EXECUTIVE SUMMARY
Recommendation to award Bid No. 11-5607, for the construction of a boat dock at the
Isles of Capri Fire Station, Project 50070, in the amount of $97,776 to M. E. Gose Inc.
and authorize the necessary budget amendments.
OBJECTIVE: To obtain approval for the award of a $97,776 construction contract to M.
E. Gose Inc. for the construction of a boat dock at the Isles of Capri Fire Station, Project
50070 and authorize the necessary budget amendments.
CONSIDERATIONS: The Board has approved the necessary funds for the construction
of a boat dock behind the Isles of Capri Fire Station. Currently the fire boat is docked
behind Capri Fish House, a restaurant located next door to the fire station. The
construction of a dock will allow us to relocate the fire boat directly behind the fire station
and adjacent to the Medflight helipad. The relocation of the fire boat behind the fire
station will also allow for safer patient access and patient transfer to Medflight. For many
years, the construction of a dock behind the fire station has been an ongoing project for the
Isles of Capri Advisory Board and they are in full support of this project. In the past,
sufficient funds were not available in our Impact Fee Fund or our Operating Budget. We
have recently received enough impact fee revenue to proceed with this project.
On October 21, 2010, Bid 11-5607 for the boat dock construction was posted by the
Purchasing Department and distributed to 1206 finns that provide these services. On
November 12,2010, bids were received and opened from eleven (11) firms. After review
and evaluation of the bids, the Facilities Management and Purchasing Departments
determined that the lowest, qualified and responsive bidder is M. E. Gose Inc. of Sebring
Florida with a bid of $97,776. The complete bid results' spreadsheet is attached for
reference.
FISCAL IMPACT: This Board approved project was anticipated and budgeted in the
Isles of Capri Impact Fee Fund 373, in the ICFD Boat Dock Project 50070. At the time of
the project's inception, the construction and pennitting of the boat dock was estimated at
$90,000. After obtaining the necessary pennits and officially obtaining the bids for
construction, an additional $34,200 is needed to complete this project, which is available in
the Isles of Capri Impact Fee Fund 373.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office and is legally sufficient for Board action. - CMG
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
resulting from this action.
RECOMMENDA TION: That the Board of County Commissioners approves the award
of a construction contract to M. E. Gose Inc. in the amount of $97,776 for the construction

ISLES OF CAPRI BOAT DOCK
OBJECTIVE
To provide the necessary dock facility to house the Isles of Capri Fire Rescue boat and obtain the
necessary permits to comply with all local, state and federal regulations.
BACKGROUND
The Isles of Capri Fire Dept. has operated a fire rescue boat since 1990. Through the years, the boat
has been located and docked at several locations throughout the island because no dock has ever
existed on our property. The boat is currently docked at Capri Fish House Restaurant next door to the
firehouse. The future availability of this dock space is unknown. Currently, there is limited dock
space on the island and renting dock space for the size of our vessel is approximately $lOOO/month.
As a result of limited financial resources, the department was never able to afford to construct its own
dock on our property. The dock would need to be approximately 120 feet long due to shallow waters
behind the station. At this time sufficient funds are available to construct a dock by utilizing impact
fees.
The dock would be constructed in close proximity to the existing helipad; this would allow for the
rapid transport of marine rescued patients to a medical facility. The number of marine calls ranges
from 25 to 80 annually. Under emergency conditions, the dock could also be used by other public
safety organizations including the Coast Guard, Sheriff's Office, Florida Fish & Wildlife, etc. In order
to achieve these benefits, the only additional annual expenses would be approximately $300/year in
property insurance and $1 OO/year in electricity expense.
On April 7, 2009, the Office of the County Attorney approved an RLS to utilize impact fees to
construct a dock.
