Mr. Palph Knowlcs spoke with regard to his request for the

and waterline district for Bailey ~ne and the preliminary assessment
roll.
Public Works ^dministr~tor Barksdale explained that last october
the BOArd accepted a petition from 57\ of the owners on Bailey Lane and
directed his department to obtain the right-or-way and prepare the
preliminary aBsessmont and feasibility report which he sAid has been
done. He said the City has been advised th~t the water supply i8
available for the water lin~ and the fire district has agreed to accept
and ~Aintaln the hydrants Installed.
The total road assessment ~s $92,157, which Is $19.48 per front
foot tor the roadway and the water line is $42,578 or S9.00 per lineal
foot for a total of $20,.48 per linoal foot for the prel tminary
assessment, ~r. Barksd~le s~id.
Mr. Barksdale noted one letter from Mr. John Gor~y who owns a
small lot on the entrance road to Bailey Lðne who objected because a
zoning decision rftstricted hi. use of his lot.

Utilities Manager Berzon explained that as Board of Governors the
Commissioners were being asked to adopt the rates In the proposed
resolution. He ref6rred to a chart on an overhead board which show.d
what the project cost is and what the deficit is between the total
project costs and what the F'm1l,1. cost is at this time lInd what that
doficlt translates into a debt service on an annual basla. He said
there would be a total expenditure of $~7,305 a year and from that,
based on an estimated 425 initial connections, the rata would be $11.25
per month, for single family, two-bath residence.
Mr. Berzon emphnsized the following pointsr
I. The total project cost is that estimated of June 1981
prior to the loan c¡~sing, and that the constru~tion
is still not complote.
2. He paid compliments to the Attorney and Fiscal Officer for
the mðnncr in which the County was able to earn some
monies during the construction which had a substantial
effect on reducing the total project cost.
3. Tho ratp.8 and expenditures for tho coml~g year are
merely estimated.

reason for any on ~arco Island.
Chairman pistor mentioned the people in this area who go North
five or six ~onths of the year and asked Mr. Berzon to explain why they
should have to continue to pay for sewage use. Mr. Berzon said that
there was a lawsuit in North Naples ðnd the court upheld the County on
the basis of. this method of determination of ratos. Tho reason there
can be no porcentage of water 1s that the County does not operato tho
water 8yste~ on ~arco Island, and the County will be metering the
sewage but not at the individual homes, Mr. Borzon explained. He said
the sewage going into ~arco system will be billed accordingly and that
is reflected in $38,800 for sewage treDtmcnt and maintenance by the
[)eltonI' System.
Mr. I. E. Evans spoko against the phase I Sewer program,
questioning why Deltona should be p~id the aforementioned sum and
protesting a person paying for u~c when that person is absent from his

She explained that there was a well In Section 21 which has been
plugged and abandoned and they are continuing exploration of the Turkey
Foot area, in the same section, and request the extension due to the

Discussion was held regarding taxation for other ~inerala being
extracted. County ^ttorney pickworth noted that the matter has b~en
back and forth in the courts tor some time, with a Statuto which prov-
ides for severance tax.

Public Safety Administrator Hafner presented a proposal ~or the
continuation of the Motor Vehlclo Inspection Station to ~ugust 29, 19B1
to prevent the public who requ1re inspections for the month of August
from being ticketed for not having their vehicles inspected.
Commissioner Wimer asked for the record to reflect that he
received many phone calls strenuously objecting to the continuation of
the Motor Vehicle Inspection Station beyond the Board's previously
agreed date of August 7, 1981.
After a short discussion, Commissioner Wimer moved, seconded by
Commissioner Wenzel and carried 5/0, that the Motor Vehicle Inspection
Station not be operated until August 29, 19B1.

County Manager Norman explained the routine situation whereby the
County contracts with people to provide for services and the fees pay
for the services.

Tennis Supervisor, be approved with the entire contract being paid for
by fees and not from ad valorem taxes.

MOTEL/HOTEL COMPLEX
Commissioner Wimer explained he has received a letter from Mr. and
Mrs. Dðvid Friday opposing the Johnson Bay Club being issued ð permit
as a motel/hotel complex and that the letter specifically asked that
Commissioner wimer bring it to the Board's attention.
County Manager Norman explained the Issue Is whether or n0~ the
County has complied with the Ordinance in issuing said permit and, If
so, should the Ordinance be changed. Mr. Virta said he did net think
the permit has been issued since there was a question regarding
electrical moters. He said his department has advised the Johnson Bay
Club that their advertising materials are contrary to the County's
zoning regulations and requested that they properly advertise the
