UC Subcommittee Minutes 05/21/2018May 21, 2018 MINUTES OF THE MEETING OF THE COLLIER COUNTY DEVELOPMENT SERVICES ADVISORY COMMITTEE UTILITY CODE SUB -COMMITTEE Naples, Florida, May 21, 2018 LET IT BE REMEMBERED, the Collier County Development Services Advisory Committee Utilities Sub -Committee in and for the County of Collier, having conducted business herein, met on this date at 8:30 A.M. at the Public Utilities Department, conference room B, on the third floor of the Health Building, at the Collier County Government Complex (3339 Tamiami Trl E, Suite 303, Naples, FL 34112), with the following members present: Blair Foley (Chairman), David Dunnavant, Chris Mitchell. Also present were Tom Chmelik, Division Director and Eric Fey, Senior Project Manager with the Collier County Public Utilities Engineering & Project Management Division as well as Steven Agapi of Tetra Tech (consultant). Fey*colliercountyfl gov. I. Call to Order - Chairman Chairman Foley called the meeting to order at 8:40am II. Approval of Agenda Mr. Foley requested that a new agenda item, After Irma Action Items, be added to the agenda. Mr. Foley requested that the new agenda item be placed at IV.A and the old IV.A be moved to IVB. Mr. Foley moved to approve the Agenda as amended. Seconded by Mr. Dunnavant. Carried unanimously 2 - 0. (Mr. Mitchell was not present for the vote.) III. Public Speakers None IV. New Business A. After Irma Action Items [Tom Chmelik and Eric Fey] Mr. Chmelik distributed and presented the document titled "Collier County Water -Sewer District/Public Utilities Department Critical Infrastructure Resiliency — Proposed Modifications to the Collier County Utilities Standards and Procedures Ordinance/The Collier County Water -Sewer District Utilities Standards Manual." • The proposed modifications will be going to the Board on June 26th, 2018. s General discussion of the items on the letter. Mr. Mitchell arrived at 8: 48am May 21, 2018 The Sub -committee requested the following changes to the "system resiliency enhancements" listed at the bottom of page 2: ■ The 811 One Call provision in item 1 should apply only to existing developments, where the water and wastewater infrastructure is owned by the County. • The addilinnal attestation required from the landscape architect per item 2 could prove difficult and costly. Consider other alternatives. • Clarify "prohibited plantings, " as referenced in items 2 and 3. Mr. Dunnavant moved to recommend approval of the proposed modifications contingent upon receiving an updated version with the requested changes. Seconded by Mr. Mitchell. Carried unanimously 3 — 0. B. Amendment to the Collier County Water -Sewer District Utilities Standards Manual [Eric Fey] Mr. Fey provided a list of changes since the May 2nd version and copies of the USM revision package dated 5/18/18. Discussion of individual member concerns proceeded. The following changes to the Design Criteria were requested: • HDD design requirements should not apply to non-CIP work (private development). + Minimum separation distances should not be more stringent than FDEP requirements. • Pipe sizing criteria should base source pressure on a fire flow test. • Bacteriological samples should expire after 60 days, per FDEP criteria, rather than 45 days. • Clarify that plugged openings are allowed at terminal manholes. • Clarify the location of intermediate cleanouts in relation to curb -and -gutter. The following changes to the Technical Specifications were requested: • Require interior concrete coatings to include a pigment so full coverage can be more readily confirmed. • Additional valve on fire hydrant leads crossing roads should not apply to private utilities. The following changes to the Utilities Detail Drawings were requested: • Delete the separate pedestal for the generator receptacle at pump station sites. The following changes to the Appendices were requested: • Add approved products for the UV -resistant plastic sleeves proposed for vehicular guard posts to Appendix F. The following pending changes were noted: ■ Revise pump station details to require a volute opening and bolted cover for future installation of a mix -flush system on one submersible pump. • Adjust underground piping on detail WW -8A. Mr. Fey noted that these comments and questions would be discussed at the subsequent internal review meeting. V. Sub -committee Member Comments 2 May 21, 2018 Mr. Dunnavant noted prior to discussion of item IV.A that adequate time must be provided for review of proposed amendments and said he would withhold his support of any amendment package that includes last-minute changes. He shared some historical context and commentary on previous efforts to amend the Utilities Standards Manual and noted the significant time commitment on the part of sub- committee members. VI. Adjourn There being no further business for the good of the County, the meeting was adjourned by the order of the Chairman at 11:03AM.
