EXECUTIVE SUMMARY
Recommendation to approve the submittal of the attached Collier County 4-
H Foundation Inc. Grant Application requesting $63,825.00 for the 4-H
Outreach Coordinators and the enhancement of outreach activities managed
by the Collier County University of Florida /lFAS Extension Department.
OBJECTIVE: To receive approval to submit a Collier County 4-H Foundation Inc.
grant application for outreach coordinators and the enhancement of outreach
activities for the Collier County University Extension 4-H Program.
CONSIDERATIONS: The Collier County University Extension Department is a
federal, state, and county partnership dedicated to developing knowledge in
agriculture, human and natural resources, and the life sciences, and enhancing
and sustaining the quality of human life by making that information accessible.
During the 2001 budget process, financial support from the Collier County 4-H
Foundation Inc. was first recognized to assist in funding of the programs within the
University Extension 4-H Youth development program. Since that time funding
from the Collier County 4-H Foundation Inc. has been used to assist in outreach
coordinator salaries and has put into operation outreach educational activities in
school, after school and within many Collier communities. This year's request will
be used for the continuation of the 4H Youth Development Programs.
FISCAL IMPACT: If the grant is awarded, budget amendments will be submitted
for approval and processed within the Public Services Grant Fund (709) for FY
2011. Although there is no county match required, the county supports one-half of
the full time coordinator position with general funds.
GROWTH MANAGEMENT IMPACT: No Growth Management Impact associated
with this item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County
Attorney's Office and is legally sufficient for Board action. - C.M.G. This item
requires a simple majority vote.
RECOMMENDATION: Recommendation to approve the submittal of the attached
Collier County 4-H Foundation Inc. Grant Application requesting $63,825.00 for
the 4-H Outreach Coordinators and the enhancement of outreach activities

For clarity, separation of the requested and approved budget, expended and residual funds by
quarter will be highlighted with this application and during each foundation meeting.
This grant includes salaries for two 4-H coordinators, one full time and one on a part-time basis.
The full time individual gets a regular salary up to $24,000 from the grant with remaining salary
adjusted through county funding for fringe benefits. The part- time position is a job bank position
that is totally grant funded up to $18,000. The half time position's hours will need to be
continually and efficiently adjusted to conserve as much of salary money as possible.
Program IProject narrative:
The 4-H Youth development program will develop and teach comprehensive educational
programs in Collier County that focuses on life skills and team building. Our programs
emphasize youth leadership and citizenship, volunteer recruitment, training and management.
Our staff works effectively with a diverse audience including minorities, community leaders,
media and the general public. This staff led ability to work with community organizations,
agencies and their leaders assists us to develop collaborative programming necessary to carry out
the program. In addition to county programming, the 4-H staff is active in multi-county
programming with neighboring counties as time and logistics permit. Our staff works diligently
with other office and district faculty to develop effective working relationships within the
community and establish and maintain a strong local advisory committee. Modes of delivery
employed are organized 4-H community clubs, 4-H in school clubs, 4-H after-school clubs, 4-H
special interest short term programs, overnight camping, 4-H school enrichment, and after-school

Reporting and Evaluation:
At end of 1 sl quarter and after subsequent quarters, the staff will provide written reports relating
events/ activity results, updates, fund balances, evaluation data and program impact materials to
the Foundation board.
Project staffing:
This project will be staffed by two 4-H Coordinators, each of whom will divide educational
responsibilities according to designed 4-H projects, activities and events. 4-H volunteer leaders
will assist where needed and provide overall club event management. The 4-H Outreach
Coordinator specific duties include but not inclusive of:
· Meeting with 4H program agent, to promote 4H Youth development based programs.
· Assist in providing leader and adult volunteer training and the establishment of new
clubs
· Promotes school enrichment programs by meeting with teacher team leaders,
individual teacher and providing youth appropriate subject materials and hands -on
demonstrations. Acts as a resource for school educational requests.
· Meets with county wide youth agencies and youth interested organizations to promote
collaborative activities and programs for the youth of Collier County.
· Provide informal and formal classroom instruction on a variety of subject matter
relating to the goals and objectives of the Collier County 4H Youth development
program. Provides direct services to groups of children in after-school settings.
· Attends community meetings, hosts 4H infonnational tables at exhibitions and fairs,
promotes and attends fair events.
The 4H Youth development and Outreach Coordinator reports to and is evaluated and supervised
by the 4H Extension Agent / County Extension Director.
Supporting Documentation:
At the request of the foundation, funding requests outlining specific activities for each quarter of
2011 will subsequently be submitted for review and funding with disbursements occurring
quarterly to the extent funds are available.
