EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a "Grantee Application
for Advance Funding" to access funding for the Criminal Justice, Mental Health and
Substance Abuse Reinvestment Grant. Funding has been provided through a
Memorandum of Understanding #LHZ25 from the Florida Department of Children and
Families.
OBJECTIVE: To approve and authorize the Chairman to sign a "Grantee Application for
Advance Funding" to access funding for the Criminal Justice, Mental Health and Substance
Abuse Reinvestment Grant. Funding has been provided through a Memorandum of
Understanding #LHZ25 from the Florida Department of Children and Families.
CONSIDERATIONS: The Criminal Justice, Mental Health and Substance Abuse
Reinvestment Grant was created within the Department of Children and Families by the 2007
Legislature (Section 394 -658, Florida Statutes). The purpose of the program is to provide
funding to counties to plan, implement, or expand initiatives that increase public safety, avert
increased spending on criminal justice, and improve the accessibility and effectiveness of
treatment services.
On February 8, 2011, agenda item 16D2, the Board of County Commissioners approved a
Memorandum of Understanding with the Florida Department of Children and Families to accept
a sum of $548,490 over three (3) years with $182,830 of that total grant amount being awarded
for state fiscal year 2010 -2011. The application for advanced funding is in the amount of
$182,830, the awarded budget for state fiscal year 2010 -2011 as detailed in the aforementioned
Memorandum of Understanding.
The application for advanced funding is submitted to comply with grantor agency policies,
procedures, and requirements. The amount of the request represents funds appropriated for state
fiscal year 2010 -2011 and, as such, must be dispersed to counties no later than June 30, 2011.
Approval of this item will authorize the Chairman to sign the attached "Grantee Application for
Advance Funding" and authorized to application's submission to the Florida Department of
Children and Families.
FISCAL IMPACT: Approval of this item will result in the County receiving $182,830 to fund
the operations of the aforementioned grant for state fiscal year 2010 -2011. No general funds are
associated with this project.
GROWTH MANAGEMENT IMPACT: There are no growth management impacts associated
with this item.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient. This item requires a majority vote. — JBW

The Florida Department of Children and Families funded Collier County's request for participation in
the Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant. The total awarded for
the three (3) year program is $548,490 with $182,830 of that total grant amount being awarded for state
fiscal year 2010 -2011. The purpose of the program is to plan, implement, or expand initiatives that
increase public safety, avert increased spending on criminal justice, and improve the accessibility and
effectiveness of treatment services. The project was approved in compliance with the grant award
process contained in Section 394.656, Fla. Stat. The project is an expansion of activities and services
offered by through the Collier County Forensic Intensive Reintegration Support Team (FIRST).

year 2010 -2011 as detailed in the Memorandum of Understanding between Collier County and the
Florida Department of Children and Families, approved by the Collier County Board of County

The Collier County Criminal Justice Advisory Council will implement the first phase of the Collier
Grant Memorandum of Understanding. Examples of service deliverables that Collier County plans to
accomplish with this grant are:
• Implement jail and community-based transitional supports for adults with serious mental
illnesses and co- occurring substance abuse disorders
• Establish the Forensic Intensive Reintegration Support Team (FIRST)
• Provide reintegration and transitional support through an interagency multidimensional team
• Prevent recidivism for this high risk group and promote public safety
• Provide an intensive case management model
• Activities of the program include, screenings, risk assessment, primary and psychiatric care,
competency restoration, housing guidance, counseling, peer support, transitional planning,
living and vocational skills evaluation and planning
