EXECUTIVE SUMMARY
Recommendation to adopt a resolution authorizing the condemnation of easements necessary for the
construction of a replacement bridge on White Boulevard and a new bridge on 23'" St"eet SW, both
over the Golden Gate Main Canal, together with the realignment of the intersection of White
Boulevard and 23'" Street SW. (Transportation Bridge Repair and Replacement Program Project No.
66066.) Estimated fiscal impact: $550,000.
OBJECTIVE: To adopt a resolution authorizing the condemnation of easements necessary for the
construction of a replacement bridge on White Boulevard and a new bridge on 23'd Street SW, both over the
Golden Gate Main Canal, together with the realignment of the intersection of White Boulevard and 23'd
Street SW ("the Project"), being part of the Transportation Bridge Repair and Replacement Program.
(Project No. 66066).
CONSIDERATIONS: The Board of County Commissioners has been advised through various
communications of the need for construction of the Project. The White Boulevard bridge was built in 1965
and has periodically been repaired. In its most recent biennial report the Florida Department of
Transportation reported that this bridge is functionally obsolete. The proposed new bridge on 23'd Street SW
was vetted through four rounds of public hearings, held by the Collier County Planning Commission on May
20 and October 7, 2004, and the Board on October 7 and October 26, 2004, when the Board adopted Collier
County's Growth Management Plan. (The County's Growth Management Plan includes the Golden Gate
Area Master Plan (the "GGAMP"), which provides for the construction of this new bridge. The following
provisions of the GGAMP are pertinent:

On January 13,2009 the Board approved the "East of County Road 951 Infrastructure and Services Horizon
Study," which contains the "East of 951 Horizon Study for Bridg.es," thereby reaffirming the need for the
new bridge on 23,d Street SW. Public Information Meetings for the Project were subsequently held on April
22,2010 and January 27. 2011.
Initial authorization for the acquisition of land and casements by gift or purchase for the Project was given by
the Board of County Commissioners on April 27, 2010 under Resolution No. 2010-83. Fourteen (14)
easements are required for construction of the Project. Through negotiated settlements, three of the
easements have already been acquired at a total cost of$]9,373. A boat ramp is being installed immediately
adjacent to the bridge on White Boulevard for access to and maintenance of the canal. Drainage easements
are required for the treatment of stormwater run-off in each of the other quadrants due to the addition of
impervious surfaces (wider bridge lanes and sidewalks on both sides of the travel lanes.) These storm water
treatment areas are permit requirements. Road right-of-way, drainage and utility easements arc also required
for the realignment of the White Boulevard and 23,d St. SW intersection. Project scheduling requires that
authority be granted for the condemnation of these easements to ensure that construction is not delayed if the
easements are not acquired in a timely manner through negotiations.
The Board is herewith being advised of the various factors considered by its professional engineering staff
and consultants, which include the environmental impacts, costs, public health, safety and welfare
considerations, and the long-range planning needs and impacts. In this regard the Board is referred to the
attached technical memorandum prepared by the firm of CME Associates, Inc. By its review, concurrence
and approval of this executive summary, the back-up documentation, and the proposed resolution, the Board
will have determined that the easements (each ]egal description which is attached to the resolution) represent
the most feasible location and must be acquired for construction of lhe proposed improvements.
The Board of County Commissioners is further advised that it is necessary and in the public's best interest to
acquire, by condemnation if necessary, the easements specified on each legal description attached to the
resolution.
FISCAL IMPACT: Should condemnation of all of the parcels described in the Condemnation Resolution
become necessary, the total cost is estimated to be $550,000, of which $153,000 will fund easement
acquisition for the replacement of the White Boulevard bridge, which will come from the TranspOliation
Supported Gas Tax fund, and $397,000 will fund the acquisition of easements for the realignment of the
intersection and the construction of the new 23" Street SW bridge, which will come from the Road Impact
Fee funds. These amounts include not just the direct cost of all casements required for construction, they
also include an estimate of severance damages and/or costs-ta-cure to remaining properties caused as a result
of the taking of easements and/or the construction of the Project, as well as all expenses for title work, real
estate appraisals, and those expenses, such as property owner attorney rees and expclt witness fees, which the
County is required to pay according to Sections 73.09] and 73.092, F.S. To the extent settlements are
achieved in lieu oflitig.ation, this fiscal impact may be reduced significantly.
GROWTH MANAGEMENT IMPACT: As palt of the County's proposed 5 year transportation work
program, the Transportation Bridge Program Project is an integral part of Collier County's Growth
Management Plan.

1. Introduction
The Florida Department of Transportation (FDOT) is required to inspect every bridge in the
State of Florida at least every two years. Upon inspection of the bridges the FDOT
forwards the biennial reports to the municipalities having jurisdiction for action. Collier
County has initiated a bridge program to address the structural deficiencies that are
reported by the FDOT inspection program. The Collier County Bridge program will
address repairs, reconstructions and replacements of its bridge inventory through this
program.
The Federal Highway Authority (FHWA) through its Highway for Life (HFL) program is
looking to advance longer lasting highway infrastructure using innovative designs to
accomplish faster and safer construction of highways and bridges. One aspect of this
innovation is accomplished through Accelerated Bridge Construction (ABC). ABC's
primary purpose is to utilize prefabricated bridge elements and systems that will facilitate
reduced on-site construction time, reduce traffic and environmental impact, possibly lower
first and life-cycle costs, improve worker and vehicle safety and enhance the quality of the
constructed bridge by minimizing future repairs. Collier County would like to make
accelerated bridge construction standard practice in the execution of its bridge program.
The County plans to develop standard bridge designs that can be used for the
replacement of multiple bridges in Collier County utilizing ABC techniques. These
standard designs would be a total prefabricated superstructure system that will be
applicable to the majority of our bridges that are two-lane, four-lane and six-lane. The
ABC will also consider using precast concrete substructure units including
intermediate/end bents, caps and wingwalls.
A Pilot ABC project will include design and construction of two (2) bridges which includes
the replacement of one existing bridge (the White Boulevard Bridge over the Golden Gate
Main Canal) and construction of one new bridge (connecting 23rd ST SW over the Golden
Gate Main Canal). See figure 1.
The project will also include improvements to the existing roadways between the two (2)
new bridges including the realignment of the White Boulevard and 23rd Street SW.

2. Project Description
White Boulevard is a two-lane undivided rural roadway located in a residential neighborhood
in the northeast Golden Gate Estates Community of Collier County. The four-span
prestressed concrete slab bridge carries a tangent section of White Boulevard over the
Golden Gate Main Canal between 25th St. SW and 23rd St. SW. It is located 2-miles east of
CR 951 (Collier Boulevard) and approximately 750 feet west from where White Boulevard
ends at 23rd ST. SW.
The pilot project will include the replacement of the White Boulevard Bridge and the
construction of a new bridge at 23 rd ST SW (See figures 1) using precast! prestressed
concrete components for the superstructure, intermediate bents, end bents and wingwalls.
Due to the unique nature of our county's predominantly flat terrain, a significant number of
our roadways are on tangents. Precast components are well suited for the construction of
these bridges since they are not skewed.
The new White Boulevard Bridge and 23rd St. SW Bridge superstructure will accommodate
two 12-foot lanes (one in each direction), 4-foot bike lanes/shoulders, 6-foot sidewalks and
traffic railings.
The roadways between the two (2) new bridges including the intersection of White
Boulevard and 23rd Street S.W. will be improved. The roadway cross-section consists of
two (2) 12-foot lanes (one in each direction) and a 6-foot sidewalk on one side of the road.
The intersection will be realigned such that traffic moving from White Boulevard to the
southerly link of 23rd Street S.W. flows freely.
This will be achieved by constructing a large radius circular curve concave to the
southwest. The northerly link of 23rd Street SW will intersect the new curve at a right angle
to the tangent of said curve. There will be a stop condition for southbound traffic along
23rd Street SW.

3. Need for Transportation Improvement
The White Boulevard Bridge was built in 1965 and has periodically been repaired. The
latest biennial report was performed in March 2006 and was one of several bridges
recommended by the FDOT for immediate repairs. In June of 2007 Collier County
engaged the services of a bridge consultant to perform an assessment and evaluation
study of the condition of the existing bridge. The primary purpose of the study was to set
forth a plan of action for immediate repair/rehabilitation or replacement of the bridge by
evaluating functionality, safety and cost. The evaluation report recommended three
alternative plans for addressing the functional and structural deficiencies of the bridge.
The preferred alternative considering life cycle cost is to replace the existing structure with
a new bridge.
Constructing the bridge at 23 rd ST SW will achieve three main purposes. First, it will
meet the requirements of the transportation Growth Management Plan (GMP); second, it
will provide a detour route during the replacement of the White Boulevard Bridge; and
third, due to the limited right of way on White Boulevard for construction staging, the new
23rd ST SW Bridge will allow for the complete closure of White Boulevard when that bridge
is replaced.
Constructing the intersection improvements will facilitate traffic movements between White
Boulevard and the southerly link of 23rd Street SW, increase safety and calm traffic along
the northerly link of 23rd Street SW between the bridge and intersection.
4. Existing Conditions
The existing White Boulevard Bridge is a two-lane undivided, four span, prestressed
concrete slab structure with a maximum span of 31.2 feet and a total length of 125-feet.
The total out-to-out width of the bridge is 26 feet and the curb-to-curb width is 24.3 feet.
The width of the bituminous approach roadway is 21.4 feet, which includes the paved
width of the travel lanes and the shoulders. The superstructure consists of an asphalt
wearing surface on precast, prestressed concrete panels. The panels are simply
supported spans with transverse joints over each bent and longitudinal joints between the
panels. The substructure consists of concrete bents supported on piles. The existing
bridge does not have sidewalks or pedestrian railings. The principal concerns with the
existing bridge relate to the insufficient or substandard operational, functional,
maintenance and public safety design criteria.
No bridge currently exists at 23rd street SW and the Golden Gate Canal.
The existing intersection has the 2-lane White Boulevard 'T' intersecting the westerly side
of the 2-lane, north/south running 23rd Street SW. The intersection is controlled by stop
signs (2-way) with northbound traffic on 23rd SW flowing freely.

5. Evaluation Factors
5.1 Alternative Alignments
Several alternative alignments were considered for the construction of this project. The
first alternative considered was staging the construction of the White Boulevard Bridge.
This would involve closing one lane on the bridge to traffic and reconstructing the closed
half of the bridge, then shifting traffic onto the newly constructed portion of the bridge and
reconstructing the other half of the bridge. This is not an ideal solution because it would
increase the cost and overall duration of the construction of the bridge significantly. Other
factors to consider include the following:
1. One way alternating traffic controlled with a temporary signal.
2. Installation of temporary sheeting or earth support to retain the roadway carrying
traffic. The required increase in profile to satisfy SFWMD, in combination with the
bedrock elevation at the invert of the canal, complicates this temporary installation.
3. The existing superstructure is comprised of individual prestressed panels which
dictate that the superstructure can only be partially demolished along a joint
between panels.
4. There are no existing bridge plans for the existing bridge. Partial demolition of the
intermediate or end bents would require the sections to be analyzed for sufficient
capacity during the temporary condition.
The next alternative considered was to construct a temporary bridge along side the
existing bridge at the White Boulevard location. This temporary bridge would require the
design and permitting of two bridges. This alternative design was not investigated beyond
the preliminary study phase because of the significant increase in the cost of ROW, its
environmental impacts, and the dramatic increase to the construction cost.
The last alternative is the recommended alternative. This alternative involves constructing
a permanent bridge at 23rd Street and then detouring traffic from White Boulevard across
the newly constructed 23rd Street Bridge. The detour allows the bridge on White to be
demolished and replaced within the same alignment while increasing the profile to meet
the SFWMD requirements over the canal. This alternative is the most cost effective
considering the fact that the construction of this particular bridge is already a part of the
Growth Management Plan. This option is discussed in more detail in the next section,
which will include the various options considered for the structure type and construction
methods.
It must be noted that the new bridge over the Golden Gate Main Canal on 23rd Street SW
was approved by the Board of County Commissioners in 2004 as a component of the
Golden Gate Area Master Plan (GGAMP) after being vetted from 2001 through 2003
through two rounds of public hearings held by the Collier County Planning Commission
and the Board of County Commissioners. The bridge on 23rd Street was proposed in
response to GGAMP policy directive 6.1.1 (b) (The development of a north-south
connection from the eastern terminus of White Boulevard to Golden Gate Boulevard), as
well as policy 6.2.1 (The County shall continue to explore alternative financing methods to
facilitate both east-west and north-south bridging of canals within Golden Gate Estates.)

The realignment of the intersection of White Boulevard and 23rd Street SW, to allow for
free-flowing traffic from White to 23rd Street (and visa versa) was developed as an
alternative to controlling vehicular movements at the existing 'T intersection through
signage or signalization. It not only enhances capacity at the intersection; but it also
serves as a traffic-calming solution for 23rd Street north of the intersection.
5.2 Alternative Structure Types
Three types of superstructure design were considered, the "Next" beam which is a Tee
beam developed by the Northeast Prestressed Concrete Institute (PCI), this beam uses an
eight inch top flange which will act as the deck and eliminates the need for casting a deck
on site. The second option is the prestressed concrete slab beam developed by the Texas
DOT; this would be well suited for the 23rd ST SW Bridge. The third option is the FOOT
precast prestressed concrete siab units. This is a design that Collier County has already
used on the 13th ST SW Bridge and which is widely promoted by local contractors.
The exact geometry would be determined during the development of the Bridge
Development Report (BDR) and the Bridge Hydraulic Report (BHR).
Innovative methods of contracting for this project will include the pre-purchasing of the
precast components by the County to speed up construction and reduce cost. The County
will preselect a precast fabricator and lock in a price for 12 to 18 months. The selected
design consultant will prepare project specific standard drawings to be used by the
precaster for development of shop drawings and erection drawings. Once the shop
drawings are approved by the designer, the precaster will produce the components in
advance of solicitation for a construction contractor. The County will consider an incentive
/disincentive type contract with the contractor.
Traditional construction of a highway bridge requires on the average a schedule of 18
months for design and permitting and 10 to 15 months from letting to substantial
completion of construction. Florida also has a 6 month hurricane season which can delay
a project as the construction site will be shut down for the protection of workers, equipment
and the public. Increases in traffic volumes due to seasonal migration also become a
factor during construction.
A 50% reduction in construction impact on commuters can be achieved by designing and
fabricating the bridge components off-site. The components can be stored at the plant and
the construction scheduled for off-season times where only transportation of the bridge
components will be the most significant concern.

5.3 Safety Factors
To eliminate incidences of crashes during construction of the White Boulevard Bridge, the
new 23rd ST SW bridge will become the new route for traffic while White Boulevard will
remain closed for the removal of the existing bridge and replacement of the new bridge.
It is the County's goal that applying ABC methods in the construction of these bridges will
require fewer workers in the work zone due to the bridge components being fabricated off-
site. This will reduce construction activity on site and also reduce the time that the
construction crew is working over water. All the alternatives will eliminate installation of
formwork over water between beams as needed with typical I-beam bridges. The shorter
construction schedule is also geared to eliminate the need for worker exposure to injury i
This project will be constructed in a rural location where the volume of traffic is largely
residential. Furthermore, by scheduling construction in the off-season and during off-peak
traffic hours, incidents of fatalities and injuries can be reduced. The reduction in
construction time should lead to a reduced crash rate when compared to traditional
construction methods The new bridge at 23rd ST SW will provide a reasonable detour for
traffic away from the construction zone on White Boulevard.
5.4 Environmental Factors
A listed plant and wildlife species survey was conducted to determine whether the
proposed White Blvd. and 23rd St. SW. Bridges Projects were being utilized by state or
federally listed species.
The project was surveyed for wildlife species listed by the FWCC and the U.S. Fish and
Wildlife Service (USFWS) as endangered, threatened, or species of special concern; and
for plant species listed by the Florida Department of Agriculture and Consumer Services
(FDACS) and the USFWS as endangered, threatened, or commercially exploited. The
survey was conducted by qualified ecologists walking meandering transects through all
habitats to ensure that sufficient visual coverage of ground and flora was obtained.
No listed animal or plant species were observed on the Project at either bridge site during
the July 30, 2009 survey.
5.5 Costs
For future rehabilitation and replacement of other bridges within the bridge program the
County expects to see a significant cost savings with the use of repetitive bridge
components as new forms will not need to be fabricated. Very little site variation will be
encountered for the future locations; therefore, differential adjustments to the precast
components will be minimal.
Impacts to the environment will be significantly reduced during construction by fabricating
the components off site. Researching the durability of materials using the latest fib
Bulletin, number 34: Model Code for Service Life Design will help to select the best
available materials to produce a service life design for prestressed concrete structures.

5.6 Summary of Proposed Improvements
The site generally involved the following for both bridges:
1. Limited site clearing;
2. Utility relocation;
3. Bridge approach fill;
4. Canal restoration 100' up and downstream to design section;
5. Related slope stabilization;
6. Replacement of water management infrastructure to include dry detention, catch;
basins, outfall pipes to the canal;
7. Installation of pavement and sub-grades for the approach roadway;
8. Installation of pilings, piling caps, bridge deck, sidewalk, and railing;
9. Embankment stabilization after construction to include sod and rip-rap;
10. Installation of boat ramps for SFWMD canal maintenance access; and
11. Restoration of driveways and mailboxes.

WHEREAS, the acquisition of right-of-way for the construction of a replacement bridge
on White Boulevard and a new bridge on 23rd Street SW, both over the Golden Gate Main Canal,
together with the realignment of the intersection of\Vhite Boulevard and 23,d Street SW
(hereinafter referred to as the "Project"), being part of the Transportation Bridge Repair and
Replacement Program (Project No. 66066), is included in Collier County's Five Year
Transportation Work Program; and
WHEREAS, plans and specifications have been prepared for construction of the Project;
and
WHEREAS, the location for the construction of the proposed improvements has been
fixed by survey and is collectively represented by the legal descriptions comprising Exhibit "A",
attached hereto and incorporated herein; and
WHEREAS, after consideration of the availability of alternate routes and locations, the
comparative costs of the project alternatives, various impacts upon the environment, long range
planning options, and public safety considerations, the Board desires to exercise its right to
condenm property for public purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that it has been determined by the
Board that the construction of a replacement bridge on White Boulevard and a new bridge on
23,d Street SW, both over the Golden Gate Main Canal, together with the realignment of the
intersection of White Boulevard and 23rd Street SW (hereinafter referred to as the "Project"),
being part of the Transportation Bridge Repair and Replacement Program (Project No. 66066), is
in the public's best interest and is necessary in order to protect the health, safety and welfare of
the citizens of Collier County.
AND IT IS FURTHER RESOLVED that the acquisition of easements for construction of

intersection as well as the construction and maintenance of ancillary drainage structures and
