EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment recognizing additional funding in the amount
of $196,000 for the State Housing Initiative Partnership (SHIP) Program for FY 2017/2018.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the SHIP Program.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act to provide funding to local communities to promote and advance affordable
housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under
the SHIP Program, Collier County and the City of Naples receive funds from the State of Florida through
the Florida Housing Finance Corporation (FHFC) to undertake eligible activities.
As a result of Hurricane Irma, additional SHIP Disaster Recovery funds have been made available to
communities impacted by the storm. Collier County has been awarded an additional $196,000 of State
fiscal year 2017/2018 SHIP disaster funding which includes the city of Naples allocation of $11,074.
These funds will provide additional support to the SHIP Mobile Home Demolition/Replacement and
Owner-Occupied Rehabilitation program strategies outlined in the 2016/2019 Local Housing Assistance
Plan (LHAP) that was approved by the Board on April 26, 2016, (16.D.4), amended October 10, 2017
(11E), and have an expenditure deadline of June 30, 2020. Staff can use a maximum of 20% for
Demo/Replacement, 10% for administration and the balance for Owner-Occupied Rehabilitation as listed
in the chart below:

FISCAL IMPACT: The budget amendment recognizes $196,000 available from the Florida Housing
Finance Corporation. All funds are available within SHIP Grant Fund 791, Project 33568. The proposed
action does not have an impact on the General Fund.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
RECOMMENDATION: To authorize a budget amendment recognizing additional funding for the SHIP
FY 17/18 in the amount of $196,000.
