EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign an amendment to the 2010-2011
Home Investment Partnership Program (HOME) Subrecipient Agreement with Habitat for
Humanity of Collier County approved on October 26, 2010. This amendment is to revise Exhibit A,
Scope of Services, in order to incorporate procurement language in the scope.
OBJECTIVE: Recommendation to approve and authorize the Chairman to sign an amendment to the
2010-2011 Home Investment Partnership Program (HOME) Subrecipient Agreement with Habitat for
Humanity of Collier County approved on October 26, 2010. This amendment is to revise Exhibit A, Scope
of Services, in order to incorporate procurement language in the scope.
CONSIDERATIONS: On April 27, 2010, the Board adopted Resolution No. 2010-85 approving the
2010-2011 Action Plan (Item 16D15), and authorized its submission to the U.S. Department of Housing
and Urban Development (HUD). A listing and description of proposed projects, the amount of funding
for each project, and the Subrecipient Agreement template for each type of grant were also included in the
Action Plan submission.
On August 6, 2010, HUD provided the FY 2010-2011 entitlement funding letter and agreements to the
County in the amount of $3,376,051. The Board of County Commissioners (BCC) accepted receipt of
this entitlement funding on September 14, 2010 (Item 16D 12). The individual subrecipient agreements
and project scopes were approved and signed by the Chairman on October 26, 2010 (Item 16D3).
In summary, the proposed amendment:
1. Updates the Scope of Services; A. Project Scope, and C. Project Work Plan in Exhibit A of the
original Subrecipient Agreement. In the original agreement, Habitat was using volunteers, Habitat
staff and future homeowners working sweat equity hours to perform the rehabilitation. The revised
language will allow Habitat to go out to bid for a general contractor for some of the items; which
may include but not pe limited to, repair and/or replacement of the following: roofs, floors, ceiling,
walls, structural items, doors, windows, HV AC, electrical, plumbing systems, fixtures, appliances,
landscaping, irrigation systems, painting, driveways, pest control, termite treatments and other
related items.
FISCAL IMP ACT: No general funds are associated with this amendment. Expenditures for the HOME
project associated with this amendment have already been budgeted in HOME Grant Fund (705) for FYI O.
GROWTH MANAGEMENT IMPACT: The project associated with this amendment is consistent with
the Growth Management Plan.
LEGAL CON SID ERA TIONS: This item is legally sufficient for Board action. This item requires a
simple majority vote. - JBW

REHABILITATION
A. PROJECT SCOPE:
On April 27 ~ 2010, the Bee approved the IIun Action Plan allocating funding ror this

In the Action Plan for this progrum the intended outcome of this funding is for the

Any unexpended funds that may be available alter four (4) homes have been rehabilitated, may

scope described above. The 25% matching funds requirements are heing met by Habitat for
Humanity in the amount of $33~227.00 which must be shown in wTiting as invoices are
