Withdraw Item 16A9: Recommendation to approve a Work Order under Contract #09-5262 with
Agnoli, Barber and Brundage Inc. ("ABB, Inc."), to provide professional engineering services
related to design, bidding assistance, and construction services of the Wing South Airpark
Channels portion of the Lely Area Stormwater Improvement Project (LASIP) in the amount of
$199,922, Project #51101. (After the agenda package went to print, the Clerk of Courts Finance
Director presented concerns related to the CCNA process for this item. ThereftJre, staff is requesting
that this item be pulledfrom the May 10, 2011 Agenda so staff may work with the Clerk's office to
address and resolve their concerns. The project construction schedule should not be adversely affected
by this delay.)

EXECUTIVE SUMMARY
Recommendation to approve a Resolution to petition Governor Scott to extend the "Rural Area of
Critical Economic Concern" designation awarded to Florida's Heartland Regional Economic
Development Initiative, Inc. Region another 5-years and to keep the Community of Immokalee
within the South Central Rural Area of Critical Economic Concern designation. This item is being
placed on the agenda at the request of the Economic Development Council of Collier County
OBJECTIVE: That the Board of County Commissioners approve a Resolution to petlllon
Governor Scott to extend the "Rural Area of Critical Economic Concern" (RACEC) designation
awarded to the Florida Heartland Regional Economic Development Initiative, Inc. (FHREDI)
Region another 5-years and to keep the Community of Immoka1ee within the South Central
RACEC designation.
CONSIDERATIONS: This designation was first denoted by Executive Order in 2001 by then
Florida Governor Jeb Bush. FHREDI petitioned to have the designation renewed in 2006.
Renewal of this designation is required in 2011.
As the South Central RACEC, the FHREDI Region is granted the easing of certain requirements
of state incentives. Among other advantages. this allows our rural counties and communities to
compete on an even footing with larger, more populated counties when an existing or new
company is expanding or relocating to the region.
Keeping Immokalee in the RACEC designated area provides access to resources inducing
marketing support and technical assistancc from FHRED1, whose mission is to enhance regional
partnerships to support economic and tourism development. FHREDI supports regional plans for
broadband access, business expansion, retention, education. exporting and regional
transportation.
The strength of a customized regional approach to rural economic development is proven. Based
on the regional approach championed during the 2005 Roadmap process. a 7-point action agenda
for rural Florida was adopted, leading to a $2 million appropriation for the establishment of the
Rural Economic Development Catalyst Project. In 201D, FHREDI was awarded a $24 million
ARRBA Grant to bring broadband to the South Central RACEC.
FISCAL IMPACT: There is no fiscal impact related to this request. However. if the RACEC
designation is extended, Collier County may realize revenue by participating in this program
through the Catalyst Project revenue distribution plans already adopted by Collier County.

RESOLUTION 2011-
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, EXPRESSING ITS SUPPORT THAT THE
DESIGNATION OF RURAL AREA OF CRITICAL ECONOMIC CONCERN
(RACEC) CONTINUE TO APPLY TO THE SOUTH CENTRAL FLORIDA
REGION INCORPORATING DESOTO, HIGHLANDS, GLADES,
OKEECHOBEE, HENDRY, AND HARDEE COUNTIES (INCLUDING THE
CITIES, TOWNS AND COMMUNITIES WITHIN EACH), THE CITIES OF
BELLE GLADE, PAHOKEE, SOUTH BAY, AND THE COMMUNITY OF
IMMOKALEE; AND, THAT ALL ENTERPRISE ZONES IN THESE
COUNTIES AND COMMUNITIES CONTINUE TO EXIST; AND THE
CONTINUATION OF ALL STAFFING GRANT FUNDING FOR FLORIDA'S
HEARTLAND REDI, INC., THROUGH ENTERPRISE FLORIDA, AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 2001 Governor Jeb Bush, by executive order, identified six counties
(Hardee, DeSoto, Highlands, Glades, Hendry, and Okeechobee) and thee cities (Belle Glade,
South Bay, Pahokee) and the Community of Immokalee as Rural Areas of Critical Economic
Concern, and that this designation was renewed in 2006; and
WHEREAS, in 1994 Florida's Heartland RED!, Inc. was incorporated to promote and
improve economic development in the six counties, three cities and one community designated in
200 I as Rural Areas of Critical Economic Concern; and
WHEREAS, the various counties and municipalities in the Florida's Heartland RED!,
Inc. region request that Governor Rick Scott renew the designation as a Rural Area of Critical
Economic Concem; and
WHEREAS, Florida's Heartland RED!, Inc. has assisted in establishing Enterprise
Zones in each of the six counties, the three cities, and one community; and
WHEREAS, Florida's Heartland RED!, Inc. has made great strides in improving the
economic outlook for the South Central Rural Area of Critical Economic Concern by assisting
with recruiting new industries, supporting infrastructure projects and working together with local
communities and other organizations such as Entcrprise Florida, and the Governor's Office of
Tourism, Trade and Economic Developmcnt COTTED); and
WHEREAS, notwithstanding the progrcss that has been made since 2006, there is still
much work that needs to be done to help these six counties, three cities and one community
compete econom ically with other parts of the state.
NOW, THEREFORE, BE IT RESOLVED, that the Collier County Board of County
Commissioners does hereby express its support of the following:
1. That the designation of Rural Areas of Critical Economic Concern continue to apply
to Hardee, Highlands, DeSoto, Hendry, Glades, and Okeechobce counties, the cities
of Relle Glade, Pahokee, South Bay and the community of Immokalee.
