EXECUTIVE SUMMARY
Recommendation to approve the FY18 Program of Projects and submittal of a grant application
for the Federal Transit Administration (FTA), 49 U.S.C. 5339 FY18 grant funds in the amount of
$411,466 through the Transit Award Management System (TrAMS).
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division
receives federal grant funds for the management of the CAT System under the Bus and Bus Facilities
Urbanized Area Formula Program (49 U.S.C. 5339) to provide capital assistance for new and replacement
buses, as well as related equipment and facilities. For urbanized areas with populations of 200,000 and
over, funds are appropriated and flow directly to a designated recipient. Collier County is the designated
recipient for the urbanized area. The amount allocated to the Bonita Springs/Naples Urbanized Area is
$411,466.
FTA published an apportionment for the formula funds on May 8, 2018. Staff prepared the proposed
Program of Projects based on a total of $411,466 of urbanized area funds for the Bonita Springs/Naples
Census Urbanized Area. The Program of Projects has gone through the Public Involvement Process,
including receiving an endorsement from the Public Transit Advisory Committee (PTAC).
The projects proposed for the funding include the purchase of warranties for vehicle locator software, new
software for paratransit vehicles, and the purchase and construction of bus shelters. A grant application
must be entered into the FTA TrAMS to utilize these funds. The application has been prepared and
attached for the Board of County Commissioner’s (Board) consideration. The grant requires a 20% match
for all capital projects. Collier County has received approval from the Florida Department of
Transportation (FDOT) for the use of $102,867 toll revenue credits as a soft match for the grant.
After review and approval by FTA, the grant award is electronically executed in Tr AMS by the Public
Services Department Head, who serves as the Board-appointed designee. PTNE and the Office of
Management and Budget grants compliance staff will also use this electronic system to manage the
project and submit all required reports.
FISCAL IMPACT: There is no fiscal impact associated with this action. A Budget Amendment will be
required to recognize funding when FTA awards the grant to the County. The application amount of
$514,333 consists of $411,466 in federal funding and required mat ch of 20% or $102,867. The match is
available through the allowed use of toll revenue credits. Annual maintenance costs for bus shelters
average between $1,125 and $1,625 per shelter. Total annual maintenance averages to about $30,000 per
year. The maintenance costs are typically paid for by grant funding.
GROWTH MANAGEMENT IMPACT: Transit capital improvement supports goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board approval. - JAB
RECOMMENDATION: To approve the Program of Projects identified herein and authorize PTNE staff
to apply for and submit the attached grant application for the FTA, 49 U.S.C., 5339 available grant funds
for Fiscal Year 2018.

Enchancement Division Fiscal Year 2018/2019 Section 5339 capital grant application to the
Federal Transit Administration (FTA). This grant will be used for projects proposed for the
funding may include, as funding permits Purchasing Paratransit software and warranties for
existing paratransit software, and the design, purchase and construction of bus shelters at the
Fleichmann Park location .
The Department concurs with Public Transit & Neighborhood Enchancement Division request
by authorizing the $102,867.00, according to the enclosed Department memorandum of May 30
2018 from Gerard O'Rourke, State Freight and Logistics Administrator.
The following two actions are very important for Public Transit & Neighborhood Enchancement
Division staff to carry out:
1. The amount and the use of these TDCs, the Department's Financial Management Project
Number and the page in the State Transportation Improvement Plan (STIP) where this
project is listed should be included in Public Transit & Neighborhood Enchancement
Division FTA Section 5339 grant application project budget sheets, and
2. Please send a copy of this letter and Mr. O'Rourke's authorization memorandum to the
FTA Project Manager for Public Transit & Neighborhood Enchancement Division.

This is in response to the memorandum dated May 24, 2018, requesting the Department's authority to grant a
request by Collier County Area Transit to use state toll revenue credits in the amount of $102,867 as soft
match for the pending capital portion of their FTA Section 5339 grant application. In accordance with Title 23
United States Code Section 120(i)(1) and the State of Florida's adopted policy regarding the use of toll revenue
credits for public transit capital and planning projects, we concur with your determination of eligibility and
hereby authorize Collier County Area Transit to use $102,867 of Florida toll revenue credits as soft match for
these FTA projects.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects at a 100%
federal share. When providing a copy of this authorization to Collier County Area Transit please ask them to
reference the use of this credit in their project budget sheets of their FTA application, and send a copy of this
authorization letter to their FTA Project Manager. Also include the item number reference where these
projects are included in the STIP. FDOT will work with the Federal Highway Administration to ensure that the
use of the toll revenue credits is properly accounted and recorded.
