EXECUTIVE SUMMARY
Recommendation to approve a $296,621.99 work order under Request For Quotation 14-6213-121
to Quality Enterprises USA, Inc., for the Manatee Road Potable Water Storage Tank - Upgrades
Project No. 70187 and authorize the necessary budget amendment.
OBJECTIVE: To maintain water quality standards, meet regulatory compliance and ensure reliability of
the Manatee Pump Station.
CONSIDERATIONS: The proposed scope of work under Project 70187, “Manatee Road Potable Water
Storage Tank - Upgrades Project” is consistent with the Capital Improvement Program (CIP) contained in
the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan
approved by the Board of County Commissioners (Board) on November 10, 2015, Agenda Item 9C, as
Appendix III of the 2015 AUIR/CIE. Funding is available in, and is consistent with, the FY2018 CIP
Budget.
The Manatee Pump Station provides water service to approximately 35,000 residents in the southern
service area, including the Isles of Capri. The station includes a 110-foot diameter, 31-foot-high 2 MG
above ground water storage tank, pump and control building. Tasks include adding a tank mixer, tank
sediment removal, adding a tank parallel fill line, valve replacement and adding a tank level indicator.
Water inside the tank is losing its chlorine residual faster than expected. A water quality consultant
reviewed existing conditions and recommended a tank mixing system. The tank will be drained to install
the tank mixing system thereby allowing sediment removal.
The tank has one single fill point and cannot operate continuously if maintenance or feed valve
replacement is needed. A second parallel fill line will be installed to allow for continuous operation and
maintenance. Fill line improvements include replacement of a 16” valve used to fill the tank, originally
installed in 1982. Work includes installation of an orifice plate to prolong the life of the new 16” valve.
The original tank level indicator no longer functions due to age and will be replaced as is required by the
Manatee Pump Station operating permit.
Request for Quotation 14-6213-121, “Manatee Road Potable Water Storage Tank - Upgrades Project,”
was posted May 4, 2018, and distributed to the six vendors approved for underground utilities the Fixed-
Term Underground Utilities Contract 14-6214 via the county’s electronic quote process. Three vendors
submitted quotations by the May 18, 2018, deadline. The quotations are summarized below:

Mitchell & Stark Construction Co., Inc. $415,000.00
Staff and local engineering consultant, Hole Montes, Inc., determined the lowest quote is fair and
reasonable, and recommend awarding the work order to Quality Enterprises USA, Inc. The Quality
Enterprises USA, Inc., quote is consistent with the project consultant’s $313,000 opinion of probable cost.
The Procurement Services Division concluded the quote was competitive and representative of market
conditions.
There may be unforeseen conditions associated with the project. The solicitation incorporated an
allowance of $25,000 that included, but was not limited to, additional repairs that were not identified

during the initial inspections, but may be discovered during construction. The price for any additional
work shall be negotiated prior to commencement in accordance with the county’s Procurement Ordinance
and the terms of the agreement.
FISCAL IMPACT: A budget amendment is needed to transfer funds in the amount of $300,000.00 from
“Warren Street WM Looping”, project 70180, and “Trail Blvd. WM Replacement”, project 70181, to the
“Manatee Road Potable Water Storage Tank - Upgrades Project”, Project 70187, to cover construction
costs. The source of funding is the Water User Fees Fund (412). This is a repair/replacement project;
therefore, operating costs are not expected to change.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approves a $296,621.99 work order under Request for
Quotation 14-6213-121 to Quality Enterprises USA, Inc.; authorizes the Chairman to sign and execute the
attached work order; and authorizes the necessary budget amendment.
