EXECUTIVE SUMMARY
Recommendation for the Community Redevelopment Agency (CRA) to authorize the
Bayshore Gateway Triangle Executive Director to advertise an RFP for professional
services to update the 2000 CRA Redevelopment Plan and return with a contract for Board
approval.

OBJECTIVE: To authorize the CRA Executive Director to advertise an RFP for professional
services, through the Purchasing Department, to update th(: 2000 CRA Redevelopment Plan and
return with a contract for Board approval.
CONSIDERATIONS: The Bayshore Gateway Triangle CRA was created to remove slum and
blight from within the CRA boundaries. As contemplated by Part III, Chapter 163 Florida
Statutes, a Community Redevelopment Plan was adopted by the Board of County
Commissioners on June 13, 2000.
The CRA staff requires the services of a consultant to assist with the preparation, submission and
adoption of a revised Bayshore Gateway Triangle CRA Redevelopment Area Plan with a
DRAFT scope of work (Exhibit A) to include, but not limited to:

Public workshops;
Comprehensive inventory report to document existing conditions;
Inclusion of2011 Overlay District and Land Development Code (LDC);
Update original 2000 Redevelopment Plan, to include development of a Concept Plan
with Objectives and Strategies, and associated Implementation Plan;
Cultural District Plan;
Marketing Plan;
Tax Increment Financing (TlF) Projections Update; and
Development of a Capital Improvcments Plan to implement the updated Plan.
FISCAL IMPACT: lf a consultant is sclccted and approved by the CRA Board, a contract will
be necessary. CRA Plan agreements can range between $200,000 and $300,000. There are
sufficient funds available in the FY20 II budget from the capital appropriation unit Because this
contract will span two fiscal years, CRA approval of a contract will require the unspent contract
value from FY201 1 to roll into FY2012.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. This item requires a majority vote. (STW)
RECOMMENDATION: That the CRA Board authorizes the CRA Executive Director to
advertise an RFP for professional serviccs to updatc the 2000 CRA Redevelopment Plan.

"Baysbore Gateway Triangle CRA Redevelopment Area Plan Update and Related Services"
Services to be provided shall include, but not be limited to professional consultant services
including, but not limited to, the Update of 2000 CRA Redevelopment Area Plan, to include
development of a Concept Plan with Objectives and Strategies, and an associated
Implementation Plan; Economic Market Review and Development Analysis; Tax lncrement
Financing (TIF) Projections Update; Zoning Overlay Inclusion; Cultural District Plan; Marketing
and Promotions Plan; and Capital Improvements Plan.
SCOPE OF SERVICES
Overview
The Collier County Community Redevelopment Agency (CRA) hereby requests proposals, from
firms or individuals, with credentials in planning, urban/suburban design, and economic
development consulting services, who are interested in performing professional consulting and
planning services to accomplish the below scope of work for services that will reflect the
outcome of an outreach strategy including community and stakeholder involvement process. The
revised Redevelopment Area Plan shall include, but not be limited to:
· Public workshops;
· CRA area present and future economic market analysis based on a comprehensive parcel
inventory report that documents existing conditions;
· Inclusion of existing Overlay District provisions into area analysis;
· Update of original 2000 Redevelopment Area Plan. to include development of a Concept
Plan with Objectives, Strategies and an associated Implementation Plan;
· Develop a Cultural District Plan and Markcting & Promotions Plan;
· Tax Increment Financing (TIF) Projections Update; and
· Development of a Capital Improvemcnts Plan to implement the Plan.
Consultants are expected to have an expertise in Community Redevelopment Agencies, city and
county government processes, Florida land use planning, Geographic Information Systems
(GIS), public participation processes. and housing/business economic analysis.
Scope of Work - Specific Tasks (Tasks do not bave to be conducted sequentially as
numbered and tbe prefercnce would be for multiple tasks be performed in parallel
(simultaneously) wbere applicable.
Task - Bayshore Gateway Triangle Redevelopment Area Comprehensive Future Economic
Market Review and Development Analysis
Perform a CRA area-wide prcsent and future economic analysis based on a comprehensive
parcel invcntory report, commercial and rcsidential uses study that documents existing
conditions, and projects future growth.

Primary Tasks:
. Review past economic analysis reports;
. Interview regional economists and their recent work;
· Conduct an in depth review/study (ground truth) of the current state of the CRA;
· Analyze the current residential/commercial market to include demographics, market
potential, development opportunities; and
. Present the Review and Development Analysis.
Task - Bayshore Gateway Triangle Redevelopment Area Overlay Districts (BMUD &
GTMUD) and Relationship to Collier County Land Development Code
lnclude the Bayshore Mixed Use District (BMUD) and Gateway Triangle Mixed Use District
(GTMUD) Overlays (to be adopted in 201l) in all analysis.
Primary Tasks:
· Review the Overlays as they relate to the CRA zoning;
· Analyze effectiveness in encouraging or supporting redevelopment of existing sites,
Task - Develop a Cultural District Plan and Marketing & Promotions Plan
Create a stand-alone Cultural District document as well as a Marketing & Promotions Plan that
supports the strategies and principles within the Redevelopment Plan.
. Determine the Cultural District boundaries.
· Recommend an organizational structure for the Cultural District. to include the
establishment ofa structure (statTIng) to direct the daily operations of the program and
budget, coordinate with program partners, and establish a monitoring procedure to ensure
quality and success.
· Develop a business plan, business marketing plan and organizational structure to
establish a business incubator program that develops business enterprises that includes
arts and cultural venues; and establish monitoring procedures to ensure quality and
success.
· Development of a brand for the area, a marketing strategy and the establishment and
coordination of annual events that promotes the program.
· Development and implementation of a program that will encourage private home
ownership through the creation of through the attraction of arts and arts-related
investment and business to the target area.
Task - Bayshore Gateway Triangle CRA Redevelopment Area Plan Update
Update the original Redevelopment Area Plan in view of the current area conditions and future
projections. Include commercial, residential and infrastructure development projects;
recommended improvement programs; proposed redevelopment sites and opportunities; identify
development catalyst sites and projects; and prioritize each to achieve the goals and objectives of
the updated concept plan,

Primary Tasks:
. Conduct public workshops, as needed, to gather information/community support;
· Review historical documents, completed reports/analyses and current projects.
· I nclude Task I inventory report to document existing conditions;
· Include Cultural District Plan;
· Include Marketing & Promotions Plan;
· Update the 2000 Redevelopment Area Plan, to include development of a Concept Plan
with Objectives and Strategies, and an associated Implementation Plan.
Task - Bayshore Gateway Triangle CRA Tax Increment Financing Projections
Update Tax Increment Financing (TIF) Projections to reflect ground truth economic analysis
performed in Task 1, and future growth projections for future build-out.
Primary Tasks:
· Review all historical TIF projection reports and analyses;
· lnclude inventory and economic analysis report to document project growth and increase
in property values;
· Develop assumptions regarding the timing and probability of new construction;
· Develop assumptions regarding the future rate of appreciation;
· Review past, current and projected future county mileages;
· Develop a report that projects TIF 201 I - 2030 based on future growth.
Task - Bayshore Gateway Triangle Redevelopment Area Capital Improvements Plan
Develop a Capital improvemcnts Plan based on the research. study and assumptions.
Primary Tasks:
· Document proposed CRA projects and programs and develop a cost analysis and time line
to implemcnt;
· Collect Capital Improvement sourccs of data;
· Develop Capital Improvements plan content;
. Draft a Capital lmprovements plan with the CRA; and
· Develop a final Capital Improvements Plan.
Task - Bayshore Gateway Triangle Redevelopment Area Plan Update Approval
Attend staff and Board meetings as required to achievc approval of thc Plan.
Primary Tasks:
· Include all tasks in the updated draft Plan for review and approval;
· Present the Plan to the public (one meeting);
· Attend Land Development Services Department review meetings, as required;
· Present Plan to Collier Planning Commission, if required (two meetings); and
. Present to Local CRA Advisory Board (one meeting);
· Present to CRA/BCC Boards tor final approval (one meeting).
