EXECUTIVE SUMMARY
Recommendation to approve and ratify Staffs extension of Contract No. 06 -3971
"General Contracting Services" with PBS Construction, Inc. and related Work
Order No. 45- 124175 "Goodland Boat Docks Installation of Ladders & Cleats" for
$14,620.00 in order to process the final invoice for work completed.
OBJECTIVE: To obtain Board approval for the extension of time for an expired work order
issued under a valid contract which subsequently expired.
CONSIDERATIONS: The General Contracting Services Contract #06 -3971 was initially
approved by the Board of County Commissioners on September 6, 2006, with an expiration date
of February 12, 2011. On November 17, 2010 staff executed a work order with PBS
Construction, Inc. under Contract #06 -3971 for construction related services to the Goodland
Boat Park Project with a completion date on December 17, 2010. The scope of work associated
with this work order included the installation of 22 galvanize ladders and 36 cleats to the newly
constructed boat docks at the Goodland Boat Park Marina. However, a change order request was
subsequently executed to add additional cleats, and labor to apply an anti - barnacle solution to 28
galvanize ladders. The anti - barnacle solution material was provided by the owner and was
placed on special order with the manufacturer. Unfortunately, there was an inadequate supply of
inventory available and the special order was substantially delayed causing a lapse in the
contractual duration and completion of work.
The work order essentially ratifies an arrangement under which the vendor had actually
performed services under contract #06 -3971, following the expiration of the underlying contract
on February 12, 2011. The complete scope of services was performed at the request of County
staff, the contractor has successfully completed all work related services to the County's benefit,
and Staff hereby recommends approval.
FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: It is within the Board's authority to ratify Staff's extension of
an expired Contract for services provided from a vendor from which the County has received
benefit. This item has been reviewed by the County Attorney's Office, requires majority vote,
and is legally sufficient for Board action. — CMG
RECOMMENDATION: That the Board approve time extensions for Contract No. 06 -3971
and authorize the County Manager or his designee to execute Change Order No. 1 to Purchase
Order No. 45- 124175.

This change order er is required and necessary to provide the appropriate
extension of contractual duration to complete the scope or work as outlined in the
original work order, and to add additional rrmeterial (24 cleats), and to provide the

ladders. The necessity of this change order is primarily due to the accumulated
tepee in time associated with the delinquent deliveries of specific materials and to
