediate problem.
FISCAL IMPACT: The estimated cost for the proposed project to correct the immediate
deficiencies causing the nuisance tripping and outages is a total of $250,000, broken down as
follows:
Engineering $ 68,300
Construction $175,000
Permitting and Contingency $ 6,700
Total $250,000
This is an unforeseen project that was not previously funded. Funds are available in the County
Wide Capital Project Fund 301, Reserves for Contingencies.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires a majority vote, and is legally sufficient for Board Action. - CMG
RECOMMENDATIONS: That the Board of County Commissioners authorizes a Budget
Amendment in the amount of $250,000 for repair, improvement and adjustment of the Building
K switchgear and transfer switches.
