EXECUTIVE SUMMARY Recommendation to waive competition and authorize sole- source purchases of closed circuit television pipeline inspection vehicles and pipeline inspection parts from Community Utilities Environmental Services, Inc., and approve the purchase of a replacement pipeline inspection vehicle in the amount of $199,920. OBJECTIVE: To standardize the purchase of all future closed circuit television (CCTV) pipeline inspection vehicles and pipeline inspection parts used by the Wastewater Department, and approve the replacement of a 1999 CCTV pipeline inspection vehicle. CONSIDERATIONS: To maintain regulatory permit, sustained compliance, the Wastewater Department has a preventative maintenance program for the gravity sewer system. This program requires county staff to use CCTV vehicles to view a total of six hundred eighty one (681) miles of gravity sewer mains, service connections and manholes in a ten (10) year cycle. To meet this objective it is a necessity that the Wastewater Collections Department maintains three (3) CCTV pipeline inspection vehicles with cameras that can view large and small diameter pipe. To insure prompt service to our 54,000 sewer customer accounts, the CCTV vehicle is needed for emergency repairs. The CCTV camera truck allows staff to quickly view and pinpoint the exact location of the problem on blocked, overflowing, and reduced capacity pipes. This technology reduces the need to excavate large areas during repairs, minimizing the impact to the environment. The estimated fiscal savings associated with the standardization of CUES is $ 15,000 in inventory and spare parts and $ 1,500 for staff training on new technology. Wastewater Collection's 1999 CCTV pipeline inspection vehicle was recommended for replacement by Fleet Management in FY09 and again in FY10 due to the condition of the vehicle engine and suspension system. This vehicle has 89,073 miles; however the vehicle requires extensive idling due to the nature of its operations. With idling considered, the equivalent mileage on the engine is estimated to exceed 250,000 miles. To date the maintenance and repair of the vehicle exceeds $42,000. In order to prevent impact to operations due to repair down time, Fleet recommends purchasing a new turn -key solution (chassis with viewing equipment). This provides a single point of responsibility for specification, delivery, and warranty purposes. CUES is the only turn -key vehicle manufacturer of CUES pipeline viewing equipment in Florida (the company is located in Orlando). This in -state location provides for more immediate and less expensive response in the event of warranty work or emergency repairs. The original cost of this vehicle was $230,000; the vendor has provided a discount of approximately 13.5% (or a reduction of $31,000) to purchase this vehicle. Section V (A) (4) of the Collier County Purchasing Policy authorizes the Board to waive formal competition if it is in the best interest of the county and Section V (C) authorizes Packet Page -1180- 5/24/2011 Item 16.C.1. a waiver for single source commodities. Staff recommends that the Board of County Commissioners waive formal competition and authorize sole- source purchases of closed circuit television pipeline inspection vehicles and pipeline inspection parts from CUES, and standardize on the CUES product. FISCAL IMPACT: This vehicle replacement was approved in the Wastewater Department FY2011 budget by the Board of County Commissioners on September 24, 2010. Funds in the amount of $ 199,920 are available for the vehicles and operational funding is also available for spare parts in the amount of $50,000 for FY2011. The source of funding is Wastewater User Fees Fund 408. The fiscal impact of future purchases will vary based on vehicle replacement models and types and required spare parts. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: Section V (A) (4) of the Collier County Purchasing Policy authorizes the Board to waive formal competition if it is in the best interest of the county to do so. Section V (C) authorizes a waiver for single source commodities. This item is legally sufficient for Board action and requires a majority vote. A: The camera trucks are utilized for preventative maintenance and break fix situations in the field. Last year our wastewater department expanded our preventative maintenance program to include a service lateral inspection team. This team services the 55,000 sewer connections to our customer's homes and businesses. The CCTV Trucks are the equipment used to view the service connections and inspect the pipes for defects such as: pipe damage, root intrusion, or blockages. If these defects are not resolved, the wastewater system will backup and cause an overflow of sewage that can endanger the public's health and safety. The CCTV equipment is also utilized to view the 670 miles of gravity lines that connect our customers to the wastewater treatment plants. These pipes must also be inspected for defects to enable our utility to stay in compliance. During break fix issues the CCTV camera is used to pinpoint where in the line the issue resides. This results in minimal digging, during excavation, the area of concern. Q: How many Miles of Sanitary Sewer pipelines are Located in the Collier County Service District? A: The camera van vehicle number 990017 was recommended for replacement by Fleet Maintenance for the past two budget years 2009 and 2010. We deferred the first year. This 1999 van was purchased separately at a cost of $24,048 and the camera system added after receipt of the van. The vehicle odometer shows 89073 miles, however the vehicle requires extensive idling due to the nature of its operations. With idling considered, the equivalent mileage on the engine is estimated to exceed 250,000 miles. I would expect considerable expense on the engine and drive system if we were to consider keeping the vehicle any longer. We are also starting to see issues with body components and the suspension system. Downtime due to repair requirements has already had adverse impact on operational availability and I expect this to worsen in the future. I have been recommending replacement of this van for the past three years due to its condition and extensive maintenance requirements. To date, maintenance and repair of the vehicle alone, not considering the camera system, has been $42,632. Please let me know if I can provide anything further. I received the quote from Orlando Freightliner. They had the Sheriffs Association bid for Sprinters last year but not this year; however they gave me last year's prices on the quote. I have not yet received quotes back from other dealers but I expect the Orlando Freightliner quote will be the lowest. The initial cost savings appears to be $1296, however that savings would be reduced by travel required by County personnel to inspect and accept the vehicle in Orlando. We would be directly responsible for resolving any specification issues, delivery discrepancies, or vehicle malfunctions with the vehicle dealer. Once we accepted the vehicle, the County would need to provide insurance for damage and theft as the vehicle would be ours but out of our control. If CUES orders the vehicle as a package deal, they are responsible for the entire package including the vehicle until it is delivered to us. Also, extremely important is that CUES cannot blame any system malfunctions on the chassis that we provided. We have experienced this problem with our newest ambulances where we provided the chassis and the ambulance manufacturer completed the vehicle. In completing the ambulance, they tied into components of the vehicle chassis that frequently makes it difficult to determine if warranty issues go to the vehicle manufacturer or the ambulance manufacturer. We often have the two pointing fingers at each other. This factor has sometimes caused additional down time. We would definitely not want to see this happen with your $200,000 camera van. I figure the dollar savings of purchasing a chassis separately to be much less than $1000 or maybe even zero when the additional travel and staff time are considered. My recommendation is to order a turn -key package from CUES. The minimal possible savings by purchasing the chassis separately is just not worth the risks that I have stated above.
