ALLOCATIONS
County Manager C. William Norman referred to the material
dißtributed relative to the proposed Workshop Sessions to be held with
the various department heads pertaining to the County Government Center
space allocations and the Polizzi/Heery current study. It was his
suggestion that, if the Regular Session agenda is complete~ prior to
the noon recess, the Community Development Division report of space
needs be addressed and, following reconvening of the Board at l:30
P.M., the departments as liste~ on the schedule be hear~. Due to the
Chairman's conflicting calendar for a portion of the scheduled meeting
on We~nesday, it was Mr. Norman's further suggestion that the
departments scheduled for that rJay be postponed until Friday, May ~th
at 9:00 ^.M. It WðS the consensus of the Board that the revised
schedule be implemented.

Commissioner Wimer questioned the wisdom of continuinq to grant
vðrianccs to the Regulations, particularly siñewalks since, regarñless
of the zoninfl rJistrict, it is still necessôry to provide for pec1estrian
traffic.
~r. Thom~s Peek, representinn the developer, pointeñ out that the
street to the west, Westview Drive, is privately owned and is not a
puhlic street. He saiò that it has no sidew~lks at present ann, if the
developer ~uilñ5 i'I sidewalk, it will '10 nowhere anñ that is the basis
for requestinfl the exception. ~uring the ensuing rJiscussion, it was
noted by Mr. Pe~k that the City of Naples has an ongoing plan with
r~gard to si~ewi1lks requirinq that, in orner to obtain a Puilning
Permit, a sidewi'llk must be provided ann, as the City huil~s out, there
will be sir.ewalks provideñ in front of i'l1l businesses. Commissioner
Wimer expressed his hope that the County would adopt such policy with
Public \olorks /I.dministrator/Engineer Barksr1ale reporting that there is a
draft ordinance relative to the subject being prepared.
There were no persons registered to speak on the petition,
whereupon Commissioner Wenzel moven, seconded by Commissioner Kruse and
unanimously carrierl, that the public hearing be closed.

There was a question raised concerning whether or not sidew~lks
should be installed on both sides of the street with MS. Layne
observing that the Subdivision Regulations only require that they be
installed on one side of the street in the "PC" Zoning District. ~fuen
asked if the developer would agree to installing sidewalks on both
sides, Mr. Peek s~ic1 that he ~oes not have the authority to obligate
his client to other than what is stipulated in the Regulations.
Upon call for the question, the motion for approvAl of the
petition, requiring si~ewalks on one side of the street pursuAnt to the
Subdivision Regulations, and qrðntinq the exception pertaining to

entrance on Radio Road when deemed warranted by the County

During the ensuing discussion, various remedies were suggested

out to the intersection. There was general concurrence expressed that
there are problcms with viol~tions of the particular or~inance.
vandalism and rowdyism, and that complaints from adjacent residents are
legitimate, as well as those from persons wishing to enjoy the heaches.
Commissioner Wimer said that, othcr than strict enforcement of the
orèin~nce, he hDs no solution to t~e problems and asked for
understandin~ from the public and for their cooppration with the
