EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign Agreements with the David Lawrence Center, National Alliance on Mental Illness of Collier County, Inc., and the Collier County Sherifrs Office to operate the Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant and associated budget amendments. Funding has been provided through Memorandum of Understanding #LHZ25 from the Florida Department of Children and Families. OBJECTIVE: To approve and authorize the Chainnan to sign Agreements with David Lawrence Center, National Alliance on Mental Illness of Collier County, Inc., and the Collier County Sheriffs Office to operate the Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant and associated budget amendments. Funding has been provided through Memorandum of Understanding #LHZ25 from the Florida Department of Children and Families. CONSIDERATIONS: The Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant was created within the Department of Children and Families by the 2007 Legislature (Section 394-658, Florida Statutes). The purpose of the program is to provide funding to counties to plan, implement, or expand initiatives that increase public safety, avert increased spending on criminal and juvenile justice, and improve the accessibility and effectiveness of treatment services. The program serves persons who have a mental illness, substance abuse disorder, or co-occurring mental health and substance disorders and who are in, _. or at risk of entering, the criminal or juvenile justice system. On February 8, 2011, agenda item ]6D2, the Board of County Commissioners approved a Memorandum of Understanding with the Florida Department of Children and Families to accept a sum of $548,490 over three (3) years with $182.830 of that total grant amount being awarded for state fiscal year 2010-20] 1. Collier County's Housing, Human. and Veteran Services department will act as the fiscal agent for the grant and has been allocated sufticient grant funds to pay operating costs. The following table details the first year allocation of the grant funding provided. FISCAL IMPACT: The total three (3) year grant award is $548,490. Of this total amount, $182,830 has been awarded for state fiscal year 2010-2011. No general funds are associated with this project. GROWTH MANAGEMENT IMPACT: There are no growth management impacts associated with this item. AGREEMENT FOR CRIMINAL JUSTICE, MENTAL HEALTH AND SUBSTANCE ABUSE REINVESTMENT GRANT THIS AGREEMENT, made and entered into on this 22nd day of March 2011, by and between the National Alliance on Mental Illness of Collier County, Inc., EIN 65-0047747, (d/b/a NAMI), authorized to do business in the State of Florida, whose business address is 6216 Trail Boulevard, Building C, Naples, Florida 34108, hereinafter called the "Contractor" (or "Consultant") and Collier County, a political subdivision of the State of Florida, Collier County, Naples, hereinafter called the "County": WITNESSETH: 1. COMMENCEMENT. The contract shall be for a one (1) year period, commencing on March 22, 2011, and terminating on March 21, 2012, The County may, at its discretion and with the consent of the Contractor, renew the Agreement under all of the terms and conditions contained in this Agreement for three (3) additional one (1) year periods, The County shall give the Contractor written notice of the County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in effect. 2. STATEMENT OF WORK. (estimated fiscal impact $172,500) OBJECTIVE: To approve grant related expenditures in excess of $50,000 for three (3) properties acquired under the Neighborhood Stabilization Program to fund rehabilitation activities. Funding will ensure compliance with Collier County building code regulations and further the goals and objectives of the Housing Element of the Growth Management Plan. CONSIDERATIONS: Collier County has purchased three (3) single-fanlily residential dwelling units under the Neighborhood Stabilization Program. Prior to purchase, Housing, Human and Veteran Services conducted pre-purchase inspections of each dwelling and has estimated rehabilitation expenses to be in excess of $50,000. L"_ Rehabilitation projects located on Gilchrist Street and 51 st Terrace SW have been competitively procured and the lowest, most qualified, and responsive bids received were in excess of $50,000. The rehabilitation project locatcd on 19th A venue SW had a pre-purchase inspection in excess of $50,000 by Housing. Human and Veteran Serviccs. In order to ensure that the units are safe and decent, as well as in compliance with code and building regulations, all units will require extensive repairs. Additionally, all units will require an appliance package. Supporting documentation is attached to this item. According to Section VIII(C)(x) of the Neighborhood Stabilization Program Administrative Plan, approved by the Board of County Commissioners on March 24, 2009 and amended on October 27,2009, rehabilitation costs shall not exceed $50,000 and any expenditures in excess of this limit must be specifically approved by the Board of County Commissioners. Approval of this item will authorize grant related expenditures in excess of $50,000 and payment of all invoices received from the lowest, qualified and responsive vendors procured.
