EXECUTIVE SUMMARY
Recommendation to approve a Resolution supporting (1) the automation and remote monitoring of
Collier County’s Stormwater structures and facilities, and (2) the development of a local stormwater
management control system at the Emergency Operations Center, to be used for the joint
management of the Collier County Stormwater System by the South Florida Water Management
District/Big Cypress Basin and Collier County.
OBJECTIVE: To approve a resolution of the Board of County Commissioners of Collier County
supporting automation and remote monitoring of the County’s Stormwater System and the development
of a Local Stormwater Management Control Center.
CONSIDERATIONS: The Collier County integrated drainage system is comprised of three levels very
similar to our roadway system. The local or tertiary system is the first point of entry for stormwater. It
includes the roadside catch basins, conveyance pipes, and drainage swales. The secondary system is made
up of a series of smaller conveyance canals and ditches. The primary system is comprised of canals that
flow directly into the gulf. Collier County is unique in that the entire system is owned by Collier County,
but the majority of the primary system is managed and maintained by BCB/SFWMD through an
Interlocal Agreement (Agreement). In order for the entire system to function properly and efficiently it
must be maintained and operated in a seamless manner.
Per the Agreement, an annual review of the South Florida Water Management District (SFWMD)/Big
Cypress Basin (BCB) 2017 Fiscal Year Capital Plan was completed and approved by the Collier County
Board of County Commissioners (Board) during the regular commissioner meeting on May 24, 2016
(agenda item 16A17.) During that meeting, as part of the item approval, Commissioner Taylor requested
brief follow up clarification related to the “Remote Monitoring and Control” project, a two -year project to
establish communications with the Control Center located in West Palm Beach.
Remote monitoring of the BCB operated portion of Collier County’s flood control system is essential and
work under the project includes installation of additional antennae, generators and equipment needed to
monitor canal water levels and water level control structure floodgate op erations. Currently, staff at the
local BCB office manages system monitoring and control. Part of the project provides additional
communication ability to West Palm Beach which may supplant or subordinate the local management of
the system. This work was originally described as providing a communications link to the West Palm
Beach Control Center for local office back up and off-hour monitoring assistance, however, due to
security concerns, the proposal may shift the execution of daily control orders to West Palm Beach.
Collier County wishes to ensure that the highest level of coordination is achieved in the management of
the Collier County Stormwater Management System (System). County staff is currently moving forward
with planning for structure automation and remote monitoring under the Stormwater Utility initiative for
the County managed portion of the system. Collier County recommends and supports moving forward
with the development of a Local Stormwater Management Control Center at the Collier County
Emergency Operations Center (EOC). The EOC is a Category 5, fully redundant facility as well as the
hub of operations for Collier County during an emergency.
Additionally, staff has been coordinating with the Collier County Information Technology Di vision to
ensure that security issues are considered and potential threats will be mitigated as prudently as possible.
Most importantly, the development of the Local Stormwater Management Control Center provides for the
management of the complete system at one location and ensures the best talent and local experts are
available to manage the System and water resources for the citizens, businesses and visitors of Collier

County. County staff has been working jointly with staff members from the SFWMD and BCB to discuss
the specific details of shared resources, costs, software, etc. and to develop an interim process for
managing the system while the agencies work through the processes to stand up the control center.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as
to form and legality, and requires majority vote for approval. -JAK
FISCAL IMPACT: The proposed Fiscal Year 2019 Stormwater Capital budget (Fund 325) provides
for the integrated operation and maintenance of the system including the development of structure
automation and remote monitoring with a Local Stormwater Management Control Center. The source
of future funds is a non-ad valorem special assessment (Stormwater Utility).
GROWTH MANAGEMENT IMPACT: This item is consistent with the goals, objectives, and
policies of all applicable sections of the Stormwater Management and the Conservation and Coastal
Management elements of the Growth Management Plan.
RECOMMENDATION: To approve a resolution supporting advancing structure automation and
remote monitoring and the development of a Local Stormwater Management Control Center.

COLLIER COUNTY, FLORIDA, SUPPORTING (1) THE AUTOMATION
AND REMOTE MONITORING OF COLLIER COUNTY'S STORMWATER
STRUCTURES AND FACILITIES, AND (2) THE DEVELOPMENT OF A

EMERGENCY OPERATIONS CENTER, TO BE USED FOR THE JOINT
MANAGEMENT OF THE COLLIER COUNTY STORMWATER SYSTEM
BY THE SOUTH FLORIDA WATER MANAGEMENT DISTRICTBIG
CYPRESS BASIN AND COLLIER COUNTY.
WHEREAS, Collier County is implementing a Stormwater Utility which will provide
essential funding for Stormwater capital, operating and maintenance programs; and
WHEREAS, one necessary upcoming advancement under the new dedicated funding
source is water level and flow control structure automation and remote monitoring; and
WHEREAS, the South Florida Water Management District (SFWMD)Big Cypress Basin
(BCB) maintains and manages portions of the Collier County Stormwater System by Agreement,
including some water control structures, and Collier County maintains and manages the balance
of the system; and
WHEREAS, the South Florida Water Management District (SFWMD)Big Cypress Basin
(BCB) has advanced remote structure operations and monitoring capabilities; and
WHEREAS, the SFWMDBCB is currently funding a two-year "Remote Monitoring and
Control" project, to establish protected communications with the Control Center located in West
Palm Beach, including the installation of additional antennae, generators and equipment needed to
monitor canal water levels and water level control structure floodgate operations; and
WHEREAS, Collier County desires to ensure the highest level of coordination is achieved
in the management of the Collier County Stormwater and Flood Control Systems and work
together with the Big Cypress Basin/South Florida Water Management District to have a
centralized local operation and control center
WHEREAS, the County supports moving forward the development of a Local Stormwater
Management Control Center, to be housed at the Collier County Emergency Operations Center
which is a Category 5, fully redundant facility as well as the hub of operations for Collier County
during an emergency; and
WHEREAS, this is an opportunity for Agency partnership that is in the best interest of the
residents, businesses and visitors of Collier County.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Board of County Commissioners supports automating and remote monitoring of
Collier County's Stormwater structures and facilities.
2. The Board of County Commissioners supports the development of a Local
Stormwater Management Control Center, to be housed at the Collier County Emergency
Operations Center, to facilitate the shared management of the Collier County Stormwater
Management System by the South Florida Water Management District/Big Cypress Basin and
Collier County.
3. This Resolution shall take effect immediately upon adoption.
This Resolution is adopted after motion; second and majority vote favoring same, this
day of June, 2018.
