OBJECTIVE: For the Board to recognize February 25,2011, as Collier Area Transit (CAT)'s Ten Year
Anniversary and to authorize complimentary rides to all transit riders on that date.
CONSIDERATIONS: Collier County began Fixed-route Transit Service in February 2001. During its first
year of operations Collier Area Transit (CAT) operated 6 buses on 5 routes. The ridership during the:first year
of operations was 97,571. The demand for the service has been much more than anyone could have ever
anticipated and ridership grew to over one million (1,052,536) in 2006. This amounted to a 979% increase in
ridership over a 5 year period. CAT has fare box revenue of 20% which puts them among the industry leaders
in riders paying towards the cost of their trip.
Today CAT operates ten routes including seven within the Naples area, fIxed-route service from Immokalee to
Naples, Immokalee Circulator, and Marco Island Express/Circulator that provides express service between
Immokalee and Marco Island. CAT continues to provide transit service to over 1 million passengers annually.
Ridership has increased from 200 I to 2010 by 991 %.
February 2011 will mark 10 years of CAT transit service. In celebration of 10 years of excellent service CAT
will be hosting a Ten Year Anniversary event on February 25, 2011, and would like to offer complementary
rides all day. The event will include a ceremony at the Radio Road CAT Operations Center with local
~'gnitaries to recognize the County's accomplishments. Refreshments will be served and commemorative items
II be distributed to the public. On February 9, 2010, the Board adopted Resolution Number 2010-38, which
uthorizes the distribution of bus passes and other promotional transit items at public events for the benefit of
the public and to promote awareness on the benefIts of the use of public transit. A copy of that Resolution is
attached.
Complimentary rides provide a great opportunity to allow choice riders and residents of Collier County to
experience the quality and professional services that Collier Area Transit has to offer.
FISCAL IMPACT: Bus passes will be distributed at this event and will not exceed a total value of$l,SOO. It
is estimated that uncollected revenues for ridership on that day will be approximately $2,400.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office,
is legally sufficient for Board action and only requires a simple majority vote-SRT.
GROWTH MANAGEMENT IMP ACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: That the Board recognizes February 25, 2011, as Collier Area Transit's Ten Year
Anniversary, and approve the provision of complimentary rides on that date.

RESOLUTION NO. 2010 -~
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY DECLARING A PUBLIC PURPOSE FOR THE
DISTRIBUTION OF BUS PASSES AND OTHER PROMOTIONAL
TRANSIT ITEMS BY COLLIER AREA TRANSIT (CAT) FOR THE
PURPOSE OF PROMOTING TRANSIT.
WHEREAS, the Collier County Department of Alternative Transportation Modes (A TM)
operates Collier Area Transit (CAT) as a Department of the Collier County Transportation
Services Division; and
WHEREAS, CAT serves as the public transit provider for Collier County, serving the
Naples, Marco Island, and Immokalee areas; and
WHEREAS, Collier County has been operating CAT since 2001 and the system has
grown to providing service to over 1 million riders annually; and
WHEREAS, the Alternative Transportation Modes (ATM) Department through CAT
would like to educate the public about the Transit system and the benefits of using transit; and
WHEREAS, from time to time CAT attends public events to educate the public about
transit; and
WHEREAS, the Board of County Commissioners of Collier County finds there is a
compelling public purpose for CAT to distribute bus passes and other promotional transit items
at public events for the benefit of the public and to promote awareness on the benefits of the use
of public transit; and
WHEREAS, the Board has the legal authority to adopt a resolution authorizing the
distribution of bus passes' and other promotional transit items to the public for valid and proper
public purposes.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY .
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Board hereby declares that
there is a valid public purpose as to the distribution of bus passes and other transit related
promotional items, such as pencils/pens, bags, etc., to the public in compliance with this
Resolution.
