EXECUTIVE SUMMARY
Recommendation to implement an auto-dialer system and additional options to
assist in eliminating illegal signage use.
OBJECTIVE: Illegal signs are routinely placed in the County's right-of-way along
roadsides. The goal is to eliminate these illegal signs in unauthorized areas through the
use of a low-cost automatic dialing system and education.
CONSIDERATIONS: On March 8, 2011 (Item 9.F), the Board of County Commissioners
(Board) directed the County Manager to review an automatic telephone dialing system
currently in use in St. John's County, which is aimed at curtailing illegal signs, to
determine whether such a system would be appropriate for use in Collier County.
Staff has reviewed the system and has determined that such a system would reduce the
time spent by Code Enforcement Investigators in both removing the illegal signage and
follow-up with the sign owners. The cost of the software is $299 and we will purchase a
computer for less than $500.00 that will not be attached to the County network.
Additionally, a letter was sent to the licensed sign companies in Collier County advising
them of the code regulations. The Sign Ordinance was recently revised and adopted on
July 28, 2009. Election signs were included as part of the revisions prior to adoption.
The past election cycle, it was recognized that the candidates were not aware of the
revised Sign Code. Consequently, following numerous complaints, Code Enforcement
sent out a letter outlining the code to the candidate. For the upcoming election cycle in
2012, Code Enforcement will provide information to the candidate in regard to election
signs. The information will be distributed through the Supervisor of Election's Office and
the Business Center - Permitting Section when the candidates pick up their bulk
permits for the election signs.
FISCAL IMPACT: The cost of the auto-dialer system is $299, and less than $500 for
the dedicated computer required to run the system. The total anticipated cost is $799.
However, the fiscal impact is expected to be offset by the savings to Code Enforcement
Department Investigator's time.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
legally sufficient for Board action, and requires majority support for approval. -JAK
RECOMMENDATION: To direct the County Manager or his designee to authorize the
use of the auto-dialer system for use of illegal signs in the right-of-way.

PERMIT APPLICATION FOR DIRECTIONAL SIGNS
In accordance with memorandum dated March 10, 1997 regulating the placement of Special Event /
Directional Sign(s) within Collier County Rights-of-Way, the Permittee shall agree to the following:
1. Obtain the Permit to perform work and / or maintenance in public right-of-way.
2. Pay Fees:
a. Right-of-Way permit fee, $75.00 or as required by Ordinance No. 2007-162. Made payable to
the Board of County Commissioners.
3. Provide map showing each sign location with a number 1, 2, 3, etc.
4. Provide a drawing or picture of sign. (See attached example)
5. Sign Appearance:
a. Blue with white lettering. (Recommended)
b. Minimum 18" x 24"
c. Maximum 24" x 32"
d. Two (2) entrance signs to main event can be permitted, maximum size shall be 4' x 8'
e. Sign shali include a directional arrow pointing in the direction of the event.
6. Signs shall all be professional in appearance and shall include the right-of-way permit number
and the expiration date. NO ADVERTISEMENTS ON SIGNS PERMITTED.
7. No signs shall be erected prior to seven (7) days before scheduled event.
8. Sign Location:
a. No signs located within medians.
b. No signs shall be attached to traffic control signs or other authorized highway signs.
c. Each sign shall be located a minimum distance of 30' from street intersection.
d. Each sign shall be located a minimum distance of 6' from edge of pavement or a minimum of
3' from back of wall curb.
e. The bottom of sign shall be a minimum of 12" above existing ground and the top of sign shall
not exceed a distance of 5' above existing ground.
f. There shall be a minimum of 660' between each sign, with the exception for signs located at
intersecti ons.
9. All signs must have individual support systems.
I understand that signs not complying with conditions of the right-of-way permit and the preceding guidelines/policy
will be subject to removal by Code Enforcement and subject to next year's permit not being issued for the event.

RE: Signs placed on the Side of the Road (County Right-ot-Way)
The Collier County Code Enforcement Department is receiving numerous complaints in
regard to signs placed along the side of roads (right-of-way) and in the medians. The
vast majority of these signs are not in compliance with the Land Development Code and
Ordinances.
We would like to take this opportunity to provide some information so that your
customer's business funds may be spent wisely. Signs that are in violation of the Code
are removed.
The following is a brief outline of the Code requirements:
Signs advertising a business or service shall not be placed in any areas on the
side ot a road (County Right-of-Way).

Signs shall not be placed in the median of a roadway.
. Signs shall not be attached to traffic or highway signs, telephone or electric poles,
or any structure within the County's Right-of-Way.
A Right-of-Way permit may be obtained for directional signs for a scheduled event.
Once a permit is obtained, these signs, minimum 18" x 24" and a maximum of 24" x
32", may be placed in specified areas along the side of a road, seven (7) days prior to a
scheduled event and shall be removed following the conclusion of the event. For more
information about obtaining a Right-of-Way permit for directional signs to a scheduled

application for placement of directional signs for scheduled events is attached for your
reference.
