OBJECTIVE: To obtain authorization.for a Budget Amendment to transfer $146,000 from County
Wide Capital Fund 301, Project. 52004, to Reroofing Project 52161 ,so that sufficient funds are
available for replacing the.existing, deteriorated roof on Government Center Building C, housing
the Tax CollectOr's and.the Supervisor of Elections' offices.
CONSIDERATIONS: Building Ccurrently houses the Ta~ .CoJlector(C..1) and the Supervisor of
Elections(C~2). A portion of the C~1 section is one of the four original buildings erected on the
Government Center site in. 1961. The original building has had five (5) additions: two on the west
end added in 1987, one large addition along thesouthside(designatedC~2) in 1987, an addition
to C~2 in 1989, and finally an addition on the north side in 1995. Thereisa long, flexible, expansion
joint in the roof separating the . C~1section from the C-2 section, .and another separating the C~ 1
section from the 1995 north side addition.

Most (93%) of the existing roof system on Building C was instaUedin 1987 and 1989 when the C~2
sections and the adqitionsto C~1 were completed. The roof is now 24 years old and has been
patched numerous times after leaks developed. . The only newer roof section is on the north side,
1995 addition, buUhis section also has > had leaks along its expansion joint. The expected useful
life of this type of low~slope, roofing system is 20 years. .
Many of the leaks that. have occurred were locateci along. the .expansion joif'lt separating the C~ 1
and. C~2portionsof the buildin.g. At present, there are severalsmaU leaks along this same
expansion joint. In . addition, the entire surface of the building complex has. low areas w~rerain
water ponds. and there... are also numerous .large ."blisters" in. the.. roof membrane. Both.. the low
areas and the blisters have been caused by leaking water soaking into the in~ulation layer between
the roof deck and the roof membrane. This condition is indicative ofaroof system that is aUhe
end of its useful life. The attached . photographs taken during the survey of the roof illustrate the
areas and problems noted.
Facilities Management has developed a reroofing package of drawings and specifications that will
address and correctdesigndeficiencies in the existing expansion Joint and in the insulation system
previously. used. This specification . provides for a "20 year, no dollar Umitwarranty" on the new
system. In addition, staff has incorporated a "highly reflective" topsheetofthe two-ply (membrane)
system that will provide an. improved, energy efficient roof system.
Since this roof is well past its useful life, staff recommends that it be repfaced .immediately, before
the upcoming rainy season and hurricane Season this summer. Staff.is proposing a total budget
for this roof repair project of $299,900
