Agenda 01/11/2011 Item #16F3 EXECUTIVE SUMMARY Agenda Item No. 16F3 January 11, 2011 Page 1 of 8 Recommendation to approve the after the fact approval for the submittal of a Volunteer Fire Assistance grant application to the Florida Division of Forestry for required wildfire protective clothing and firefighting foam. OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit a Volunteer Fire Assistance grant application to the Florida Division of Forestry to fund the purchase of required wildfire protective clothing and frrefighting foam. CONSIDERATIONS: Isles of Capri Fire Rescue District has received this Volunteer Fire Assistance grant from the Division of Forestry in past years, including $2,721 awarded in 2009 and $2,392 awarded in 2008. This grant has been used to purchase equipment. This year grant funds wiil be used for the purchase of NFP A approved protective clothing and firefighting foam to improve firefighter safety and firefighting capabili ties. To take advantage of funding remaining in the state grant program, Isles of Capri Fire District needed to quickly submit a grant application and requested review and approval by the County Manager. Isles of Capri Fire received notification oftbis grant opportunity on December 8, 2010. After the fact approval is necessary to ensure that the grant application was received by the Florida Division of Forestry and considered for award during the early part of January 2011. The last grant funds of this program of this fiscal year may be awarded at this time. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as "after-the- fact." FISCAL IMPACT: The total cost of the required wildfrre protective clothing and frrefighting foam is $9,360. As this is a 50/50 matching grant, the Division of Forestry will pay $4,680 leaving the Isles of Capri Fire Rescue District to provide $4,680 from Reserves Fund 144 (Isles of Capri Fire Rescue). Following award, budget amendments will be needed to recognize grant funds in Fund 713, Bureau of Emergency Services Grants and to transfer matching funds to Fund 714, Bureau of Emergency Services Match. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office and is in compliance with CMA #5330. It is legally sufficient for Board action _ CMG. GROWTH MANAGEMENT IMP ACT: There IS no Growth Management Impact resulting from this action.
