Call to Order Chairman Lewis called the meeting to order at 3:00 PM. Four voting members were present, and a quorum was established. II. Attendance Advisory Committee: Dale Lewis, Chairman; Helen Carella; Maria Schoenfelder; Harry Wilson; (Vacancy) County: Harry Sells, Project Manager Others: Wendy Warren; JuriSolutions III. Approval of Agenda Mr. Lewis moved to approve the Radio Road M.S.T.U.Agenda as presented. Second by Ms. Carella. Carried unanimously 4- 0. IV. Approval of Minutes—January 8, 2018 Mr. Lewis moved to approve the minutes of the January 8, 2018 meeting as presented. Second by Ms. Schoenfelder. Carried unanimously 4- 0. V. Radio Road Landscape Maintenance Status A. Landscape Architect's Report Mr. Sells distributed the "Planting Plan"prepared by Windham Studios for the Rich King Greenway beautification project. • Design review will focus on landscape and irrigation maintenance and affiliated expenses of the Greenway. • FPL easements for utility vehicle access to maintain the high power lines will be accommodated with traffic directed to the entrance in the curb. • The easement agreement with Florida Power& Light defines plant height and the project requires Florida Power& Light and County approval. • Permission to utilize irrigation supplied by the County has been received. • The MSTU's annual fees for use of reclaimed water and to manage the software control of the two zones will be negotiated with Road Maintenance. • The County will maintain the irrigation controller and software for both zones; the M.S.T.U. will maintain the two valves. During Committee discussion the following was noted: • Florida Land Maintenance's, dba CLM, Radio Road M.S.T.U. contract would be modified to include landscape and irrigation maintenance of the area. • Modification to their current contract which includes maintenance of Median 1 on Devonshire Boulevard should financially offset the cost incurred to maintain the Greenway. 1 • Mr. Sells will forward the plans to FPL for their approval. VI. Landscape Maintenance Report—Harry Sells Mr. Sells reported on the status of landscape maintenance noting: • Installation of 7,000 square feet of sod damaged by storm debris accumulation and automobile traffic on the residential side of Devonshire Boulevard will be scheduled for March 2018. • Modifications to Medians 1 and 2 require Median 2 to be replanted; sight line issues will be addressed. • Commercial Land Maintenance (CLM) is experimenting with chemicals to eradicate the weeds in the Perennial Peanut. Perennial Peanut will be considered for Median 2 planting if treatment is successful. • Irma damage clean-up is complete including removal of stumps. • Holes resulting from tree removal will be filled and replacements considered in six months to a year. • Irrigation is functioning as intended. Mr. Sells will request a quote proposal for planting Median 2. VII. Project Manager Report—Harry Sells A. Budget Reports February 12,2018 Mr. Sells distributed the "Radio Road MSTU Fund 158 Budgets for February 12, 2018 for information purposes highlighting as follows: • $103,701.45 of the FY18 property tax revenue budget of$124,400.00 has been collected. • Current Operating Expense commitments total $160,300. • 2018 YTD commitments total $70,459.62; expenditures total $7,680.65. • Uncommitted Operating Expense funds available are $82,159.73. • Two FY 17 Purchase Orders (lines 20 and 21) for Florida Land Maintenance, dba CLM, will be closed out and the funds recovered added to the Operating Expense balance. • Two Purchase Orders were issued for Florida Land Maintenances, dba CLM, in accordance with contract approval by the Board of County Commissioners. The balances for prior purchase orders will be closed. • Hart's Electrical replaced a GFI receptacle on the irrigation pump immediately after Irma. • The cost incurred for removal of the irrigation system on Median 1 and installation of a valve on the residential side of Devonshire Boulevard will be reflected in a future budget. • The $15,700.00 identified in Line 15 is allocated to Windham Studio's, Inc. and reflects a commitment against which the vendor's bills for services; actual expenses are anticipated to be less. • Unused funds can be transferred between purchase orders to accommodate shortages if necessary. • Estimated Cash balance including Commitments not spent totals $929,410.68. • General Funds for improvements are available to finance special projects or fund operating expense shortages if a budget amendment is approved by the Board of County Commissioners. Mr. Sells will prepare the FY19 budget for presentation to the M.S.T.U. Beautification Advisory Committee and submit millage rate recommendations to the budget committee in March 2018. 2 B. Report on Meeting with Various Community Members Mr. Sells reported a community meeting requested by Marlene Sherman, was held on January 26, 2018 to discuss future beautification contributions the M.S.T.U. can make to the community. He noted he will forward responses to questions posed to Ms. Sherman. Roy Anderson provided a "White Paper" and distributed a location map for projects which provide a benefit to the community as follows: 1. Underground Relocation of Utility Lines. 2. Comprehensive Sidewalk Beautification. Conceptual studies to determine alternate designs, cost and project sequencing would be required. Funding would be sought from the M.S.T.U. Advisory Committee following a determination of support from the major communities in the area. During Committee discussion the following was noted: • The millage rate assessed on property values for the Radio Road M.S.T.U. was decreased to 0.1%per$1,000.00 FY-2018 to accommodate a request from some community residents. • The maximum millage rate tax allowed on property in the M.S.T.U. is 0.3%per $1,000. • A community meeting would be necessary to determine support for new projects and an increase in the millage rate. Mr. Sells will schedule a community meeting to be held in March 2018 at 6 p.m. at the Golden Gate Community Center to review project proposals and solicit feedback C. New Boundary Map Mr. Sells distributed "Exhibit "A, " a corrected version of the original M.S.T.U. Boundary and "Exhibit B" the proposed revisions to the M.S.T.U. boundaries. The modified boundary proposal, "Exhibit B" would yield the following results: • Incorporating four parcels of land on the southern half of Rich King Parkway by moving the boundary line 110' east into the M.S.T.U. but still maintain land as County owned. • The modification would authorize the M.S.T.U. to invest money in the area for the proposed Rich King Pathway project. • Eliminates the northern boundary line west of Livingston Road and north of Radio Road to Prospect Avenue. The area is commercial; property and owners do not have direct access to Radio Road. • Any lands removed from the M.S.T.U. were not subject to payment of taxes and the realignment will not impact revenue or private ownership. D. Hurricane Irma and Recovery Mr. Sells reported Hurricane Irma recovery efforts are complete noting expenses are not reflected in the budget. • The M.S.T.U. has submitted an invoice to FEMA for reimbursement. • The M.S.T.U. is responsible for storm related expenses if FEMA denies payment. • An insurance claim will be filed with the County's Risk Management division if FEMA denies payment; the $500 deductible will be waived. • The cost will be borne by the M.S.T.U. if insurance reimbursement is denied. 3 Mr. Sells will continue to apprise the Committee on the status of recovery. E. Devonshire Medians 1 and 2 Mr. Sells updated the members on construction status of dual eastbound left turn lanes from Devonshire Boulevard onto Santa Barbara Boulevard and Medians 1 and 2 on Devonshire Boulevard noting: • Street lights are being installed on the north and south sides of the Median#1 "Gateway. " • Six lanes of Devonshire Boulevard impacted by the construction will be resurfaced, restriped and pavers installed. • CLM has been instructed to refurbish the irrigation system on Median#2. • A renovation of Median#2 landscaping will be undertaken by the M.S.T.U. F. Status of Irrigation Mr. Sells reported recommendations for design modifications to the Hydro-Point irrigation system are finalized. A Request for Quote cost proposal for installation will be solicited. G. Bus Stop Refurbishments Mr. Sells distributed a design proposal and map identifying bus stop modifications necessary to comply with ADA requirements and provide shelter for transit bus riders. Two of the eighteen stops originally proposed are outside the M.S.T.U. boundary and will be removed from the plan decreasing the number of stops to 15. CAT requested the M.S.T.U. consider the project as a way to give back to the community. H. Rich King Pathway Discussed under Item V.A. —Landscape Architect's Report. VIII. Old Business None IX. New Business Preliminary Ordinance Modification Mr. Sells reported • The Ordinance governing the M.S.T.U. was modified by the Board of County Commissioners in 2002 to undertake beautification projects and in 2013 to incorporate the Rich King Memorial Greenway within the boundary lines. • The County Attorney has directed Staff to modify the language in the Ordinance to clearly define the beautification and the proposed boundary modifications. • County procedures will be followed and the Ordinance change will be forwarded to the BCC for consideration in 60—90 days. • Updates on the endeavor will be provided as they become available. Mr. Lewis motioned to support rewording the Radio Road Beautification M.S.T.U. Ordinance to clarify the definition of beautification and modify boundary lines. Second by Mr. Wilson. Carried unanimously 4—0. 4 X. Public Comment/Committee Member Comment Marlene Sherman complimented the beautification project execution of Radio Road noting her M.S.T.U. 2018 taxes were reduced to $19 a year(from$60 a year) because of the decrease in millage rate. She also recommended the MSTU be "sunsetted.". Bus Stops The bus stops on the west side of Santa Barbara Boulevard are within the M.S.T.U. boundary. Countryside Golf and Country Club Rear Exit Traffic Light The M.S.T.U. would be receptive to considering contributing to the installation of a traffic light at the rear entrance of Countryside GCC if Traffic Operations and Road Maintenance initiated the proposal.
