EXECUTIVE SUMMARY
Recommendation to approve the submittal of a Florida Boating Improvement Program
Grant Application in the amount of $285,000 to the Florida Fish and Wildlife Conservation
Commission and to authorize the Board Chair to execute a resolution providing for same.
OBJECTIVE: To receive approval from the Board of County Commissioners to submit a
Florida Boating Improvement Program Grant Application. This application is a Boating Access
Facilities grant from the Florida Fish and Wildlife Conservation Commission and would be used
to expand recreational boating opportunitics for County residents and visitors.
CONSIDERATIONS: The Florida Fish and Wildlife Conservation Commission are
encouraging counties to apply for grants to improve recreational boating in their areas through
the Florida Boating Improvement Program (FBIP). FBIP provides competitive grant funding to
county governments for enhancement of recreational boating throughout the state. The program
receives funding through a portion of boater fuel taxes. Grantees are given approximately one
year to complete their projects.

The Parks and Recreation Department is seeking a FBIP grant to fund repairs to Ann Olesky
Park. The project includes expansion and construction to the existing boat dock, boat ramp, and
parking lot as well as construction of a seawall to diminish erosion to park property. Grant
funding will create improvements needed to increase boater access for the public.
Preliminary project cost estimate for the survey, design, engineering, pennitting and construction
is $285,000. This will include additional parking spaces and boat trailer parking spaces to the
existing parking lot; repair of the existing boat ramp and boat dock; and construction of seawall.
Included in the back-up is a resolution that authorizes the County Manager to designate a staff
project manager to apply for and administer the grant on behalf of Collier County with all
understandings and assurances contained herein, and also authorizes Staff to act in accordance
therewith. A resolution with such authorization is required to be submitted with the Florida
Boating Improvement Program Grant Application.
FISCAL IMPACT: The total grant award is $285,000 and would be used to fund the design,
pennitting, and construction of the improvcments. No matching funds arc rcquircd from thc
Gcncral Fund.
GROWTH MANAGEMENT IMPACT: Ann Olesky Park is invcntoricd as a Rcgional Park.

RESOLUTION AFFIRMING A GRANT APPLICATION TO
THE FLORIDA FISH AND WILDLIFE CONSERVATION
COMMISSION, FLORIDA BOATING IMPROVEMENT
PROGRAM.
WHEREAS, the State of Florida Fish and Wildlife Conservation Commission (FWC)
encourages counties to improve recreational boating in their areas through the Florida Boating
Improvement Program (FBIP); and
WHEREAS, Collier County desires to enhance the recreational boating opportunities for
Collier County residents and visitors; and
WHEREAS, the Parks and Recreation Department is requesting that the Board of
County Commissioners affirm submittal of a grant application to the FWC on behalf of Collier
County and authorize the County Manager to designate a staff project manager to perform all
necessary acts to obtain these grants and to accomplish the goals of such a grant if awarded to the
County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:
The Board of County Commissioners affirms submittal of the grant application to the
Florida Fish and Wildlife Conservation Commission, attached hereto, and authorizes the project
manager to apply for and administer the grant on behalf of Collier County with all
understandings and assurances contained therein, and also authorizes Staff to act in accordance

Lake Trafford is a shallow, 1600,acre lake, Florida's largest lake south of Lake Okeechobee. It is the headwaters of several
important ecosystems; Corkscrew Swamp, Imperial. Cocohatchee River and Camp Keais Strand. Outdoor enthusiasts value the
lake as a resource for recreational boating and fishing. At completion of the Lake Trafford restoration project the boat ramp, park
parcel. parking lot and boat dock went through considerable wear and tear.The boat ramp is constantly being eroded from the wave
action of the lake. Erosion has caused considerable loss of shoreline (approximately 7 feet).
This ramp is used for recreational boaters for Eastern Collier, Hendry and Lee County. Ann Olesky Park, which is located at Lake
Trafford, facilitates approximately 184 to 200 boat launches per month using the boat ramp. The park has an average of 1.000
visitors monthly.
This Park is a pristine piece of our eeo-system. Bird watching enthusiasts frequently visit the park and enjoy the amenities

The restoration of Lake Trafford will not end with the completion of dredging. The Parks and Recreation
Department plans to maintain the health of the lake and improve Ann Olesky Park by :

a, Explain how the project may impact the environment and describe any mitigation or actions proposed to minimize impacts.
Over time, nutrient runoff from nearby agriculture and urban developments shifted the lake's native aquatic
vegetation to dense mats of exotic hydri II a. Herbicides were used to control the hydrilla and dead plant material
accumulated on the bottom of the lake. This triggered algae blooms and reduced the lake's dissolved oxygen levels,
resulting in periodic fish kills. Congress approved the restoration of the lake in the Water Resources Development
Act of 1996 to improve the health of the lake. With Big Cypress Basin ad valorem funds, supplemented by grants
from the Florida Fish and Wildlife Conservation Commission and Collier County Tourist Development Council, the
project was completed in November 20] O.
XIII-BOATER SAFETY

The boat ramp is causing damage to vessels and motors at this time. Stabilization of the area on the side and re- contructing the
ramp will prevent future erosin on the property .
The boat dock does not allow boater to park the vessels and go re-treat the trailers. The expansion and floating dock will alleviate
this issue.
