EXECUTIVE SUMMARY
Recommendation to approve a $607,453 purchase order to Stantec Consulting Services, Inc., under
Contract Number 14-6345 for Construction, Engineering and Inspection Services for the Public
Utility Renewal Project for 95th Avenue North, Project Numbers 60139 and 70120. (This is a
companion to Agenda Item 11.G)
OBJECTIVE: To obtain professional Construction, Engineering, and Inspection (CEI) services during
construction of the integrated Wastewater Basin 101 Project specific for 95th Avenue North. A companion
executive summary is requesting Board of County Commissioners (Board) approval for the construction
contract for the project.
CONSIDERATIONS: On July 7, 2015, as Agenda Item 16C6, the Board awarded Contract Number 14-
6345 for CEI Services for the Wastewater Basin Programs to three different firms for each of the
designated wastewater basins projects. Contract Number 14-6345 encompassed CEI services pertaining to
wastewater collection, water distribution, and stormwater system construction projects within each basin.
The Board selected Stantec Consultant Services, Inc., for Basin 101 construction projects, which at the
time of solicitation and award contemplated and encompassed an integrated water, wastewater and
stormwater construction project.
The proposed scope of work under Project Number 60139, “Naples Park Stormwater Improvements,” is
consistent with the Stormwater Five-year Work Program of the 2015 Stormwater Management AUIR/CIE
approved by the Board November 10, 2015, and with the goals, objectives and policies of the
Conservation and Coastal Management Element and the Stormwater Management Sub-Element of the
Growth Management Plan. The proposed scope of work under Project Number 70120, “Naples Park Area
Basin Optimization” is consistent with the Capital Improvement Program (CIP) contained in the 2014
Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan also
approved by the Board November 10, 2015, as Agenda Item 9C, as Appendix III of the 2015 AUIR/CIE.
On May 31, 2018, Stantec Consulting Services, Inc. provided a final time and materials proposal in the
amount of $607,453 to provide CEI services during construction of the 95 th Avenue North Public Utility
Renewal Project. This final proposal was found acceptable after prior negotiations based off an original
proposal provided to the County. The scope of services proposal includes construction observation and
documentation services and public outreach services. The cost of CEI-related services is 9 percent of the
project construction cost. The project scope includes replacing and rehabilitating water, wastewater, and
stormwater assets in one coordinated project designed to minimize cost and neighborhood impact as
opposed to multiple separate mobilizations.
FISCAL IMPACT: Funding is available in the FY2018 Capital Budget approved by the Board on
September 22, 2017. The companion to this item provides the necessary budget amendments. The sources
of funding are the Stormwater Capital Fund (325), Water Capital Fund (412) and Wastewater Capital
Fund (414), as allocated below.

GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approves a $607,453 purchase order to Stantec Consulting
Services, Inc., under Contract Number 14-6345 for CEI services for the Public Utility Renewal Project for
95th Avenue North.

Construction Engineering & Inspection (CEI) Services
95th Avenue North Public Utilities Renewal Project
I. BACKGROUND
95th AVENUE NORTH – PUBLIC UTILITIES RENEWAL PROJECT
EPMD has selected Stantec Consulting Services Inc. (Stantec) to provide construction and
engineering and inspection services throughout the duration of the preconstruction, construction,
and commissioning of the utilities renewal projects within Basin 101 / Naples Park area. The 95th
Avenue North Public Utilities Renewal project consists of the repair and replacement of water,
wastewater, and stormwater systems along 95th Avenue North, between Tamiami Trail and
Vanderbilt Drive. For reference, see enclosed illustration and abstract from the Public Utilities
Renewal Program website www.collierpur.com. As part of the improvements project, the
Contractor will be replacing water and sewer service lines. Each clay sewer pipe lateral from the
property will be replaced with new PVC pipe. The service line work may need to take place on
private property and permission from the owner will be necessary. Stormwater collection and
treatment system rehabilitation work will take place within the right-of-way. This project will
improve the ability to send wastewater flows from Basin 101 to NCWRF and is necessary to ensure
a continued high level of utility service for the community.
II. PURPOSE
The purpose of the 95th Avenue North Public Utilities Renewal project is to repair and replace
aging water, wastewater and stormwater infrastructure. This document describes Stantec’s CEI
service scope of work for the 95th Avenue North Public Utilities Renewal project.
III. SCOPE OF SERVICES
The three main tasks for this project include: CEI Consulting / Project Oversight Services and Public
Involvement as described below.
TASK 1.0 CEI CONSULTANT / PROJECT OVERSIGHT AND DOCUMENTATION
Services to be provided as part of this task will include the following:
1.1 General Management and Oversight – Stantec will provide support services customarily
related to the construction observation and documentation of similar projects including, but not
limited to the following:
a. Upon request by the Project Manager, participate in other meetings as described or
implied herein.
b. Review and verify accuracy of the construction Contractor’s monthly applications for
payment and accompanying data and provide Engineer of Record (EOR) confirmation

that quantities shown on the application for payment accurately reflect the progress of
the Work completed in conformance with the Contract Documents.
c. Coordination correspondence with County Project Manager, Engineer of Record and CEI
Field staff as necessary for Construction of the Work to be in reasonable conformance with
the Contract Documents, and as amended by the Engineer of Record.
Deliverables: None.
1.2 General Construction/Testing Observation – Stantec will conduct on-site observations and
inspections of construction/testing activities on the Project on a full-time basis, up to ten (10) hours
per construction day, unless directed otherwise by the County’s Project Manager, to assess
whether the Work is completed in general conformance with the Contract Documents and Shop
Drawings approved by the Engineer of Record. Stantec will notify the Contractor of any issues
related to non-conformance of the Work with the Contract Documents and document these
notifications on the DWR. Stantec will provide interpretation of plans and specifications and will
assist the Contractor by developing solutions to field issues and conflicts at the project level. If the
issue or conflict cannot be resolved at the project level; Stantec will coordinate, document and
prepare a Request For Clarification (RFC). RFCs prepared by Stantec will be submitted to the
Engineer of Record for their response, which in turn, will be reviewed and approved by the County
prior to submitting a response to the Contractor.
Stantec is not responsible for the Contractor’s Safety or Maintenance of Traffic, nor has Supervisor
Control of the Contractor or the authority to stop the Contractor from working.
1.3 Daily Work Report (DWR) and Construction Documentation – Stantec will prepare a DWR
with pictures recording activities and details related to the work on a form approved by the
County’s Project Manager in advance of the work. Information will be recorded in the DWR when
at the Project Site. The DWR will record relevant aspects of the construction observed while on
site including, but not limited to: construction crew (labor) details, equipment used, materials
used, compliance testing and inspection performed (by Others), site conditions, trench conditions,
backfill material used, dewatering methods, compaction methods, location of the work, and
other details related to the Work. The DWRs will reference the digital photographs and or video
taken with appropriate file names and file locations. Additionally, the DWR will contain information
related to: time and hours on the job site, weather conditions, list of visiting officials and
representatives of manufacturers, fabricators, suppliers and distributors, observations in general
and specific observations in more detail, such as in observing test procedures, conformance
observation of materials and fittings, name plate data for equipment and material installed,
customer service field log, and other information requested by the County’s Project Manager.
DWRs including photographs with captions and other construction documentation will be
provided to the County’s Project Manager by Stantec on a daily basis in an electronic file via E-
mail, or on a digital CD, if requested by the County’s Project Manager. All other construction
documentation produced by Stantec will be provided upon request.
Deliverables: Daily Work Reports, Project Specific Progress Reporting for the weekly PUR website,
and AC Pipe Removal Checklist.
1.4 As-Constructed Field Drawings – Stantec will maintain red pencil “mark-up” notations and
sketches on full size construction plans that reflect the actual details of constructed facilities. These
As-Constructed Field Drawings will be used by Stantec to validate the “As-Built” documentation
provided by the construction Contractor.

1.5 Photographic and Video Record – In additional to those photos taken to record the

progress of Construction, Stantec will provide a digital photographic record of construction
project area and activities related to the Project prior to and during construction, as directed by
the County Project Manager. All electronic files of photographic and video records will be made
available to the County upon request. All electronic files of photographic and video records will
be provided to County upon project completion.
Deliverables: Construction Progress Photos in Digital Format
1.6 Substantial Completion Walk-Through – Stantec’s CEI representative will attend Substantial
Completion Walk-Through when requested by County Project Manager. This service will be limited
to two walk-throughs, each 8 hours in duration.
Deliverables: None.
1.7 Final Completion Walk-Through – Stantec’s CEI representative will attend Final Completion
Walk-Through when requested by County Project Manager. This service will be limited to one walk-
through 8 hours in duration.
Deliverables: None.
1.8 Final Construction Certification – Upon request by the County Project Manager and when
the project has been completed in reasonable conformance with the Contract Document
requirements, Stantec will issue a letter, signed and sealed by a professional engineer, stating that
the “Project has been completed by the construction Contractor in reasonable conformance to
the Contract Documents, and as amended by the Engineer of Record.”
Deliverables: Certification Letter for Conformance in Hard Copy
1.9 Re-commissioning Support – Stantec will provide general coordination and will assist the
County’s Project Manager, the EOR and the construction Contractor during re-commissioning of
the water main in each applicable phase.
1.10 Public Involvement Support – Stantec will provide support to Public Involvement services
as needed throughout the course of the project. Support may include, but is not limited to those
identified in Task 2.0.
TASK 2.0 PUBLIC INVOLVEMENT
Collier County has emphasized that communicating project initiatives, plans, and progress with
community members, throughout the project duration, is a high priority. Services for this task can
be categorized into the four functions that will be serviced as follows:
1. Project Notifications – This service includes the preparation and delivery of the notifications
as mailers or door hangers to residents for:
a. Notice of Project Commencement, Notice of Neighborhood Information Meeting,
Notice of Removal of Personal property and landscaping from the Right-of-Way,
Right-of-Entry (ROE) form allowing the Contractor to complete work on private
property.
b. 1st Lift of Asphalt
c. 2nd Lift of Asphalt
d. Driveway Restoration
e. Water Service Connections
f. Special Announcements, as determined by the Project Manager

Deliverables: Stantec will prepare, assemble, and issue door hangers for Items a. through
f. above. Mailer preparation and mailing of Item a. will be prepared and distributed by
EOR as part of the development of the first Neighborhood Information Meeting.
2. Neighborhood Information Meetings – Enables the vested County Departments to meet
face-to-face with residents prior to commencement of Construction to educate residents
about scope the project, what to expect during the project, and to field concerns or
questions that residents may have about project in general and/or with respect to their
specific property. The EOR and County Project Manager will be responsible for : planning
the meeting, along with venue procurement and room set-up; preparing figures and
images; and meeting documentation. Stantec will attend meetings at the request of the
County PM.
Deliverables: Stantec will attend meeting as directed by the County. All other services will
be by Others.
3. Phone Management – This service provides residents with a means to contact Collier
County or their designated representative via phone throughout the project to voice
concerns and make inquires about the project in general and/or with respect to their
specific property. Collier County maintains a log of all calls received and databases issues.
Deliverables: None. Collier County has indicated that they will be obtaining a project
specific phone number for the Naples Park projects separate from the phone number used
for previous projects, and that they or their designated representative will manage the
phone and documentation and databasing of calls.
4. Addressing Customer Complaints/Concerns – This service includes making one-on-one
visits with residents to discuss specific concerns/issues they may be experiencing due to
the project. This service will be provided by the County and EOR, Grady Minor. Stantec
will provide assistance as needed within the parameters of daily inspection services.
Deliverables: Stantec will provide assistance in addressing customer complaints/concerns
as directed by the County.
NOT INCLUDED IN THIS SCOPE OF WORK
• Inspection Services when Contractor works on Saturday
• Review of Contractor’s Application for Payment
• Review of Contractor’s Progress Schedule
• Review of Construction Submittals or preparation Submittal Responses
• Coordination of Submittals for review by the Engineer of Record or County, assistance with
distribution of Submittal Responses, preparation and maintenance of Submittal Logs,
which will be provided by the Engineer of Record.
• Preparation and Maintenance of Request for Clarification and/or Request for Information
Logs, which will be provided by the Engineer of Record.
• Preparation and maintenance of Work Directive and Change Order tracking logs, which
will be provided by the Engineer of Record or County Project Manager.
• Distribution of Project Records including but not limited to progress schedules, Daily Work
Reports, and Testing Reports prepared or submitted by the Contractor.

• Assisting the County Project Manager with Construction Contract administration items
including, but not limited to: Preparation of Change Orders, Work Directives, and Requests
for Proposals; Review of Change Order Proposals or Change Order back-up/supporting
documentation; Coordination with other utility owners; engineering design coordination
with others for restoration of driveways, swales, and irrigation beyond the information
shown on the plans. County Project Manager or Engineer of Record shall provide Stantec
all applicable aforementioned information in order to certify the Work is in reasonable
conformance with the Contract Documents, and as amended by the Engineer of Record.
• Preparation or maintenance of Substantial and Final Completion Punch Lists
• Preparation of Progress Meeting Agenda’s, Minutes, Notes, or Summaries
• Participation in or assistance with closing out of the Contractor’s Right-of-Way Permit
• Managing the project phone hotline, as well as fielding public or resident phone calls
related to the project
• Scheduling, setting up, or breaking down for Neighborhood Information Meetings
IV. FEE PROPOSAL
All work will be charged on an hourly basis in accordance with the Project Budget Form, to the
best of our ability. Changes in staffing and staff classifications shown in the Project Budget Form
may be necessary depending on actual project needs and staff availability. Therefore, staff
classifications not currently shown on the Project Budget Form, but identified in Stantec’s
Construction Engineering and Inspection (CEI) Service for the Wastewater Basin Programs (MPS
101 Basin) 14-6345), may be utilized as necessary. Many facets that control the length of the
project and necessary effort are outside the control of Stantec. Hours shown in this work
assignment are only estimates. Any additional work that may be required will be performed under
a separate Work Assignment, or as an amendment to this one.

5.0 SCHEDULE
Stantec will provide services throughout the duration of the project as directed by the County in
accordance with the Project Schedule as defined by Contract #14-6345 “Construction
Engineering and Inspection (CEI) Services for the Wastewater Basin Programs (MPS 101 Basin)” and
its amendments.
