We are requesting financial support of $25,000 for this fiscal year so that
approxjmately 500 low waqe Collier citizens may remain or become emploved through
the provision of subsidized child care by the Early Learninq Coalition. The reQuired
match for an investment in Collier of $2,500,000 is about $150,000. $75,000 is bejng
provided by NCEF, an arm of the Naples Wjnter Wine Festival, and $50,000 is bejnq
provided by in-kind funds from projects also supported by NCEF. We also seek to have
staff work with representatives of the Early Learninq Coalition to create potential plans
for the consideration of multi-year collaborative match support jncorporatjng the
$250,000 commitment by NCEF, again so that jn future years the approxjmately 500
Collier low-waqe citizens may remain or become employed throuqh the provision of
subsidized child care, therebv avoidjnq their need for other public assistance.
Please explain in detail the action you are askinq the Commission to take (attach additional
page if necessary):
1. Recommend the issuance of $25,000 in match support for the Early Learning Coalition
investment of approximately $2,500,000 in discretionary funding for Collier FY11.
2. Support discussions amonq Coalition, NCEF. and BCC staff to create
recommendations regarding multi-year match support for Collier low-wage citizens so
that the county may continue to accrue the return on investment of $16.67 for each
dollar provided. thereby retaininq approximately 500 in the work force and avoidinq their
need for other public assistance.
