MINUTES
I. Call to Order
The meeting was called to order at 4:30 P.M. by Ms. Spencer. Attendance was called and a quorum
was established.
II. Attendance: Patricia Spencer, Chairman; Herman Haeger, Vice Chairman; Ron Jefferson;
Paula Rogan; Dusty Holmes

III. Pledge of Allegiance
The Pledge of Allegiance was recited.
IV. Approval of Agenda
Mr. Haeger moved to approve the Agenda of the Golden Gate Advisory Committee as submitted.
Second by Ms. Rogan. Carried unanimously S- 0.
V. Approval of Minutes: January 16,2018
Mr. Haeger moved to approve the minutes of the January 16, 2018 meeting as presented.
Second by Ms. Holmes. Carried unanimously S- 0.
VI. Landscape Maintenance Report
Mr. Schumacher reported as follows:
Landscape Maintenance for Golden Gate M.S.T.U.
• Hannula Landscaping's contract expired January 14, 2018.
• Ground Zero Landscaping, LLC, is being awarded an interim Purchase Order(PO) for
approximately six-months of Landscape Maintenance services.
• A PO Request has been submitted to the Procurement Division and a Notice to Proceed will be
issued on receipt.

Irrigation Maintenance for Golden Gate M.S.T.U.
• Quotes have been requested for interim Irrigation Maintenance services.
• A Purchase Order will be requested for the lowest bidder.
• The irrigation system is currently functioning as intended.
Multi-year Landscape & Irrigation Maintenance for Golden Gate M.S.T.U.
• In accordance with County practice, an Invitation to Bid((ITB) for a multi-year Landscape and
Irrigation Maintenance contract will be advertised in the March-April time frame.
VII. Landscape Architect's Report—McGee & Associates
Mr. McGee submitted the "Landscape Observation Report: -FY 17-18, February 2018" for
information purposes noting the monthly detailed report should be referenced for hurricane Irma tree
and shrub damage and corresponding recommendations.
Tropicana Boulevard
• Turf areas appear dry due to presence of large amount of broadleaf and sedge type weeds.
• Recommend refurbishment of Bougainvillea beds.
• The HydroPoint WeatherTrak data was 91,484 gallons for January 2018.
• Mr. Schumacher has requested quotes from three qualified contractors to replace the light pole
on Median#6 destroyed due to an auto accident. A police report is not available.
Installation of downed pedestrian signs is the responsibility of the Road and Bridge Division.
Sunshine Boulevard
• 18th Place SW: An auto accident damaged 10— 15 plants (photo depicted).
• Recommend replacement of Bougainvillea and replanting median with Perennial Peanut"Eco
Turf" verify 1-gallon size. Hand watering will be required.
• Turf areas appear dry due to presence of large amounts of weeds.
• A replacement program should be developed for areas of declined or missing turf throughout the
medians containing turf.
• Water usage was estimated at 108,004 gallons January 2018.
Coronado Parkway and Hunter Boulevard
Hunter Boulevard
• Median #1: Recommend replacement of Alexander Palm and Juniper plants damaged by an
auto accident.
• Median #6: Recommend replacement of Oak Tree destroyed by auto accident. A new frond
has emerged on the fourth Alexander Palm Tree from the north end. Treat with fungicide,
fertilize and monitor health.
• Median#10: Alexander Palm and fourteen Big Rose damaged by auto accident.
• Median#11: Silk Floss Tree removed due to auto accident
• Atypical January 2018 water usage registered 338,551 for both roadways. Mr. Sells will check
the readings to determine if the controller or meter is malfunctioning. Alternatively usage could
indicate a main line leak.

Collier Boulevard Part A & B - (These arterial roadways are maintained by the County)
• A major renovation is recommended resulting from Irma storm damage.
• Median #11: recommend Slash Pine tree be reviewed for removal and replace with a Floss Silk
tree.
• Remaining stumps from Hurricane Irma have been cleaned up.
• New pump stations were installed in both Part A & B.
Golden Gate Parkway- (This arterial roadway is maintained by the County)
• Pump stations have been replaced in all three locations.
• Combined water usage is typical at 868,558 gallons.
• Replacement plants should be addressed and funded by the Road Maintenance Division.
VIII. Project Manager's Report
A. Election & Installation of 2018-19 Officers
i. Nomination for Chair
Ms. Holmes nominated Patricia Spencer for the position of Chair of the Golden Gate
Beautification M.S.T.U.for one year, or until a successor is appointed.
Second by Ms. Rogan. Nominations were closed and no others were tendered.
Ms. Spencer assumed the Chair.
ii. Nominations for Vice-Chair
Ms. Holmes nominated Herman Haeger for the position of Vice-Chair of the Golden Gate
Beautification M.S.T.U.for one year, or until a successor is appointed.
Second by Ms. Spencer. Nominations were closed and no others were tendered.
Mr. Haeger assumed Vice-Chair.
B. Budget Report
Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated February 20, 2018
noting:
• FY18 Ad Valorem property tax revenue budget is $376,900.00 of which $326,368.40 has
been collected.
• Total revenue FY18 is $735,800.00 including investment interest, transfers and contributions
(minus a 5% reserve of$18,900).
• The Millage rate is 0.5000.
• FY18 planned Operating Expense Budget is $340,800. Current commitments total
$206,789.91; expenditures $40,405.95.
• Uncommitted Operating Expense funds available are $93,604.14.
• Ground Zero Landscaping, LLC, was awarded an interim contract for six months, or through
September 30, 2018, for landscape services and a Purchase Order requested in the amount of
$100,000.00.
• Hannula Landscaping& Irrigation invoices are still being processed. The balance of funds
remaining on settlement of all invoices will be consolidated by the budget department and
funds made available.
• Ground Zero will be offered the opportunity to bid on stump removal once the irrigation
contractor has assumed responsibility for the M.S.T.U.
• A Purchase Order has been requested for light outage replacement.
• Improvements General Fund of$345,200. (Line 31) is reserved to finance special projects
subject to review and approval of the County accounting office.

• Total available balance less committed expenses is $480,774.21.
C. Irrigation —Coronado & Hunter Design—Conduit
Mr. Schumacher noted:
• The contract for Stahlman-England Irrigation in the amount of$175,000, as recommended in
a motion at the January 2018 M.S.T.U. meeting, is under review by the Procurement
Division.
• With Procurement Division approval, Mr. Sells will place the item on the Board of County
Commissioners Agenda for approval.
• A Notice to Proceed will be issued by Mr. Sells pending the BCC's approval.
• HydroPoint controllers will be installed on project completion establishing a uniform system
which will be easy to manage and monitor.
• It is anticipated the new system will be functional in fall 2018.
D. Stormwater Refurbishment—Status Update
Mr. Schumacher reported the Stormwater Drainage Improvement Project Northwest Quadrant,
Golden Gate City, intended to improve stormwater drainage, help to alleviate flooding and to
address safety issues, will be re-advertised for bids due to additional damage found in the piping
network. The revised time frame for contract issuance is October 2018.

IX. Old Business
A. Canal Bridge Fencing (Golden Gate Pkwy)
Mr. Haeger distributed a Collier County Metropolitan Planning Organization (MPO) Bicycle &
Pedestrian Master Plan (BPMP). The organization's vision is to provide a safe, inviting and
convenient bicycle and pedestrian network throughout Collier County that delivers mobility,
economic, recreational and quality of life benefits for all residents and visitors.
Mr. Schumacher reported Brandy Otero, Senior Planner, Collier Metropolitan Planning
Organization, is drafting a Walkability Study and offered to present her findings at the March
Committee meeting. The item will be added to the March Agenda.
X. New Business
A. Stormwater Utility
The proposed Stormwater Utility is scheduled to be reviewed at the Board of County
Commissioners for March 13, 2018.
B. White Paper—Golden Gate Mater Plan Re-Study; Dec. 19,2017
Access to the Growth Management Department Community Planning Section Staff report- Golden
Gate Master Plan Restudy White Paper, Exhibit B, dated December 2017 is available on line.
XI. Public/Board Comments
Mr. McGee reported FPL installed extra lights to poles on Tropicana Boulevard.
Ms. Spencer reported a resident at the Civic Association meeting recommended the M.S.T.U. create a
landscape buffer on two vacant County lots in the vicinity of 44th and Golden Gate Parkway to
camouflage unattractive rear yards of residential properties.

Mr. Schumacher will research alternatives to landscape the property and update the Committee of his
findings, noting this inquiry is not within the M.S.T.U 's jurisdiction.
Ms. Rogen commented additionally on the poor appearance of bridge side walls throughout the MSTU.
Mr. Schumacher noted the Road and Bridge Division does not maintain the bridges and suggested
members of the Committee express their concerns with the condition of the bridges entering Golden Gate
to their Commissioner.
There being no further business to come before the Committee, the meeting was adjourned
by the Chair at 5:20 P.M.
