EXECUTIVE SUMMARY
Recommendation to accept a Speed Limit Study Report and adopt a Resolution of the Board of
County Commissioners of Collier County, Florida, authorizing a speed limit increase from thirty
miles per hour (30 mph) to thirty-five miles per hour (35 mph) on Vanderbilt Drive from SOO feet
south of to 500 feet north of the Big Horse Pass Bridge (Bridge No. 30176) at a cost of
approximately $200.00.

OBJECTIVE: To request the Board accept a Speed Limit Study Report and adopt a Resolution
of the Board of County Commissioners (BCC) to increase the speed limit on Vanderbilt Drive
from 500 feet south of to 500 feet north of the Big Horse Pass Bridge (Bridge No. 30176).
CONSIDERATIONS: Previously the BCC approved Resolution No. 94-399 authorizing a 30
mph speed zone 500 feet south of to 500 feet north of the Big Horse Pass Bridge on Vanderbilt
Drive. This resolution also provided for weight restrictions on the bridge. The weight restrictions
and the speed zone were determined to be necessary based upon a structural review of the bridge
as well as a traffic study in the area before and after of the bridge. The traffic study concluded
that the safe stopping sight distance (SSSD) at the bridge, as established by the American
Association of State Highways and Transportation Officials (AASHTO) and utilized by the
Florida Department of Transportation (FDOT) and Collier County, should be established at 30
mph. SSSD is the length of the visible roadway ahead for a driver to come to a safe stop should
there be an object or another vehicle stopped in the roadway. In early 2010 the bridge at Big
Horse Pass was replaced and, therefore, the weight restrictions are no longer applicable. Collier
County Traffic Operations has subsequently conducted a traffic study to determine if the speed
zone at the bridge should also be revised.
Florida Statutes require that the change of speed zone values as outlined in Sections 316.183 and
316.189 F.S. be based upon an engineering and traffic investigation study. The investigation is
to include, but is not limited to, the measurements of prevailing speeds and other traffic
engineering evaluations contained in the "Speed Zoning for Highways, Roads and Streets in
Florida" manual (FDOT Manual Number 750-010-002, 1997 Edition). This manual was
developed by the Florida Department of Transportation to promote unifonnity in the
establislnnent of state, municipal and county speed zones throughout the State of Florida.
Upon completing an engineering and traffic investigation study, Section 316.189 F.S. provides
that the Board of County Commissioners may set speed zones after the investigation determines
such a change is reasonable and in conformity to criteria promulgated by the Florida Department
of Transportation.
The completed engineering and traffic investigation study found that a higher speed limit of 35
mph on the designated section of Vanderbilt Drive is warranted; and that the change is
reasonable and in confonnity with the defmed criteria.

FISCAL IMP ACT: The estimated cost of installing the 35 mph speed limit signs and removing
the existing 30 mph signs will be approximately $200.00 and is budgeted with the Traffic
Operations budget Fund 101-163630.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
Board approval-SR T.
GROWTH MANAGEMENT IMP ACT: This action will result in no growth management
impact.
RECOMMENDATION: That the Board of County Commissioners accept the Traffic Speed
Limit Study and adopt a Resolution increasing the speed limit from thirty miles per hour (30
mph) to thirty-five miles per hour (35 mph) on Vanderbilt Drive from 500 feet south of to 500
feet north of the Big Horse Pass Bridge (Bridge No. 30176) thus replacing Resolution No. 94-
399, and to authorize the Chairman to execute the Resolution and direct the County Manager or
his Designee to erect the appropriate traffic control signs. .

WHEREAS, Chapter 316, Florida Statutes, penn its the Board of County
Commissioners (BCC) to alter established speed limits on roads under its jurisdiction;
and
WHEREAS, Vanderbilt Drive falls under the jurisdiction of the BCC; and

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The BCC does hereby establish a 35 miles per hour (35 mph) speed limit on
Vanderbilt Drive 500 feet south of to 500 feet north of the Big Horse Pass Bridge and
does hereby direct the County Manager or his designee to erect appropriate speed limit
signs giving notice thereof.
2. A copy of this Resolution be forwarded to the Collier County Sheriffs Office for
proper enforcement of the established speed limits for Vanderbilt Drive within the
designated segment.
3. The effective date of the speed limit increase shall be after written notification to
the Sheriff's Office and upon posting of the appropriate signage.

BACKGROUND
The Traffic Operations Section of the Transportation Engineering Department, Growth
Management Division has conducted and engineering and traffic investigation study to
determine the appropriate speed limit along Vanderbilt Drive from mile post 1.2, north to
mile post 1.4, the intersection with Wiggins Pass Road. This section of roadway is
currently posted for a 30 mph speed zone. The 30 mph speed limit was approved by the
Board of County Commissioners (Resolution No. 94-399 and Resolution No. 2001-175)
based upon an analysis of the bridge over Big Horse Pass. located south of the Wiggins
Pass / Vanderbilt Drive intersection. The speed limit extends from 500 feet north to 500
feet south of the bridge. In early 2009-10 the bridge was replaced. The new bridge is a
two lane bridge with eight foot shoulders and a pedestrian walkway along the western
side. However, due to the waterway clearance requirements, the new bridge was
constructed with a crest vertical curve. This crest vertical curve does limit the stopping
sight distance.

The primary intent in the establishment of a speed zone is to provide improved vehicular
and pedestrian safety by reducing the probability and severity of crashes. An established
. speed limit notifies the driver of the maximum and/or minimum speed that is considered
acceptably safe for optimum weather and visibility. It is intended to establish the
standard or speed limit which the normally prudent driver can react more safely to
driving problems encountered on the roadway.
Florida Statutes require that the change of speed zone values as outlined in Sections
316.183 and 316.189 F .S. be based upon an engineering and traffic investigation. This
investigation evaluated the safe stopping sight distance and is in accordance with the
"Speed Zoning for Highways, Roads and Streets in Florida" manual (FDOT Manual
Number 750-010-002, 1997).
Guidelines for safe stopping sight distances have been established by the American
Association of State Highway and Transportation Officials (AASHTO). These
guidelines are utilized by the Florida Department of Transportation (FDOT) and Collier
County. Safe stopping sight distance is the length of the visible roadway ahead for a
driver to come to a safe stop should there be an object be in the roadway or another
vehicle stopped. The guidelines use a driver's eye height of 3.5 feet and the height of an
object to be seen by the driver of2.0 feet~ equivalent to the taillight height of a passenger
car.

DESIGN CHARACTERISTICS
Vanderbilt Drive south of the new bridge is a tv.'o-lane, two-way roadway with 11 foot
wide travel lanes and no paved shoulders. The roadway cross section is typically a rural
section with no curb and gutter. The centerline is typically marked with a normal broken
yellow line ,md the edge of the travel way has white edge line markings. The Frank Hals
Pathway is located on the west side of the roadway and is heavily used by pedestrians and
bicyclist.

The current posted speed limit for the roadway is:
M.P. 0.0 @ 111 th to M.P. 1.2 = 35 mph
M.P. 1.2 to M.P. 1.4 @ Wiggins Pass Road = 30 mph
M.P. 1.5 to M.P. 4.0 @BonitaBeach Road = 45 mph
ANALYSIS
The stopping sight distance of the new bridge was measured and found to be
approximately 275 feet. Under the AASHTO guidelines, this distance will provide a safe
stopping sight distance for vehicles traveling up to 35 mph. Vehicles traveling over 35
mph may not have adequate sight distance to stop their vehicle. This is of particular
concern for southbound traffic due to a driveway for a private development being located
immediately south of the new bridge.

RECOMMENDATION
Based upon the engineering and traffic investigation of Vanderbilt Drive south of
Wiggins Pass and the various approaches onto the roadway, it is recommended that the
current 30 mph speed limit on Vanderbilt Drive from M.P. L2 to M.P. L5 be increased to
35 mph. This would provide a speed limit 0[35 mph from 111 th Ave North to Wiggins
Pass Road, and 45 mph from Wiggins Pass Road to Bonita Beach Road.

WHEREAS, Chapter 316.189, Florida Statutes, authorizes the Board of County
Commissioners to alter or establish speed limits on roads under its jurisdiction;
and
WHEREAS, CR 901 (Vanderbilt Dr.) is a County Road under the jurisdiction of
the Board of County Commissioners; and
WHEREAS I Bridge NO. 030176 1s part of CR 901 (Vanderbilt Dr.) and is
maintained by Collier County; and
WHEREAS, in accordance with Chapter 316.1890 Florida Statutes, a traffic
analysis has been made for that portion of CR 901 (Vanderbilt Dr.) directly
adjacent to Bridge No. 030176; and
.rnEREAS, this analysis indicates that a decrease in the speed limit from 45
MPH to 30 MPH is reasonable and the posting of the Five (5) Ton Weight
Restriction is in the best interest of the motorists using this bridge and in
conformance with the criteria promulgated by the Florida Department of
Transportation; and

WHEREAS, the Board of County Commissioners has determined that it will be in
the best interest and benefit of the citizens of Collier County to decrease the
speed limit in the vicinity of this bridge from forty-five (45) miles per hour to
thirty (30) miles per hour and to create a Five (5) Ton Weight Limit Restriction
on this bridge for the safety and welfare of the residents of Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA that:
1. The speed limit be reduced beginning at a point 500 feet north of
Bridge No. 030176 to a point 500 feet south of Bridge No.. 030176 from
forty five (45) to thirty (30) miles per hour; and
2. A Five (5) Ton Weight Restriction be established on Bridge 030176; and
3. Truck detour signs be posted on CR BB8 (Wiggins Pass) and lllth Ave.
North; and
4. Authorization is given to Transportation Services Division to erect the
above referenced signs in conformance with the Manual of Uniform
Traffic Control Devices and Chapter 316.189 (3) Florida Statutes; and
5. ' A copy of this Resolution be sent to Sheriff Don Hunter for proper
enforcement of this speed limit and weight restriction.
