06/26/2018 EXECUTIVE SUMMARY Recommendation to approve the FY18 Program of Projects and submittal of a grant application for the Federal Transit Administration (FTA), 49 U.S.C. 5307 FY18 grant funds in the amount of $2,590,120 through the Transit Award Management System (TrAMS), accept the award and authorize any necessary Budget Amendments in FY18 and FY19. (Total Fiscal Impact $ 3,397,821) OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System. CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division receives federal grant funds for the management of the CAT system under the Urbanized Area Formula Program (49 U.S.C. 5307) to be used predominately for transit capital projects as defined by FTA. FTA published an apportionment for the formula funds on May 8, 2018. Collier County is located within the Bonita Springs/Naples Census Urbanized Area; therefore, a portion of the 5307 funding is shared with Lee County. The amount allocated to the Bonita Springs/Naples Urbanized Area is $3,214,306 based on the apportionment issued May 8, 2018. The apportionment designated for CAT is $2,590,120 and $624,186 for Lee County Transit. Staff prepared the proposed Program of Projects based on a $2,590,120 total. The Program of Projects has gone through the Public Involvement Process, including receiving an endorsement from the Public Transit Advisory Committee (PTAC). Proposed projects include: 1. Transit improvement projects including bus wraps and the purchase and construction of bus shelters 2. Security enhancements that include installation of backup sensors and flashers to backlights of vehicles 3. Provision of Americans with Disabilities Act (ADA) paratransit services 4. Operating assistance for transit operations and fuel. 5. A grant application must be entered into TrAMS to utilize these funds. The application has been prepared and attached for the Board of County Commissioner’s (Board) consideration. The capital portion of the grant requires a 20% match. Collier County has received approval from the Florida Department of Transportation (FDOT) for the use of $445,605 toll revenue credits as a soft match for the grant. 06/26/2018 After review and approval by FTA, the grant award is electronically executed in TrAMS by the Public Services Department Head, who serves as the Board-appointed designee. PTNE and the Office of Management and Budget grants compliance staff will also use the electronic system to manage the project and submit all required reports. As noted in the attachment, these funds are used for both capital and operational costs. Hence, it is essential that funds be budgeted in time for the beginning of FY19. In light of these considerations, staff is requesting pre-award authority from the Board to create the required budget appropriations for the new fiscal year to ensure continued and immediate operational funding in the new fiscal year. FISCAL IMPACT: A Budget Amendment is required in FY18 in the amount of $2,590,120 to recognize the grant revenue funds to CAT Grant Fund (424), Project 33570. Collier County has received approval from FDOT for the use of toll revenue credits in the amount of $445,605 as a soft match in FY18 toward the 20% capital match requirement. A cash match of 50% is required for the operating assistance portion of the award and is available within CAT Match Fund (425) Reserves in FY19 supported by an annual transfer of General Fund (001) Revenue. A Budget Amendment in FY19 is required within CAT Match Fund (425), Project 33570 in the amount of $807,700. In addition, a Budget Amendment is required in CAT Grant Fund 424 Project 33526 in the amount of $1.00 to correct a variance in the FTA FY17 5307 grant award. GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the Transportation Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. - JAB RECOMMENDATION: To approve the Program of Projects identified herein and authorize PTNE staff to apply and submit the attached grant application for the FTA, 49 U.S.C. 5307 available grant funds for Fiscal Year 2018, and to exercise pre-award authority, accept the award and authorize the necessary budget amendments in FY18 and FY19.
